Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women facilitates gender mainstreaming in humanitarian needs assessments and planning to better meet acute and lifesaving humanitarian needs. UN Women contributes to recovery and peacebuilding efforts advocating for and supporting implementation of the Women, Peace and Security Agenda. UN Women strives to support longer-term national reforms, including decentralization and security sector reforms, while promoting gender equality and women’s human rights and accountability. UN Women makes every effort to ensure full and meaningful participation of women and women’s groups and organizations in government reform processes, in humanitarian response decision-making and in recovery planning to ensure their responsiveness to the distinct needs of women and girls which may otherwise be overlooked. UN Women pays attention to a greater engagement of women, particularly those facing compound discrimination due to displacement, age, disability, ethnic or other backgrounds, in governance, recovery and peacebuilding process.

10 June 2017 UN Women will launch the project “CEDAW in Action!”. The project aims to promote stronger accountability for the obligations under the Convention on the Elimination of All Forms of Discrimination against Women by providing capacity building and technical support to the government in effective implementation and monitoring of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Concluding Observations of the CEDAW Committee (2017), and to women, particularly those facing multiple forms of discrimination, in understanding and claiming their human rights.

To support the launch of the project, UN Women seeks to hire the national consultant for the period of 2,5 months to facilitate the advocacy, mobilization of key stakeholders and potential partners.

Duties and Responsibilities

Scope of Work/Duties and Responsibilities               

Under direct supervision and guidance of the UN Women Country Programme Manager, and in close collaboration with the Office of Vice-Prime Minister on European and Euro-Atlantic Integration will implement a set of tasks, including, but not limited to:

Mobilization of the stakeholders and partners for the implementation of the CEDAW Concluding Observations:

  • Conduct a mapping of the key stakeholders and partners for the implementation of the capacity development, advocacy and awareness raising activities of the project; conduct preliminary discussions to identify their needs and plans;
  • Plan and facilitate the multi-stakeholder half-day workshop for the key project stakeholders and partners from the state institutions, parliament, Ombudsoffice, women’s groups and civil society organizations (last week of June); the task will include drafting a concept note, agenda and list of participants of the workshop, facilitation of the sessions, drafting report; the workshop should aim to inform about the project, discuss the learning, capacity building and technical support needs.
  • Providing inputs to the 2017 project work plan, based on the outcomes of the workshop.

Technical support in compiling the information and supporting documents for the awareness raising, advocacy and capacity building components of the project:

  • Identify the CEDAW awareness raising and advocacy resources available in Ukraine (in Ukrainian, English and the other languages);
  • In collaboration with the UN Women Ukraine and HQ teams analyse the awareness raising, advocacy and learning resources developed by UN Women HQ and the other country offices and identify those applicable to the Ukrainian context.
  • Based on the results of the workshop draft key areas and tasks for the project technical, capacity building and advocacy support (inputs for the terms of reference).
  • Submit the final analysis and a narrative report on the activities undertaken to UN Women.

All reports should be submitted in English language. The supporting documents, including the workshop handouts can be submitted in Ukrainian.

Inputs

  • UN Women will provide the Consultant with key background materials related to the project.

  • The Consultant is expected to work remotely using her/his own computer, but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

    Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

    Financial arrangements:  

  • Payments will be disbursed by in one installment upon receipt of the final report with all supporting documents and certification by the UN Women Country Programme Manager that the services have been satisfactorily performed.

Required Skills and Experience

Education

Advanced (Masters) degree in Human Rights, Gender Studies, Social Sciences or related field.

Experience:

  • At least 3 years of experience with human rights, women’s human rights
  • Experience in advocacy, capacity building in human rights, women’s human rights, gender equality and women's empowerment.
  • Proven knowledge of international human rights mechanisms and instruments, specifically of CEDAW;
  • Excellent communication skills, ability to work in team.
  • Experience with organization of workshops, consultations, including with the members of parliament, government etc;
  • Previous professional experience with development agencies and the United Nations would be considered an asset.

Languages and other skills: 

 Fluency in oral and written English, Ukrainian and Russian languages;

Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.

The total number of points allocated for the financial/price component is 30.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
