Background

The Government of Liberia has adopted a broad agenda for democratic governance reforms, including decentralization as a major component. The National Policy on Decentralization and Local Governance was launched by the Government of Liberia on January 5, 2012 to take government closer to the people through a decentralized, gender-sensitive, participatory and accountable system of local governance. In furtherance of government’s decentralization implementation agenda, the Governance Commission along with relevant MACs has led decentralization reform initiatives, providing policy advice and recommendations to implement fiscal, administrative and political decentralization. 
Fiscal decentralization is critical to the implementation of a sustainable decentralization program and the need to promote fiscal empowerment of local administrations in each of the fifteen (15) counties in Liberia.  In this context, the Governance Commission is hiring an international consultant to develop a revenue sharing formula between the central and local governments in Liberia.  The revenue sharing formula will create a fiscal space for local administrations in the delivery of services and facilitate infrastructural development in the counties.

Duties and Responsibilities

Under the direct supervision of the Programme Manager, the International Consultant will be responsible for the following:

  • Assess the political, social and economic impact of the current revenue sharing scheme in Liberia. In the assessment the consultant should outline challenges associated with the current revenue sharing arrangement and the benefits to be accrued from the new revenue sharing formula;
  • Review relevant documents and collect data on the various revenue collection procedures, including points of entry; and show how the procedures impact local authorities;
  • Analyze the policy implications of the current revenue sharing arrangement on trade and tariff;
  • Develop options on an equitable revenue sharing arrangement that supports regional economic development;
  • Ensure an alignment of the existing  revenue sharing arrangement with the draft LGA and National Policy on Decentralization and Local Governance; and
  • Develop a capacity development plan for fiscal decentralization in local governments.      

Deliverables/Outputs:

  • Submit inception report to the Governance Commission two weeks prior to the commencement of the project ; 10 days; 20% of total contract sum
  • An assessment of the existing and potential sources of revenue in the counties identified for this exercise; 10 days 
  • A synthesis and well-structured analysis of the existing policies, laws and institutional structures  on revenue collection with a focus on the role and involvement of county administrations and county-based revenue agents;  8 days; 10% of total contract sum
  • Submission of a comprehensive report upon completion of the revenue sharing formula with recommendations for policy and practice; 1 day;  20% of total contract sum
  • Draft final report will be presented to the Commission for validation.  1 day; 50% of total contract sum

Impact and Results

  • Ensure that revenue sharing formula is developed for local governments;
  • The legal and regulatory framework to facilitate and implement fiscal decentralization in  Liberia established; and
  • A well-structured analysis of existing policies, laws and institutional structures on revenue collection and revenue sharing developed with focus on the role and involvement of county administrations produced; and
  • International Consultant to impact knowledge to local counterparts for sustainability and
  • Capacity building.

Required Skills and Experience

Education:

  • The consultant must have a minimum of Master’s degree in Economics, Finance, Public Policy, and Development Studies or in the Social Sciences;

Experience:

  • He/She must have at least five to ten years of experience in the design, review and operations of revenue or tax policies, development practice, institutional assessment, public and private financing, etc.;  
  • He/She must have proven and demonstrable research experience evidenced by a minimum of two (2) reports of recently completed fiscal inquiry research work.

Language:

  • Fluency in spoken and written English.

Evaluation criteria:

Shortlisting: Education = 4 points : Experience = 6 points; 7 points required for pass to the desk review process

Technical proposal (desk review)

  • Technical skills, given by qualifications and training record (20 points);
  • Overall experience in the provision with the services given above (50 points);
  • Adequacy of competencies & skills responding to the Terms of Reference (30 points).

To be qualified candidate should obtain minimum 70% of the total 70 points.

Contract Award

Contract will be awarded to highest scored candidate (technical score + financial scores)/100
Rating will be as follow:

Rating the Technical Proposal (TP):
TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):
FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100

Total Combined Score:
(TP rating) x (Weight of TP, e.g. 70%) + (FP Rating) x (Weight of FP, e.g., 30%)
Total Combined and Final Rating of the Proposal: The higher combined score will be recommended.
