Background

In an attempt to address the political crisis in South Sudan, H.E. President Salva Kiir called a National Dialogue on December 14, 2016. The President noted that the National Dialogue is both a forum and process through which the people of South Sudan can come together to redefine the basis of their unity as it relates to nationhood, and sense of belonging.

The National Dialogue is not meant to replace the peace agreement and it is envisioned as a bottom-up conversations, powered by grassroots consultations. The local consultations will inform the agendas of regional peace conferences, and ultimately the national conference.

UNDP is providing support to enhance inclusivity, wider participation, transparency and credibility of the dialogue process. Support is provided to facilitate wider and effective stakeholder engagement and participation in the dialogue process, especially those who may potentially be excluded from the dialogue. Through this support, UNDP seeks additional technical expertise to assess and build an interactive website to serve as a platform for engagement, an accountability tool and an information center for stakeholders and the broader public throughout the process of the National Dialogue.

Duties and Responsibilities

The consultant will work collaboratively with the secretariat of the communications department of the Secretariat of the National Dialogue as well as under the guidance of UNDP South Sudan communications specialists to conceptualize, plan, design, launch, and train stakeholders on an official website for the National Dialogue. The website will include interactive features to promote discussion and participation and be optimized for low connection speeds, as well as mobile users.

The website will be further complemented by a digital communications strategy, developed by the consultant, which aligns to the assessed capacity of the Communications Department of the Secretariat of the National Dialogue, and maps out a plan of action for regularly updating and maintaining the website, and connected social media channels.

The consultant will perform the following task:

  • Undertake remote consultations with the National Dialogue Communications and Information Unit of the Secretariat and the UNDP Communications team to brief on the project overview, branding/messaging documents, process documents, and progress on the National Dialogue to date;
  • Conduct an initial assessment report and website strategy based on remote consultations with the National Dialogue Communications and Information Unit, the National Dialogue Steering Committee, and other relevant stakeholders on the capacity, needs and features of the website and digital strategy. The website strategy should be based on the assessments, and clearly outline the website purpose, vision, style/”brand”, intended audiences, usability, interactive features, site map, navigation flow, content management system, and sustainability plan;
  • Initially deploy the website infrastructure and landing page in-country (non-public, not search engine searchable), in order to assess for iterations needed to improve in-country performance of interactive features given internet speeds. This initial set-up and deployment includes arranging hosting of the website and advising for domain registration. Testing at this time for mobile functionality;
  • Conduct a training for designated members of the National Dialogue Communications and Information Unit on the digital strategy, including updating and maintaining the website;
  • Develop a user manual to enable members of the National Dialogue Communications Working Group to perform content upload, system maintenance and administration;
  • Submit a final version of the official National Dialogue website, fully functional, interactive and integrating social media;
  • Handover of the source code: full source code including all developed libraries shall be handed over to the National Dialogue Communications and Information Unit and UNDP;
  • Support and maintenance: 5 days of administrative and technical support, quality control over a period of 6 months (31 August – 31 December 2017).

Required Skills and Experience

Education:

  • Bachelor’s degree in IT and/or Computer Science, Digital Communications, or related technical field.

Experience:

  • At least 3 years’ technical experience in designing and arranging hosting of websites;
  • Proven knowledge and experience in designing high quality and dynamic websites that are accessible and easy to administer;
  • Knowledge on website security and website hosting services;
  • Knowledge in web-based graphic design;
  • Ability to design holistically and synthesize inputs from a variety of stakeholders;
  • Demonstrated practical experience in training and development of user manuals;
  • Experience deploying information technology in a development context, the East Africa region, or as part of a similar national dialogue process is an advantage.

Language Requirements:

  • Fluency in spoken and writing English and Knowledge of Arabic language is an advantage.

Qualifications of the candidate in the required area or course applied for

  • Degree or equivalent in Law, Political Science, Social Sciences or Development Studies. 20%

Experience of the candidate

  • Experience of working with rule of law institutions or criminal justice system.
  • Experience in critical analysis of legal systems and advising judicial reforms.
  • Experience in collection, compilation and analysis of case data and case management reports. 50%

Financial proposal

  • Realistic budget and in line with UNDP consultancy rates;
  • Indicating complete budget breakdown including professional fees, and daily subsistence allowance. 30%
