Background

This is an joint employee capacity building programme by Panda Green Energy Group Limited and UNDP. The selected candidate will work at UNDP for one year as a consultant under the employment contract with Panda Green Energy Group Limited. The tripartite agreement will be signed between the selected candidate, UNDP and Panda Green Energy Group Limited. 

Resource Mobilization and Partnership building are crucial elements of development. To help achieve the 2030 Agenda on Sustainable Development, strengthened partnerships are needed, including partnering with the public, private sector, academia and the world of philanthropy. With the growing number of partners there is a need for coordination within the UNDP office.

Objectives of the Assignment:

Under the guidance of Assistant Country Director (ACD) for Communication, Innovation and Partnership, the expert will be responsible in assisting the mapping, identifying and liaising with potential partners from both the public and the private sector, but with special attention on the private sector. The Expert shall support the country office partnerships building strategy, tactics, tools and procedures and will coordinate cross-team resource mobilization efforts within the office. He/she is also expected, in coordination with the direct supervisor, to advice Senior Management on potential new partners, including analysis of the type of partnerships, risks and benefits. 

Duties and Responsibilities

  • To be independent and creative in various stages of partnership building process: networking, conducting research, negotiating, idea proposing, and presenting both externally and internally
  • To draft and prepare a range of documents including partnership proposals, research, Due Diligence submissions, Memorandum of Understandings, Contribution Agreements,  and minutes of meetings with high efficiency and with client-ready quality
  • To regularly attend forums, meetings, and events to explore connections with companies and organizations and learn about key technological / economical / political issues in China
  • Contributes to the development of SDG tools / methodology for the private sector, learning from SDG localization model and the “development consultancy” model
  • Maintain an overview of all pipeline projects in the office, in good coordination with Finance and M&E unit, and pursue partnerships for them, coordinate follow-ups and potential leads.
  • In coordination cooperation with the programme teams, help develop and/or finalize project proposals, including implementation mechanisms, key activities/deliverables, budget and timeline.
  • Coordinate and maintains the account manager system, where every partner has an assigned focal point.
  • Make sure that through the account management system the partnership matrix and database remains up-to-date and report on a bi-weekly basis on partnership progress.
  • Ensure thorough understanding of rules and regulations, as well as implementation
  • modalities in China to keep in line with the country-specific contextual guidelines.
  • To help maintain and update Public-Private Partnerships database and where needed support bridging private sector with government partners.
  • To support the team’s day-to-day operations and other ad hoc tasks

Outputs and Deliverables

  • Develops an account management system in the office together with a partnership database (Customer Relationship Management system) and a pipeline project overview for partnerships (in cooperation with the programme teams).
  • Review, maintain and improve the China office partnership strategy.
  • Organize and conduct trainings on partnership building.
  • Effective follow-ups with existing private sector/local government partners
  • Supports the identification of potential partners for forging partnership with UNDP China for the SDG implementation.
  • Supports the mobilization of partnerships / resources including financial contribution or in-kind contribution from partners.

Competencies

  • Extensive experience in mobilizing resources and forging partnerships, especially with the private sector.  
  • Established network with different sectors.
  • Ability to communicate and coordinate effectively with potential partners in Chinese.
  • Be self-motivated and independent.
  • Excellent understanding of the China situation, politically and economically.
  • Excellent English reading, speaking and writing skills.
  • Native Chinese language.
  • Computer literacy in Microsoft Office and internet applications.

Required Skills and Experience

  • A university degree in business or public administration, social science, economy, international and public affairs, etc.
  • At least 2 years of hands-on experiences working in development area/with international organizations with proven record of partnership building, or in the private sector.
