Background

UNDP in Pakistan is developing the capacity of key democratic governance institutions including local, provincial, and federal government, Parliament, and the Election Commission of Pakistan (ECP). The project also facilitates dialogue and builds consensus among multiple stakeholders around key electoral reforms; works to deepen democratic culture by engaging citizens, particularly women and youth, in civic and voter education activities; and aims to increase long-term public confidence in the administration and conduct of elections.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

UNDP jointly with ECP plans to roll out a comprehensive training program for the capacity building of ECP’s officers across the Pakistan; this training program consists of Non-BRIDGE and BRIDGE training modules. The BRIDGE modules will consist of legal framework, boundary delimitation and gender and elections. Last year UNDP conducted TtF where ECP facilitators were trained who will be helping in customization of training modules and will also facilitate the sessions under the mentorship of lead BRIDGE Facilitator.

Therefore, UNDP plans to engage an accreting BRIDGE facilitator to conduct of BRIDGE training workshops and to assist in the mentoring and support to the ECP facilitators to build the in-house capacity of Election Commission of Pakistan that they can further conduct the different BRIDGE training modules for rest of their staff. The consultant will accompany the ECP and UNDP facilitators through the process of implementation of the BRIDGE training modules and support their accreditation as well.

Objectives of consultancy:

  1. Prepare training material and other related documents based on BRIDGE modules;

  2. Supervise and guide the ECP BRIDGE Facilitators in customization of BRIDGE modules;

  3. Conduct BRIDGE training workshops for the officers of Election Commission of Pakistan;

  4. Provide mentoring, advice and support to ECP BRIDGE facilitators to build their capacity before, during, and after accreditation;

  5. Conduct monitoring and evaluation of workshops;

  6. Maintain and update each facilitator’s progress file and provide feedback to her/him;

  7. Evaluate the training participants based on their performance during the training and grade them accordingly;

  8. Accredit facilitators when appropriate as per BRIDGE partnership rules;

  9. At the end of the training prepare a training report.

3. CONTRACT DURATION:

The contract will be of 60 working days spread over six months period starting from July 2017. Payment will be made based on the actual number of days’ work done. Bridge trainings may be conducted in three different phases so the Consultant may have to travel Pakistan three times during contract period and each trip’s duration may be approximately 20 working days in Pakistan. Actual travel dates and duration of each trip will be confirmed based on the training plan agreed with Election Commission of Pakistan. 

Key Deliverables:

The consultant has to submit the following deliverables for each training;

  • Submission of work plan of each training module;

  • Customization of training curriculum, development of training material and related documentation are completed

  • Workshops delivered;

  • M&E data compilation including data analysis

  • Training workshop reports.

  • Experience working in international cooperation and assistance;

  • Experience in South Asia (desirable);

  • University Degree in Political Science, Law, Public Administration, or related discipline (Masters degree is desirable);

  • Proficiency in written and spoken English.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications;

  1. Technical Proposal

  2. Explaining why you are the most suitable candidate for the consultancy (Relevant qualification, experience, skills and knowledge)

  3. Provide relevant proof of different BRIDGE modules workshops conducted/facilitated

  4. Provide training methodology

  5. Financial Proposal (including proposed fee and all other travel related costs)

  6. Updated P-11 form (duly completed)

  7. Confirming interest and availability

    All applications including updated P11 form, and technical and financial proposals should be submitted to the UNDP Country Office by 02nd July 2017 with the following reference “International Consultant: BRIDGE Facilitator” or by email at following address ONLY:  bids.pk@undp.org. Incomplete applications will be excluded from further consideration.

6.  FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, including consultancy fee and cost of international air ticket, terminals and visa fee. Per Diem (not to exceed UNDP daily subsistence allowance) shall be paid to the consultant by UNDP on actual number of nights stayed in Pakistan. Unforeseen travel will also be borne by UNDP. Payments are based upon output, i.e. upon delivery of the services specified in the TORs.  In order to assist in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days and trips).  

Travel:

All envisaged travel costs must be included in the financial proposal. This includes travel of maximum three round trips to Pakistan (from residence to duty station and back). UNDP will facilitate the issuance of a visit visa through provision of a note verbale to the relevant embassy. The consultant will be responsible for visa and travel costs, and these should be included in the proposal. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Consultant may have to travel Pakistan three times during contract period and each trip’s duration may be approximately 20 working days in Pakistan. Actual travel dates and duration of each trip will be confirmed based on the training plan agreed with Election Commission of Pakistan. In the case of unforeseeable travel within Pakistan, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. This may include travel to four provincial capitals (Karachi, Lahore, Peshawar and Quetta). While in country the consultant shall abide by UNDP security procedures.

EVALUATION

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable; and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

* Technical Criteria weight; [70%]

* Financial Criteria weight; [30%]

Only candidates obtaining a minimum of 70% technical score would be considered for the Financial Evaluation.

1.University Degree in Political Science, Law, Public Administration or related discipline (Master’s degree is desirable) (10 Marks)

2. BRIDGE accreditation at the level of Accrediting or Expert Facilitator (20 Marks)

3. Proven ability and commitment to mentoring staff improve their capacity (10 Marks)

4. Experience in Electoral Administration, (15 Marks)

5. Experience working in international cooperation and assistance. (10 Marks)

Weight Per Technical Competence:

- Weak: Below 70% - The individual consultant/contractor has demonstrated a WEAK capacity for the analyzed competence

- Satisfactory: 70-75% - The individual consultant/contractor has demonstrated a SATISFACTORY capacity for the analyzed competence

- Good: 76-85% - The individual consultant/contractor has demonstrated a GOOD capacity for the analyzed competence

- Very Good: 86-95% - The individual consultant/contractor has demonstrated a VERY GOOD capacity for the analyzed competence

- Outstanding: 96-100% -The individual consultant/contractor has demonstrated a OUTSATNDING capacity for the analyzed competence
