Background

This is an joint employee capacity building programme by Panda Green Energy Group Limited and UNDP. The selected candidate will work at UNDP for one year as a consultant under the employment contract with Panda Green Energy Group Limited. The tripartite agreement will be signed between the selected candidate, UNDP and Panda Green Energy Group Limited. 

The Communications Consultant is responsible for providing support to UNDP’s Communications Team in its mandate to advance the Country Offices’ objectives in communications and advocacy. Specifically, he/she will assist in the design and implementation of strategic communications projects and advocacy initiatives, assist in drafting and editing project proposals and associated media materials (press releases, speeches, etc.), and oversee preparation of internal and external newsletters and regular reports. 

Duties and Responsibilities

Scope of Work:

  • Coordinate the drafting, editing and polishing of outgoing communications materials, including proposals, speeches, correspondences, success stories, press releases, website write-ups, etc.
  • Conduct research on behalf of the Country Office, compiling background materials, statistical data and briefing notes for meetings, senior management visits, advocacy and other outreach activities.
  • Assist in strengthening international media relations in order to increase the coverage of media activities and campaigns.
  • Enhance the effectiveness of internal communications, including the Bi-Monthly Newsletter, Weekly Blog Report, Daily News Summary, etc.
  • Be available to assist in ad-hoc tasks as required both within UNDP and other UN agencies in China.

Expected Outputs and Deliverables:

The Communications Consultant will be expected to contribute to the development of communications and partnership building activities that are capable of repositioning UNDP during a period of significant change in the structure and modality of the organisation’s operations. He/she will provide timely information to senior management enabling informed decisions to be made on political, economic and social developments.

  • Effective support to assure the quality of CO communications materials, including speeches, press releases, briefing notes, etc.
  • Effective implementation of the communications and publication strategies, including:
    • Daily country office website content drafting and updating.
    • Success Stories that develop a story telling culture in UNDP and which highlight its value.
    • Weekly Blog Reports, covering current affairs in areas of strategic interest to UNDP in China.
    • Bi-Monthly Newsletters to inform and update UNDP HQ and local staff about CO programmes.
    • Project summaries polishing and fine-tuning
    • International media database update and maintenance
    • All other communications support to be provided according to event schedule etc.
  • Facilitation of knowledge building and knowledge sharing.

Competencies

Qualifications/Requirements:

  • Publication-standard English drafting and editing skills.
  • Experience developing and implementing communications strategies.
  • Experience of working in a media-facing environment.
  • Demonstrates sound judgment, diplomacy and sensitivity to confidential matters.
  • Well versed with programme management and development.
  • Demonstrates commitment to UN’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Good coordination and organisational skills.

 

Required Skills and Experience

  • Bachelors or higher degree in communications, journalism, business management, marketing, advertising, international relations or a related field.
  • Minimal 2 years previous experience in communications, international relations, copywriting or a related field.
  • A native English speaker

Selection criteria:
