Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The National Development Plan II which is Uganda’s policy implementation framework until 2020 identifies the need for comprehensive data availability for effective assessment of policy and program results and calls for enhanced investment in timely data collection, management and dissemination at all levels. Although Gender statistics production in Uganda has improved, and the need for and demand for gender statistics has grown tremendously since 1995, significant barriers remain in place including a weak policy space and legal and financial environment to produce gender statistics, technical challenges that limit production of gender statistics and limited access to data and capacity to use gender statistics to inform policies.   The National Development Plan II which is Uganda’s policy implementation framework until 2020 identifies the need for comprehensive data availability for effective assessment of policy and program results and calls for enhanced investment in timely data collection, management and dissemination at all levels. However, the development of gender statistics is not specified within the legal framework that established UBOS. Additionally, much of the available gender statistics are descriptive in nature, produced in a piece-meal manner and without analytical information on the impact made by sectoral plans and programmes in terms of changing the conditions that cause gender inequality. The absence of a specific regulation requiring the National Statistical System to conduct gender based survey has meant persistent data gaps in areas like Violence Against Women due to the sensitive nature and time use which require which require significant technical and financial investments.

With financial support from the Government of the United Kingdom of Great Britain and Northern Ireland  through the Department of International Development (DFID) UN Women  is implementing the ” Supporting the Monitoring and Implementation of the SDGs through Better Production and Use of Gender Statistics” program aimed at Improving the availability, accessibility and use of quality gender statistics to inform policy, advocacy and accountability for delivering gender equality and women’s empowerment commitments in the SDGs, CEDAW, the Beijing Platform for Action and other national priorities.  

The program  has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyze and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs. 

Under the framework of Support to the Government of Uganda, UN Women is partnering with the Uganda Bureau of Statistics and other Ministries, Departments and Agencies to implement this programme  under three Phases. The first phase covered objectives on enabling environment for gender responsive localization and effective monitoring of SDGs and increasing data production. Under the current implementation phase will cover all three objectives including improving of data accessibility.

Reporting to the Deputy Country Representative, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.  

Duties and Responsibilities

Design and develop programme strategies in the area of Gender Statistics:

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender Statistics.

Manage the implementation and management of the Gender Statistics programme:

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

Manage technical assistance and capacity development to project/programme partners:

  • Build and manage relationships with national partners to support implementation and expansion of the Gender Statistics programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Manage the monitoring and reporting of the programme/project:

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

Manage the people and financial resources of the Gender Statistics programme:

  • Manage the programme budget and resources, and draft financial reports;
  • Supervise Programme Analysts and Technical Specialists; Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Contribute to inter-agency coordination to achieve a coherent and aligned presence for Gender Statistics in Uganda:

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

Manage advocacy, knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to the Gender Statistics;
  • Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on Gender Statistics.

  • Timely and quality programme design and inputs to Strategic Note;
  • Timely and quality of programme delivery in line with budget and workplans, and in line with all UN Women operational rules and regulations, including security;

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Gender Statistics;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of any of the Ugandan local language is an asset.
