Background

The overall goals of the project are: (1) Enabling Azerbaijan in preparing and submitting its Fourth National Communication and Second Biennial Update Report to the UNFCCC in accordance with its commitments as a non-Annex 1 Party to the Convention (as mandated by Articles 4 and 12); in doing so (2) support mainstreaming and integration of climate change into national and sectorial development policies through ensuring continuity of the institutional and technical capacity building, partly initiated and consequently sustained by reporting instruments under the UNFCCC; (3) institutionalize data collection, processing, interpretation and dissemination of GHG inventory and continue building on appropriate and well-informed basis for climate change mitigation, adaptation, education and awareness-raising strategies at local and national levels.

While the immediate objective of the project is to assist the country to fulfil its obligations under UNFCCC, consistent with the COP Decision1/CP.16 (paragraph 60) and Decision 2/CP.17 (paragraph 41), in the long term the project will allow the country to lay the foundations to strengthen the existing institutional arrangements and support the long term targets aimed at reversing the impacts of climate change.

 

Duties and Responsibilities

  • Identify and mobilize national experts in targeted sectors and areas of relevance
  • Review the existing information on previous GHG inventories already archived & documented
  • Identify specific training needs for enterprises in data collection (with a focus on key source sectors that are major point sources of emissions)
  • Develop national capacity building plan allowing the country to apply IPCC 2006 guidelines
  • Carry out needs assessment and prepare terms of reference on creation of National Inventory Systems with defined institutional arrangements
  • Identify new sources of activity data for key source categories and priority sectors not included and investigated within other programmes
  • Identify new activity data needed to estimate emissions, incorporating UNFCCC in-depth review team recommendations where applicable
  • Assess the applicability of IPCC 2006 default emission factors
  • Provide initial draft report, as well as final report to the Project Team on the activities implemented with regard to the GHG inventory; 
  • Reflect all the findings and finalizes the GHG chapter as part of Azerbaijan’s SBUR;
  • Work together with the local experts on collected information on measures aimed at integrating climate change into socio-economic and environmental policies in Azerbaijan
  • Lead local experts on the analysis of national development objectives, priorities and circumstances, including the specific needs and concerns arising from the adverse effects of climate change;
  • Together with local team conduct analyses of the national circumstances that affect country’s ability to deal with mitigating of climate change, especially paying attention to new information and data related to those sectors that are largest contributors to the GHG emissions;
  • Work together with the local experts to synthesize and update information on transfer of, access to environmentally technologies and know-how
  • Together with the local experts update information on financial, technical and capacity needs/constraints associated with the fulfilment of the national obligations under the UNFCCC
  • Assess technology, financial and capacity needs for mitigation and adaptation
  • Together with the local team ensure official submission of Azerbaijan’s SBUR to the CoP of the UNFCCC as necessary
  • Ensure the timely and effective management of the activities as scheduled;
  • Implements other duties as requested

Competencies

The International GHG and National Circumstances expert will work under the guidance and supervision of the Project Team and together with local GHG experts. He/She will guide the process of organization of the activities, preparing updated GHG inventory and capacity to collect information on an on-going basis. He/she will be responsible for organization and coordination of works related to data collection analysis process, their maintenance, amplifications and intensification. Also, international expert will be responsible for strengthening GHG inventory methodologies and completion of national inventory of anthropogenic GHG by sources and removals by sinks for 2016. International expert will also develop national capacity building plan allowing the country to apply IPCC 2006 guidelines. Along with it, expert will work in consultation with Project Team to support local experts with data collection on national circumstances/institutional arrangements process and to draft the National circumstances and institutional arrangements chapter of BUR along with the respective part of executive summary. 

Required Skills and Experience

  • Advanced university degree in environmental sciences or climate change related field;
  • At least 5 years of direct engagement and international experience in climate change mitigation sphere, especially in issues related to GHG;
  • Excellent knowledge of global and regional climate change tendencies, issues related to nationally appropriate mitigation actions, GHG, etc;
  • Past experience in management/coordination of similar assessments related to GHG inventory;
  • Previous experience with international organizations/think tanks dealing with related issues will be considered as an asset;
  • Strong drafting, presentation, management and reporting skills;
  • Strong computer skills;
  • Excellent written communication and coordination skills; and
  • Fluency in English is a requirement, while knowledge of other UN languages will be considered as an asset;

Individual consultants will be evaluated based on the following methodologies:

  • Cumulative evaluation that takes into account both financial offer and the technical expertise of the potential candidates

A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical component being completed prior to any price component being reviewed and compared.  The Price Component will be reviewed only for those individuals whose Technical Component meets the requirements for the assignment.  The total number of points which individual may obtain for both components is 100.

The technical component, which has a total possible value of 70 points, will be evaluated using the following criteria:

  • Advanced university degree in environmental sciences or climate change related field - 20 points
  • At least 5 years of direct engagement and international experience in climate change mitigation sphere, especially in issues related to GHG - 20 points
  • Detailed approach to work - 30 points

If the substantive presentation of a technical proposal achieves the minimum of 49 points, the competitiveness of the offered consultancy expenses will be taken into account in the following manner:               

The total amount of points for the fees component is 30. The maximum number of points shall be allotted to the lowest fees proposed that is compared among those invited individuals which obtain the threshold points in the evaluation of the technical proposal. All other proposals shall receive points in inverse proportion to the lowest fees; e.g;
