Background

The Local Governance and Community Development Programme (LGCDP)-II implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners, is transitioning into the Sub National Governance Programme in the context of the new federal Constitution. The Constitution has envisioned the three tiers of government system; federal, provincial and local. The rights and responsibilities of the three tiers of governments are prescribed in the Constitution.

With this background, the LGCDP II has been extended for one more year as a Transition to Sub National Governance Programme (TSNGP) with the objective of supporting institutionalization of sub national governance for smoother and efficient transition management. As part of the TSNGP, the Policy and Programme Support Facility (PPSF), a UN Joint Programme (UNJP), provides technical assistance (TA) for the effective implementation of the larger Programme.

Under the overall supervision of the National Project Director (NPD) and day-to-day supervision of the National Project Manager (NPM), the e- Governance Specialist is responsible for ensuring the overall quality implementation of agreed programme activities under Outcome 3 of the Programme.

Duties and Responsibilities

General

The e-Governance Specialist will be supporting the TSNGP, Programme Coordination Unit (PCU) to achieve the Transition Programme goals, purpose, outcomes and outputs.

The Specialist will work under the overall supervision of the NPM and Deputy NPM and programmatically under the supervision of respective output  manager(s) and provide technical assistance and advice as required by the programme in the areas as mentioned in the TOR. S/he will be ultimately accountable to the NPD. S/he is required to collaborate with all of the PCU’s Technical Specialists as well.

 Specific tasks and responsibilities

 With respect to the general programmatic responsibilities, the Specialist will be expected to:

  • Participate in all PCU meetings;
  • Participate in drawing up the Annual Strategic Implementation Plan (ASIP) and the Annual Monitoring & Evaluation Plan (AMEP), as appropriate;
  • Assist in periodically reviewing overall progress in Transition to Sub-National Governance Programme with regard to e- Governance;
  • Assist in drafting regular narrative and annual progress reports with regard to e-Governance;
  • Assist in organizing bi-monthly output group meetings;
  • Identify and report risks and issues to the PCU and support discussion on mitigation actions in the bi-monthly output group meetings.
  • Support PCU in conducting timely meeting and disseminating minutes and following up on agreed actions;
  • Follow up on the implementation of E-governance related activities in the ASIP in coordination with the concerned specialist in PCU;
  • Carry out periodic monitoring visit to assess the progress and provide feed-back for e-Governance support under the programme;
  • Guide and provide technical support to the Reporting Expert at the PSUs in all the e-Governance related matters;
  • Guide and supervise the United Nations Volunteers (UNVs) working in the area of information and communication technology and e-Governance;
  • Provide regular backstopping support for provincial e-Governance Specialist for monitoring and quality reporting;
  • Document and share success stories and good practice on a monthly basis and contributing to the monthly review report of the programme.

 In terms of specific technical responsibilities, the Specialist will be expected to:

  • Provide inputs and guidance to strategy and policy in the use of e-Governance at the sub national level.;
  • Take a lead to provide technical support and inputs for the implementation and roll out of computer software, e- Procurement and risk-based internal audit Municipal Administrative Revenue System (MARS) related activities;
  • Explore appropriate policies and strategies for increased connectivity of service delivery through e-Governance model  in local governments;
  • Develop and design appropriate capacity development measures in relation to e- Governance and Information Communication and Technology (ICT);
  • Assist in drafting terms of reference for any activities and consultancies related to  e- Governance, MARS, ICT etc;
  • Provide input on e-Governance and ICT policy documents in relation  to TSNGP;
  • Monitoring the effectiveness of the programme components and sub components  in achieving the e-Governance, MARs and e-procurement;
  • Facilitate sensitization of all the project team and stakeholders on concepts and concerns relating e-Governance;
  • Facilitate implementation and roll out of MARs. Ensure mechanisms and benchmarks for   related targets are monitored,  reported  and met  including  mechanisms  to  allow  project management to respond if there are issues in meeting the targets;
  • Work with the M&E  division  to  develop comprehensive monitoring as well as reporting frameworks/format;
  • Provide technical inputs to IT process analysis and improvements.

Required Skills and Experience

Education:

  • Completion of Masters's degree in e-Governance, Public Administration, Management with IT degree or Computer Science along with IT applications, or any relevant subject.

Expereince:

  • 7 years’ experience in e- Governance and experiences and exposure with IT governance standards, policies;
  • Significant experience in Information System and e-Governance required;
  • Experience in working at the national level with system development is an essential requirement of the post;
  • Can organize team’s work in line with e-Governance requirments and priorities;
  • Familiarity with public administration focusing on local governance will be an added advantage;
  • Good command of spoken and written Nepali and English;
  • Demonstrated track record of delivering high-quality reports on time;
  • Experience of working in a national government-managed programme would be an advantage.
