Background

The Philippines is one of the participating countries in a global Low Emission Capacity Building Programme focused on climate change capacity building for low emission development of the public and private sectors. The global programme is supported by UNDP with funding assistance from EU, Germany and Australia. 

The Programme is being undertaken in the Philippines through the Low Emission Capacity Building Philippines Project (LECB PHL Project).  It is executed by UNDP Philippine Country Office with the Climate Change Commission (CCC) as Implementing Partner (see attached Project Description). An integral part of the LECB PHL Project is an Enhanced Support Programme (ESP) which aims to strengthen private sector participation in climate change mitigation activities.   The main project outcomes of the ESP are to:

  • Create an enabling environment that will accelerate scaling up of mitigation;

  • Engage the private sector in the design of this enabling environment that will stimulate investment in mitigation;

  • Create an enabling environment that encourages the integration of mitigation strategies in business plans; and

  • Develop an MRV scheme that is supported by the private sector.

Background Information                                               

The Climate Change Commission (CCC) has engaged the private sector in the various activities of the LECB PHL Project. The private sector is represented in the project’s National Steering Committee which acts as the Project Board that provides overall guidance and direction in the implementation of the project. The government has also been engaging the private sector in climate change adaptation and mitigation activities through the momentum created by the business summits which were held by CCC since 2013.  

In support of, and to promote and encourage sharing of best practices and experiences on climate change mitigation, a National Recognition and Rating Program is currently being established by CCC through the LECB Project.  The Program would inspire businesses and industries to strive for excellence, by highlighting exemplary practices and resources that all can adopt and employ.

Unique to this awards rating program are three underlying design characteristics, namely:

  • It encompasses all private enterprises, large and micro and small medium enterprises (MSMEs);

  • It encourages private enterprises to embrace their Climate Change Mitigation advocacy on a holistic approach; and

  • It will drive a “continuous improvement paradigm” for participants and awardees, making them pursue higher levels of GHG reduction in their operations, and therefore aligning their efforts to the country’s National Framework Strategy for Climate Change and National Climate Change Action Plan.

     

    To encompass the whole spectrum of private enterprises in the country, there are two awards rating program, one for large enterprises to be referred to as the Climate Change Star Lighthouse Awards for Large Enterprises and one for micro, small and medium enterprises (MSMEs) to be referred to as the Climate Change Lighthouse Awards for MSMEs.

    The Climate Change Star Lighthouse Awards for large businesses, has five categories:

  • Star Lighthouse in Energy Efficiency

  • Star Lighthouse in Renewable Energy Use

  • Star Lighthouse in Supply Chain Management

  • Star Lighthouse in Waste Reduction, Reuse, and Recycling

  • Star Lighthouse in Carbon Sequestration (Forestation)

    A company can just be awarded as a 1-Star Lighthouse by qualifying and winning in only one category. Then it can aim to progressively get awards in the other categories by becoming a 2, 3, 4 and ultimately, a 5-Star Lighthouse Awardee. This scheme incorporates both the awards program and a real holistic rating system for a large enterprise that addresses the GHG emissions in all aspects of its operations. This also allows equal opportunity for all business/ industry sector members to aim for all categories of the Climate Change Star Lighthouse Awards, according to their own pace of adoption of climate change mitigation actions in their operation.

    On top of this, another layer of rating is built by creating a HALL OF FAME AWARD, by allowing a three-peat win in any or all of the categories. This will drive them to embrace a “continuous improvement paradigm”, making them pursue higher levels of GHG reduction in their operations. Therefore, an awardee’s journey in achieving such a higher recognition will be a clear measure of its progressive and cumulative GHG reduction in the conduct of its business and operations, and ultimately, its contribution to the achievement of the country’s INDC before the year 2030.

    The Climate Change Lighthouse Awards for Micro, Small and Medium Enterprises (MSMEs), has two categories:

  • MSME Lighthouse Guardian Award

  • MSME Lighthouse Seeker Award.

    The Lighthouse Guardian Award is for Philippine MSMEs that have effectively implemented GHG reduction projects and actions which resulted in measurable reductions in their GHG emissions with documented operating cost reduction. The Lighthouse Seeker Award is for Philippine MSMEs that have initiated and implemented generally accepted GHG reduction projects and actions but results are yet to be quantified.

Duration of the Work

The Contractor shall be engaged for a total period of three (3) months.

Duty Station

The Contractor should be based in Manila for accessibility and availability should discussions/reporting on progress of activities be required by either the CCC or UNDP. Domestic travel contingent upon the scope of work may be required.

Presentation of Proposal

The bid proposal should contain at least the following:

  • Personal CV of the artist indicating complete contact details, all past experiences from similar projects as well as previous awards in the field of art received from national and/or international award programs as well as three references with contact details;

  • Hard Copy of Portfolio of relevant works of the artist (to be returned after perusal by the Committee);

  • Technical Description and Certification that the material to be used for the trophy will be environment friendly (use of recycled/reused materials or low carbon emission production process will have an advantage).

  • Plan of Approach and Methodology;

  • Allocation of Resources/Facilities/Logistical Requirements; and

  • Financial Proposal indicating all-inclusive fixed contract price, supported by a breakdown of costs.

Duties and Responsibilities

Scope of Work

The LECB PHL Project requires the services of a Contractor that shall undertake the design and fabrication of the award trophies as well the design of the poster inviting nominations for the awards program. The tasks are as follows:

a. ) Inception meeting. An inception meeting with CCC-Project Management Unit (PMU) shall be conducted to discuss major parameters in the design of the trophy as well as the poster announcing the Call for Nominations for the awards program. This will include:

  • Brief description of the awards program and its objectives and categories;

  • Targeted date of event;

  • Approach and guidelines in the design and selection of the trophies and posters;

  • Number of trophies required; and

  • Budget for the development and fabrication trophies and printing/publication of the posters.

     

b.) Design of Posters. The Contractor shall undertake the design of at least three (3) posters which shall serve as the design template for announcing the Call for Nomination for the awards rating program.

c.) Design of Trophies

  • The Contractor shall submit draft design of the trophies in the form of drawings including the description of the materials to be used (must at least be of 70% “recycle/reuse” materials) and cost options in the production of the trophies. All trophies shall be presented to CCC-PMU with the information about the design.

  • The Contractor shall fine tune the design taking into consideration the comments and recommendations of the CCC-PMU and stakeholders and submit the final cost option for the trophy.

  • The Contractor shall submit a Final Proof based on the approved final design.

 

d.) Production and Delivery of Materials

  • The Contractor shall assist in making sure that the production of the trophies and the printing of posters are in accordance with the approved design.

  • The Contractor shall conduct quality control on each of the trophies made.

  • The Contractor shall ensure that the trophies are completed and delivered to the CCC-PMU office 1 week before the end of its contract.

Expected Outputs

Based on the aforementioned Scope of Work, the Contractor has the following specific deliverables:

  • Consultation meeting with PMU to discuss parameters and target dates of the work being commissioned. This will include discussion on the awards program and its objectives and categories, targeted date of event, approach and guidelines in the development of the design for the poster; number of trophies required; budget for the production of the trophies; and poster-making contest;

  • Technical assistance in the development of the final layout of the poster announcing the call for nomination;

  • Draft design of the trophy which will include drawings, as well as description, and write up about the materials to be used and cost options;

  • Final approved design of the trophy including final cost estimates;

  • Final proof of the trophy bearing detailed layouts for the engraving e.g. winners names and category details. It will also include where to put the description about the artist and the materials used; and

  • Timely production of the trophies according to the agreed quality and quantity.

    Deliverables 2, 3, 4 and 5 shall undergo a peer review.  The Contractor may be further required to attend additional consultation meetings to answer questions and clarify issues that may arise from the review of its deliverables.

    The Contractor will have no ownership of any art work submitted resulting from the poster-making contest conducted under this contract. The poster designs will become the exclusive and official property of the CCC.

    The trophy design once accepted, will be fully owned by the CCC, but the artist of the design will be acknowledged publicly by the CCC.  After the first year production of the trophies, the CCC will have the option to award the manufacture of the trophy to another contractor it may deem advantageous to it.

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

Required Skills and Experience

Qualifications:

Education:

  • At least attended first year in college in any course. Attendance in the following courses would be an advantage: Art Education, General Education, Mass Communication, Journalism, Fine Arts and related fields.

Experience:

  • At least two years experience in poster design and/or designing or commissioning trophies for award giving bodies/ or events; and whose previous works show signs of future intrinsic and material value.

  • National reputation as an Artist;
  • Award recipient in the field of art from at least two (2) international, national, and/or local award giving body or bodies; 
  • Has produced artwork using paint, acrylics, charcoal, ink, clay, plaster, metal and other materials;
  • Has produced craft work with a broad range of materials, including glass, ceramics, fabric and pottery; and
  • Previous work showing strong support/advocacies on climate change, environmental protection, energy efficiency and/or sustainable development.

Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 30%, work experience will be weighted a max. of 40%  and combined with the financial offer which will be weighted a max of 30%.
