Background

The United Nations has supported elections in Sierra Leone since the Lomé peace accord. In the run, up to the next elections for President, Parliament and Local Councils, UNDP has prepared an electoral assistance project, the ‘Support to the National Electoral Commission 2016-2018’ project (‘SNEC’). This is a high-pressure time-sensitive multi-donor project providing support to Sierra Leone in the delivery of elections that are expected in early 2018.

The National Electoral Commission use information technology in a variety of tasks, and requires support from SNEC to effectively design, develop and implement IT solutions

Duties and Responsibilities

  • Serve as the key IT advisor to the NEC, support the design, implementation and evaluation of all IT-related activities, and provide advice and support to the electoral assistance project on all IT related issues;  
  • Advise NEC on the development of plans for the integration of information technology into the electoral process;
  • Assist NEC to assess information technology requirements regarding electoral results management and management of the voter register;
  • Assist NEC counterpart(s) in the design, implementation and monitoring of the information technology aspects of NEC’s results management process;
  • Ensure transfer of skills to NEC counterparts through the delivery of appropriate training and implementation of other knowledge transfer strategies;
  • Improve NEC’s ability to define software needs, develop software specifications and undertake software quality assurance and acceptance procedures;
  • If so required by the CTA, oversee any IT developers or contractors hired by SNEC to assist NEC; and Perform other tasks required for the successful implementation of the project.

Required Skills and Experience

Education:

  • An advanced degree (Masters) in Computer Science, Information Systems, Software Engineering, or related discipline;
  • A Bachelor’s degree may be accepted with significant relevant experience.

Experience:

  • 5 years or more of functionally-related professional experience;
  • In depth knowledge to design, develop, test, analyse, and debug customized C# applications and large MS SQL Databases;
  • In depth knowledge of Microsoft Server 2012, networks, firewalls, Dell Direct Access  Storage, Microsoft Clustering.

Language:

  • Must have written and oral fluency in English.
