Background

UNDP Somalia country office(CO) operates a unique business model. The Head Office is based in Mogadishu; a Support Office is based in Nairobi, Kenya and two Area Offices in Garowe and Hargeisa. The programme portfolio of the CO is mainly anchored on four pillars (Governance and Rule of Law (GROL); Poverty Reduction and Environmental Protection (PREP); cross-cutting themes (Gender, HIV); and capacity development) articulated in the Country Programme Document (CPD) (2012-2015) and aligned to the Somali Compact (2014-2016). In addition to the four programme pillars, the CO programme structure also includes a Partnerships and Planning Unit (PPU). A GEWE project responds to Outcome 4 of the CPD, ‘Somali Women and Men Attain Greater Gender Equality and are Empowered’.

In November 2014, the GEWE Project was revised to build on its achievements from 2012 to 2014 and aligned to the new development priorities of Somalia. In this vein, the project continues to address gender imbalances in Somali society and respond to the acute challenges faced by Somali women today. The project  aims at strengthening women’s representation and participation in public decision-making processes rendering them more inclusive; engaging community structures to transform negative traditions which limit women’s and girls’ rights; and addressing challenges of limited capacity and insecurity all of which adversely affect women’s ability to voice out their concerns, put forward their agenda, negotiate their interests, claim their rightful space in society and enhance their access to resources and opportunities. The project leverage on partnerships built with government authorities, international and local NGOs/CSOs, CBOs and rural communities, the media, private sector, donors and other UN Agencies to promote legal and policy reforms that eliminate structural barriers to gender equality and put in place policies to empower women and girls. To achieve these aims, the project substantially contributes to four critical priorities identified through comprehensive consultations with the Somali Federal government, Somaliland and Puntland government authorities as well as CSOs and gender equality advocates nation-wide. These priorities are articulated as 4 outputs in the revised GEWE PRODOC (2015-2017): 1) increasing representation and participation of women in decision-making, 2) increasing economic opportunities for women, 3) reducing/preventing FGM, GBV and other harmful traditional practices; and 4) gender responsive legal and policy frameworks.

A Gender Unit, established in 2012 and headed by the Gender Specialist, implements the Gender Equality Strategy and the GEWE project; and works closely across all programmes and units to help In a historic achievement during the 2016 electoral process, Somali women secured 25% representation in the 10th Federal Parliament (24%: 63/262 MPs in the Lower House and 25%: 13/52 Senators in the Upper House). This marked 71% increase from the previous 13% representation following the 2012 ‘selection’. With the aim of promoting gender equality and inclusivity in legislation, UNDP intends to engage with the parliament sub-committees, women and youth caucus and chief whip to enhance their leadership capacity towards inclusive and gender and transformative Development. UNDP would like to support a Leadership for Results Training for MPs and DGs of FGS and is currently looking for two consultants to facilitate this training.

Duties and Responsibilities

Objectives

The objectives of the training are:

  •  To build the capacity, motivate and engage then on their role to foster attitudinal change and transform as gender champions;
  • To provide leaders with learning opportunities to enhance existing leadership skills, generate strategic inclusive options and exponentially leverage their influence to promote gender sensitive legal and policy reforms;
  • To offer leaders (Parliamentary sub-committees, women and youth caucus, and chief whip )the opportunity to strategically explore and increase their commitment to address the fundamental social factors and underlying causes that fuel gender inequality and supporting them to identify concrete, sustainable and measurable “breakthrough initiatives” that will make a sustainable difference in the response to gender inequality. 

Scope of work 

  • Develop workshop training outline and Co-facilitate Leadership for Results training for Parliament sub-committees of the Federal government for 32 participants;
  • Consolidate understanding of participants on the role leadership plays in scaling up action towards gender equality;
  • Intensify the understanding of participants on transformational leadership constructs and competencies using leadership tools;
  • Enhance the understanding of participants on the importance of inclusive participation and representation of political processes and legislations and enhance leadership for gender mainstreaming;
  • Work with parliament sub-committees, women and youth caucus and chief whip to inspire them to be agents of changes and solicit leadership for transformative change;
  • Support participants to identify ‘breakthrough initiatives’ to address key challenges (obstacles) in relation to gender in policy developments and legislative processes in Somalia;
  • Co-facilitate UNDP Leadership for Results training course for parliament sub-committees of the FGs of Somalia;
  • Compile satisfactory training reports with concrete recommendations for each of the training sessions outlining the way forward for each of the different participants’ groups that participate in this leadership programme.

Monitoring & Progress Controls

The two consultants will co-facilitate the training together. The entire consultancy is expected to last for 10 days working days within a validity period of 1 months (from issuance of the consultancy contract) broken down as follows:  

  • 2 planning days to adopt the ToR;
  • 5 days for delivering training to the participants and;
  • 3 days for final reporting.

The consultants will work under close supervision of the Gender Project Manager. In addition, the parliament project will also attend the training to provide added support and ensure that the objectives of the training are met. The final payment for this consultancy will be made once a satisfactory report on both training workshops has been submitted by the consultant.  

Final Product Delivery

Satisfactory final reports with recommendations for future actions.

Review & Approval Time

Remuneration will be calculated on a daily rate based on qualification and experience, and will follow UNDP guidelines and procedures.

Payment schedule:

  • 50% 1st Installment upon Submission of draft report;
  • 50% 2nd Installment upon submission of satisfactory final report after final comments.

Living expenses and travel will be paid separately and based on consultant’s approved travel schedule.

Other Information

The consultants will be required to have a personal laptop computer.

Terms of Service

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.

Competencies

  • Sound Knowledge of UNDP Leadership for Results Toolkit;
  • Excellent public speaking and presentation skills;
  • Demonstration of clear and sound understanding of gender mainstreaming in governance and policy issues;

Required Skills and Experience

 Academic Qualifications:

  • A Master’s Degree in Social Sciences or relevant area.

Experience:

  • At least 5 to 7 years’ experience in facilitating ‘Leadership for Results’ training with international exposure.
  • Practical experience in facilitating ‘Leadership for Results’ training in Somalia, Africa or the Middle East.

Language:

  • Fluent in English.
