BACKGROUND

The United Nations Development Programme (UNDP) supports inclusive and effective democratic governance by advocating, advising, fostering impartial spaces for dialogue, facilitating consensus, and supporting the strengthening of institutions.

SCOPE AND OBJECTIVES

UNDP’s Policy Unit requires the immediate services of a Junior Consultant to support its policy advocacy and public outreach work. The scope of the work will involve web content management and engagement of conventional and social media.

 

 

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

The Consultant will be required to undertake the following responsibilities:

  • Provide inputs to website development and design;
  • Support web content management (including conceptualization and preparation);
  • Support the development and implementation of social media strategy and content, to ensure the most effective outreach through various online platforms, in order to reach both targeted and broad audiences;
  • Support the development and implementation of media broadcast strategy and content, to ensure the most effective outreach through various media outlets, in order to reach both targeted and broad audiences;
  • Provide inputs and media support for events and meetings;
  • Support the providing of feedback in the event of queries put forward via the media/social media.

Expected deliverables:

Based on the fluid operational context and depending on the evolving needs of the key stakeholders, the deliverables below may change and/or the number of deliverables may be increased or decreased with advance notice. Any such changes will be discussed and agreed with the Consultant and thereafter formally communicated.  

  1. A brief report of web content and media assistance provided during 1st phase;
  2. A brief report of web content and media assistance provided during 2nd phase;
  3. A brief report of web content and media assistance provided during 3rd phase;
  4. A brief report of web content and media assistance provided during 4th phase;
  5. A brief report of web content and media assistance provided during 5th phase;
  6. A brief report of web content and media assistance provided during 6th phase.

 

TIMEFRAME

The envisaged timeframe of the consultancy is 6 months, starting July 2017.

 

Competencies

COMPETENCIES

Technical competancies

  • Relevant post-secondary qualification in journalism, media, communications, etc.;
  • A diploma and/or degree in Law and/or Attorneys-at-Law qualification will be a distinct advantage;
  • Good communications skills;
  • Ability to translate from English to Tamil, and Tamil to English;
  • Ability to write briefs and articles in Tamil;
  • Good organizational skills and the ability to prioritize work deliverables;
  • Ability to maintain strict confidentiality of records and information;
  • Demonstrates good judgment;
  • A team player.

Required Skills and Experience

Qualifications

Education:

  • Relevant post-secondary qualification in journalism, media, communications, etc;
  • A diploma and/or degree in Law and/or Attorneys-at-Law qualification will be a distinct advantage.

Experience:

  • A minimum of 2 years’ work experience, including in media and mass communications;
  • Good working knowledge of word-processing and internet applications.

Language:

  • Excellent Tamil language skills, particularly in writing. Good English language skills for translation work. A working knowledge of Sinhala is an advantage.

FINANCIAL PROPOSAL

Note: Payments will be based on invoices on achievement of agreed milestones, i.e., upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum/Daily Fee” financial proposal including his/her consultancy and professional fee, any additional HR costs (as required) such as translators and field assistants, communication costs such as telephone/internet usage, printing costs, return travel from home to office, stationery costs, ad-hoc costs and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant.

For an indivisual contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

PAYMENT FOR SERVICES

As stated above, the deliverables below may change and/or the number of deliverables may be increased or decreased with advance notice. Payments will be made on milestones certified by the Policy Specialist, UNDP.

Payment milestones will be as follows:

  1. A brief report of web content and media assistance provided during 1st phase of support (15% of the payment) to be submitted on or before 25th July 2017;
  2. A brief report of web content and media assistance provided during 2nd phase of support (15% of the payment) to be submitted on or before 25th August 2017;
  3. A brief report of web content and media assistance provided during 3rd phase of support (15% of the payment) to be submitted on or before 25th September 2017;
  4. A brief report of web content and media assistance provided during 4th phase of support (15% of the payment) to be submitted on or before 25th October 2017;
  5. A brief report of web content and media assistance provided during 5th phase of support (20% of the payment) to be submitted on or before 25th November 2017;
  6. A brief report of web content and media assistance provided during 6th phase of support (20% of the payment) to be submitted on or before 25th November 2017;
