Background

Since 1 January 2017, heavy monsoon rains are causing the worst floods in the past 30 years in Southern Thailand, affecting about 80 per cent of the southern part of the country (Figure 1.1).   Of the 14 provinces, 12 provinces are severely impacted, according to the Ministry of Interior.   As a result of the floods, five provinces (Chumphon, Surat Thani, Nakon Si Thammarat Songkhla, and Ranong) are also at risk of landslides. According to a report by the Department of Disaster Prevention and Mitigation (DDPM) on 12 February, 1,815,618.6 million people have been affected, 99 people have died and 587,544 houses have been affected.  Reports estimate that 165 government centers, 1,172 roads, 191 bridges, 153 drains, 2,336 schools and 125 temples/ mosques were damaged by flood waters.    Nakon Si Thammarat and Surat Thani are the most affected provinces in the current situation.

The floods have also disrupted livelihoods causing significant economic losses. More than 400,000 acres of farmlands are flooded and all commercial activities halted. Trains are unable to pass through the flooded areas thereby paralyzing commodity transportation of the southern region.   Major hospitals and several highways are still closed. In Nakhon Sri Thammarat which was the most affected province, heavy rainfall led to a flash flood in the inner city that was higher than two meters, shut down of the airport and deaths of 26 people. Surat Thani, which was the second-most affected province, also faced the same situation in inner city.

Throughout January and early February, the Meteorological Department reported that there were strong winds over the Gulf. There were warnings of more heavy rain resulting in severe conditions, and possible flash floods and landslides in the at risk areas.  The Government of Thailand’s forces, including the military, police and local administration are engaged in emergency response primarily with relief aid, including dissemination of survival kits in the affected areas. Nationwide charity programmes aiming to mobilise donations for the flood affected people are being organized.

Support from UN agencies was provided in some sectors. Initial rapid assessments have been conducted. For instance, UNICEF undertook an assessment of three flood affected districts to assess the impact on children and designed their recovery strategy for education and child protection sectors. UNDP mobilized one staff to coordinate with line ministries to explore support needed from UN agencies. Intensive coordination was devoted to Department of Disaster Prevention and Mitigation as a lead coordinating body of line ministries for emergency response and recovery. DDPM is also a responsible agency for livelihood sector.

Government also planned and implemented a variety of emergency response with budget. To systematically assess impacts of flood on livelihood and prepare plan for efficient recovery, UNDP and DDPM are planning to conduct livelihood assessment and develop recovery plan. UNDP is therefore seeking a consultant to conduct the assessment and in parallel build capacities of stakeholder for livelihood assessment in Thailand.

Duties and Responsibilities

Objective of the Assignment & Scope of Work :

 

The consultant, in close consultation and collaboration with UNDP Thailand and Bangkok Regional Office and DDPM, will lead the livelihood assessment and the development of recovery plan. The assignment will be during 15 July – 15 September 2017. The assignments include:

  1. Livelihood assessment
    1. Provide training on livelihood assessment to DDPM and line ministries
    2. collect data on pre-disaster situation and baseline data;
    3. conduct Analysis of damage, loss and recovery needs including costs of build back better;
    4. Integrate cross cutting issues especially gender, DRR and governance; and recovery strategy for short and long term recovery of the sector;
    5. With support from DDPM coordination, support for multi-sectoral stakeholder at national, provincial and local level for data collection, situation analysis and etc.;
    6. Develop recovery strategy for short and long term recovery of the sector.
    7. Develop report on livelihood assessment.
  2. Livelihood recovery plan
    1. Develop livelihoods sector recovery plan including institutional and coordination arrangements, implementation arrangements, financial disbursement mechanisms, monitoring and evaluation arrangements;
    2. Support DDPM in consolidating a Post Flood Livelihood Recovery Plan;
    3. Support DDPM in conducting validation workshops at national and provincial levels to finalize the Recovery Plan;
    4. Information sharing with stakeholders involved in sectoral assessments;
    5. Provide coordination support at national, provincial and local levels during the development of recovery plan;
    6. Develop report on livelihood recovery plan.

Institutional Arrangement

 The consultant will work under the guidance of Deputy Resident Representative of UNDP Thailand and report directly to the Team Leader, Democratic Governance and Social Advocacy Unit.  The consultant will also work closely with the UNDP Regional Office and Department of Disaster Prevention and Mitigation who will review the progress and quality of assignment upon outputs prior to issuance the payment.  Review/approval time required to review/ approve outputs prior to authorizing payments is 7 – 10 days.

 

Duration:

From 14 July – 13 October 2017 (max. 60 worked days)

Duty Station and expected places of travel:

The consultant will work on a home-based basis but requires travel to Nakorn Sri Thammarat (a 4-day trip included travel). If any unforeseen travel required beside Nakorn Sri Thammarat, travel expenses (ticket, living allowance and local transport) shall be agreed prior travel and reimbursed after trips completed.

 

Competencies

Functional Competencies:

  • Strong facilitation skill among various stakeholders
  • Ability to foster the facilitation in a multidisciplinary and bureaucratic government environment
  • Excellent communication and analytical skills
  • Knowledge in the area of socio-economic research, development planning, early recovery and rehabilitation, needs and damage assessments
  • Knowledge of relevant methodologies for conducting needs and damage assessments and M&E of early recovery and rehabilitation activities

Required Skills and Experience

Academic Qualifications:

  • Bachelor Degree in Engineers, Political Sciences, Urban & Rural Development, Regional Development planning, Development Studies, Economics or other related fields

Years of experience:

  • At least 5 years of experience in disaster related issues, socio-economic and damage assessments, development projects or relevant research issues
  • Experience in rehabilitation project management or relevant including damage and needs assessments, planning, implementation and capacity development.
  • Demonstrated experience in facilitating workshop for multi-stakeholders.

Language:

  • Excellent command of Thai and English, both spoken and written

 

Price Proposal and Schedule of Payment :

 

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

Criteria for Selection of the Best Offer

 

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.
