Background

The Local Governance and Community Development Programme (LGCDP)-II implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners, is transitioning into the Sub National Governance Programme in the context of the new federal Constitution. The Constitution has envisioned the three tiers of government system; federal, provincial and local.  The rights and responsibilities of the three tiers of governments are prescribed in the Constitution.

With this background, the LGCDP II has been extended for one more year as a TSNGP with the objective of supporting institutionalization of sub national governance for smoother and efficient transition management. As part of the TSNGP, the Policy and Programme Support Facility (PPSF), a UN Joint Programme (UNJP), provides technical assistance (TA) for the effective implementation of the larger Programme.

Under the overall supervision of the National Project Director (NPD) and National Project Manager (NPM) and the day-to-day supervision of the Deputy National Project Manager (Deputy NPM) cum Capacity Development Specialist (CDS), the Provincial Support Coordinator cum  Capacity Development (PVC/CD) Expert is responsible for providing overall technical support for smooth and effective implementation of the Programme.

Duties and Responsibilities

General:

The PVC/CD Expert will provide managerial and technical support to the program to achieve it’s objectives. S/he will work and coordinate closely with the Programme Coordination Unit (PCU) and also the respective divisions of the Ministry at the federal level and with the officials of the sub-national authorities in their respective provinces. S/he is also expected to guide and supervise the Provincial Support Unit (PSU) staff.

Specific tasks and responsibilities

In his or her capacity as the Provincial Support Coordinator cum Capacity Development Expert, the incumbent is expected to perform the following tasks:

Management:

  • Assist the NPM and Deputy NPM in overall management and administration of the PSU office;
  • Assist the NPM and Deputy NPM to manage budgeting and planning of the related PSU, in accordance with the programme document;
  • Analyze and identify issues especially related to institutionalization of sub-national governance that requires attention by the NPD, NPM and Deputy NPM and prepare succinct notes for discussion;
  • Ensure timely and efficient delivery of program results leading to the achievement of expected results related to PSU;
  • Be responsible for implementation of the programme work plans for achieving planned results and targets of PSU;
  • Liaise with the NPM and Deputy NPM to ensure that programme results are achieved and project resources are managed efficiently and effectively in the PSU;
  • Coordinate and liaise with NPM as well as Deputy NPM with respect to the implementation of the programme activities related to their PSU;
  • Take lead to organize workshop, seminar and interaction programme on institutional support, capacity development needs of sub-national governments in coordination with NPM and Deputy NPM including related outputs managers;
  • Liaise and coordinate with PCU during the implementation of the programme.

Planning, Monitoring and Reporting: 

  • Participate and provide inputs in formulation of Annual Strategic Implementation Plan (ASIP) and Annual Monitoring & Evaluation Plan (AMEP);
  • Monitor the day-to-day progress of the programme based on these plans and take a lead to provide PSU level report to the NPD,NPM and Deputy NPM;
  • Assist in periodically reviewing the overall programme progress in coordination with PCU;
  • Assist in implementing activities outlined in the ASIP and tracking the quarterly progress at the PSU level;
  • Ensure case studies, success stories and good practices are regularly documented and shared with PCU  for wider sharing;
  • Ensure that all the quality progress reports are produced on timely manner and shared with the PCU on a  regular basis;
  • Liaise with PCU on a regular basis and provide all necessary inputs requested in a timely manner.

Financial Management:

  • Assist NPM and Deputy NPM in ensuring the effective and accurate financial resource management of the programme related to their PSU;
  • In consultation with the NPD,NPM and Deputy NPM,  prepare and consolidate the overall budget, monitor expenditures and implement adequate internal control of the programme at the level of  PSU;
  • Coordination with Admin and Finance Officer at PCU for managing the overall programme budget related to the PSU;
  • Provide required inputs to the NPM and Deputy NPM in preparing the quarterly and annual financial and programmatic reports of the programme in coordination with Admin and Finance officer related to PSU.

Procurement Management and Human Resources:

  • Take responsibility of directly supervising the key staff including the support staff in coordination with NPM and Deputy NPM of the PSU;
  • Take responsibility of managing HR related matter of PSU and also assist NPM and Deputy NPM in HR issues.

Gender and Social Inclusion:

  • Apply principles of Gender and Social Inclusion as the cross-cutting issue in every aspect of the programme implementation and management.

Capacity Development:

  • Assist Deputy NPM in developing policy and action plan on institutional support to sub-national governments in relation to the capacity development needs and assist in developing a comprehensive plan accordingly;
  • Take lead to provide technical advices including developing operational plan of the  PSU on issues related to sub-national governments institutionalization and capacity development of sub-national governments;
  • Assist NPM and Deputy NPM in identifying capacity development needs of sub-national governments related to their PSU;
  • Assist and participate in capacity development activities concerning sub-national governments related to PSU;
  • Assist in developing the resource persons including developing training curriculum, training modules and resource books of sub-national governments related to PSU;
  • Assist in assuring the quality of Capacity Development Plan of sub-national governments related to the respective province.

  • Capacity to work with diverse partners especially government officials and able to steer the programme objective and achieve results;
  • Strong understanding on the political economy and the political dynamics of Government.

Required Skills and Experience

Education:

  • Completion of Master's degree in Management, Public Administration, Political Science, Rural Development or related field;

Experience:

  • 7 years of experience in local government and decentralization.
  • Demonstrated track record of delivering high quality reports on time;
  • Experience of working in a national government-managed programme would be an advantage;
  • Good command of spoken and written Nepali and English language.
