Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women. UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

UN Women Egypt Country Office is based in Cairo, and works in the three priority areas: Leadership and Political Participation; Economic Empowerment; Ending Violence Against Women.

Under the umbrella of the Ending Violence against Women portfolio, a consistent support is being provided to the National Council for Women (NCW) with the aim of creating a stigma free community that is socially and legally boosting gender equality and combatting all forms of violence against women. The unit is closely cooperating with the National Council for Women and its Complaints Office on three different components related to: 1- Enhancing the political and legislative framework to protect and prevent from all forms of violence against women, 2- Changing perceptions and attitudes towards gender roles and violence against women through awareness activities and door to door campaigns, and 4-reaching out to relevant national stakeholders and strategic actors to raise their awareness about the established referral system and exerted efforts in the domain of women’s empowerment and combatting all forms of violence against women. 

In that sense, and in order to ensure the effective implementation and timely reporting of the above- mentioned outputs and their planned activities, the UN Women Egypt Country Office is seeking to hire a Project Officer to be based at the National Council for Women (NCW). The Project Officer work will include all the activities falling under the umbrella of the Safe Cities programme and the National Strategy on Ending Violence against Women, as well as any other activity resulting from the cooperation between the National Council for Women and the Ending Violence against Women portfolio of the UN Women, Egypt Country Office. Under the leadership of the National Council for Women, the project officer will ensure the effective management, monitoring and reporting of the project’s activities ensuring proper and timely implementation in accordance with project work-plans; liaising with relevant stakeholders and partners.

In addition, the Project Officer will be responsible for conducting field visits as deemed necessary, and provide timely and up to date information on the project targets and indicators. Notably, s/he will guide and facilitate the achievement of the National Strategy on Ending Violence Against Women objectives, by monitoring action plan implementation and ensuring appropriate application of systems and procedures.

Duties and Responsibilities

Under the overall supervision of the EVAW Programme Manager/Gender Specialist, the project officer will ensure implementation and coordination on project activities with the National Council for Women, focusing on facilitating the implementation of the joint NCW-UN Women work plan related to the Elimination of Violence Against Women programme.

Summary of Key Functions:

  • To develop the project work plan, and to ensure project activities are implemented in accordance with approved time lines and procedures;
  • To monitor and evaluate the progress of all project activities and expenditures on an ongoing basis to achieve planned outcomes; 
  • To mitigate risks and support in addressing any faced problems or challenges with respect to developed workplan with no deviation; 
  • To ensure appropriate arrangements and coordination with second parties;
  • To fulfill the reporting requirements of the project through preparation and submission of good quality and timely quarterly progress reports as well as weekly and monthly updates on deliverables, achievements of results and financial expenditures to UN Women;
  •  To support the establishment of an M&E framework to track the progress of the project;
  •  To support the implementation of communication and visibility plans to achieve positive results of the project;
  • To coordinate and support organizing special events and press conferences;
  • To support development, production and dissemination of knowledge products;
  • To maintain project financial records; measuring and reporting on project progress, while assessing risks and developing mitigating measures;
  • To facilitate the exchange of good practices and tools;
  • To conduct field visits to monitor field level activities of the project;
  • To perform other duties as required.

Required Skills and Experience

Education:

  • Bachelor Degree in Political Science, Public Policy, Public Administration, Social Science, or related field. Masters’ Degree will be a distinct advantage.

Experience:

  • Minimum four years of relevant experience, including the management of development projects at the national or international level including hands-on experience in design, monitoring and evaluation, addressing initiatives on gender equality and women’s empowerment.
  • Experience working with government partners is an asset.

Language Requirenments:

  • Fluency in written and spoken English & Arabic is required.
