Background

The UNDP election project has played an important role in supporting successful planning and delivery of the 2011 General elections and Referendum and 2014 Senatorial elections in Liberia. The project provided financial, logistical and technical assistance to the National Electoral Commission (NEC) as part of its mandate. In the post-election period the project supported the reformation of the legal and administrative sectors of the NEC, successful implementation of the capacity building programs and institutional changes. In 2015 the European Union, the UNDP and the Government of Liberia signed an agreement for support to the 2015-2018 Liberia Electoral Cycle. New agreement mandated the election project to support the NEC in strengthening its administrative and operational structures ensuring that it remains a neutral actor in the electoral playing field. The project promotes effective election coordination and seeks to mainstream gender and conflict prevention approaches in its activities.

The NEC conducted the fresh voter registration exercise in February/March 2017 which registered over 2.1 million voters. During the voter registration assessment process, it has been evaluated the need to recruit the logistics consultant to provide operational support for the upcoming 2017 elections and Run-off as well as prepare post-election lessons learnt and capacity building activities. Apart of the operational support, the consultant will deliver more intense and practical capacity building program focusing on the HQ and Field Logisticians trainings.

Duties and Responsibilities

Under the direct supervision of UNDP Chief Technical Advisor (CTA) and in close collaboration with the NEC, the Logistics consultant will advise the NEC Operations Departments. The consultant, under the CTA’s direct supervision, is expected to perform the following:

  • Assist in preparing the analysis of the current logistical and operational capacity of the NEC;
  • Support the NEC’s logistics section in preparation of logistics plans, materials deployment timelines and budget requirements;
  • Support the development of contingency plans, methodologies and tools to enable effective execution of logistics plans;
  • Support the development of procedures and reports on material assessment and movements and other operational logistics issues, including planning and assessing of operational budgets;
  • Support effective and timely planning, management and coordination of logistics operations, including logistics support plans at all field offices of the NEC;
  • Support the NEC’s heads of logistics and field operations in coordination of logistics and timely delivery/retrieval of materials;
  • Ensure that logistics requirements take account of gender-specific needs;
  • Assist the NEC in coordination of logistics activities with procurement, finance, human resources and other substantive NEC’s units as well as security agencies of Liberia;
  • Coordinate logistics operations with other UN agencies, and other relevant organizations in the field;
  • Perform other related duties as required by the CTA.

Key Deliverables

  • Assist on the reception and deployment of elections (training and actual) kits as well as support the packing of ballot papers and other forms into polling place kits. Assist on the development of packing and materials intake plan with training and procedure section. Deliver training to NEC Magisterial Logisticians and to NEC HQ Logisticians. Prepare Do and Dont's training for vehicle suppliers for elections: One month 
  • Support the distribution of polling kits to polling places. Prepared a national retrieval plan for elections.  Coordinate logistics and security activities with LNP. Support the Tally center activities: One month 
  • Support the distribution of run-off kits to polling places and retrieval process after polling day: One month 
  • Coordinate the Polling/run off Debriefing activity with NEC Magisterial Logisticians. Create a National storage plan for electoral materials: One month 
  • Submission of Debriefing / Lesson learned report. Deliver training to NEC HQ Logisticians. Preparation of the National Disposal of assets plan of election materials: One month 
  • Sorting, packing and inventorying of unused election materials from all over the country at NEC Warehouse One month 
  • Training of NEC Magisterial Logisticians. Submission of Final Report : One month.

Required Skills and Experience

Education:

  • Advanced university degree in the field of Logistics, Supply Chain Management, Business Administration, or a related field, or equivalent experience in lieu of the advanced university degree.

Experience:  

  • A minimum of 7 years of functionally-related professional electoral experience or relevant experience working with an electoral management body;
  • proven track record in the field of logistics, institutional capacity development and  advising high-level stakeholders and institutions in these areas.
  • United Nations experience, in particular field experience with UN peacekeeping or political missions and/or professional experience with UN agency in post-conflict countries highly desirable.
  • The post requires considerable cultural and political sensitivity and an ability to meet deadlines.

Languages: 

  • Fluency in written and spoken English is required

Evaluation criteria:

Shortlisting: Education = 4 points : Experience = 6 points; 7 points required for pass to the desk review process

Technical proposal (desk review)

  • Technical skills, given by qualifications and training record (20 points);
  • Overall experience in the provision with the services given above (50 points);
  • Adequacy of competencies & skills responding to the Terms of Reference (30 points).

To be qualified candidate should obtain minimum 70% of the total 70 points.

Contract Award

Contract will be awarded to highest scored candidate (technical score + financial scores)/100

Rating the Technical Proposal (TP):
TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):
FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100

Total Combined Score:
(TP rating) x (Weight of TP, e.g. 70%) + (FP Rating) x (Weight of FP, e.g., 30%)
Total Combined and Final Rating of the Proposal: The higher combined score will be recommended.
