Background

To respond to the challenges presented by climate change, the government of Nepal has been instrumental in designing policy and supporting framework. The Green Climate Fund (GCF) on the other hand is one of the largest funding mechanism available within UNFCCC for achievement of ambitions of developing countries to mitigate GHG emissions and for least developed countries like Nepal, to address climate change challenges more systematically and effectively. The Green Climate Fund provides Nepal an opportunity to implement its priority adaptation and mitigation actions targeted for the vulnerable regions and population.

In this context, Ministry of Finance (MoF), with technical assistance from the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), is implementing the “Green Climate Fund Readiness Programme in Nepal” with financial support from the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). This project will support the Government of Nepal (GoN) in strengthening its national capacities to effectively and efficiently access, manage, deploy and monitor climate finance from the GCF.

 

One such effort implemented by the GCF Readiness includes production and management of various Nepal specific technical knowledge products to access Green Climate Fund for the purpose of for wider dissemination to relevant stakeholder. Also, the efforts are placed to ensure documentation of the various activities implemented by the project during its lifetime. Some of the key knowledge products includes GCF toolkit, information brochure etc. on the governance mechanism of NDA as well as contents for the website for outreach purpose. Hence, this Terms of Reference (ToR) for ‘Communication Assistant’ is prepared in view of the supportive services needed by the GCF PMU for knowledge processing, management and ensure use of the key GCF Readiness Programme knowledge products.

 

The Staff will be stationed at the GCF PMU and will work under the guidance and supervision of the National Project Director but work closely with the National Project Coordinator to ensure necessary support service to achieve the desired outputs.

Duties and Responsibilities

Summary

The overall objective of the position will aim to support the GCF Project Management Unit towards the production of knowledge products for effective communication with key stakeholders and assurance of quality of such publications.

The key Responsibilities of the assignment are:

  1. Under the direct supervisor National Project Coordinator (NPC), and under overall guidance of National Project Director (NPD), the Sr. Communications Assistant will support in developing publication plan of the targeted knowledge to be published by GCF Readiness Programme;

  2. Assist in ensuring quality assurance of the knowledge products and reports prepared by the Project e.g. GCF Toolkit, Information Brochures etc.;

  3. Assist in preparing the relevant news materials and knowledge products to be shared with the global team and oversee its publication;

  4. Work as the focal point for the GCF Readiness Programme towards sharing of information of the project;

  5. Support in coordination with relevant government information & knowledge platforms for information dissemination;

  6. Contribute content to the GCF Readiness Programme national website and the Global webpage;

  7. Assist the National Project Coordinator in organizing various workshops, trainings and planning;

  8. Draft and prepare annual and quarterly work progress reports as required by UNDP Country Office as well as the HQ;

  9. Maintain close coordination/linkages with communications team at the Ministry of Finance and all relevant stakeholders in engaging them in the GCF process;

  10. Ensure proper integration of GESI aspects in planning, reporting and implementation of the project;

  11. Perform any other task as per the direction made by the National Project Coordinator.

Required Skills and Experience

Education:

  • Completion of Bachelor’s Degree in Communications or any other relevant field.

 

Experience:

  • At least 5 years of relevant experience in communications, knowledge management, publishing and public relations;
  • Copy writing and publishing experience both in English and Nepali will be an asset;
  • Experience in editing documents both English and Nepali;
  • Excellent knowledge of climate change, climate change adaptation and climate finance will be an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) essential;
  • Prior demonstrated work experience with government institution related to task will be an asset.

 

Language requirements

  • Excellent oral and written skills in English and Nepali with exceptional writing.
