Background

UNDP in partnership with MoEFCC and with support from Global environment facility (GEF) is implementing a project on “Market Transformation and Removal of Barriers for Effective Implementation of the State Level Climate Change Action Plans” with an overall goal to reduce GHG emissions achieved through implementation of Renewable Energy and Energy Efficiency solutions at the state level as identified in the State Action Plan on Climate Change (SAPCCs) of Jharkhand and Manipur. The development objective of the project is to stimulate implementation of climate change mitigation actions stated in the SAPCCs; maximize the benefits through exploring inter-state cooperation; showcase the actual implementation of SAPCCs; demonstrate institutional mechanisms for inter-state networking and cross learning, including information sharing and technology dissemination; and develop and implement a common monitoring system to assess progress on the SAPCCs in the selected states.

Duties and Responsibilities

Scope of Work:

The purpose of this assignment is to develop an abridged version of the SAPCCs of Jharkhand and Manipur in form of a ready- reckoner for broader consumption of key stakeholders. The consultant will undertake the study to summarize the key aspects of the respective SAPCCs across various thematic areas/sectors (e.g. agriculture, forest, energy, etc).  

Deliverables:

  • Designing and developing a sharp, concise and an abridged version of the respective SAPCCs across the thematic areas/sectors in English and Hindi both for wider dissemination to the targeted stakeholders.
  • The consultant will also have to carry out the following tasks:
    • Content development which will include reproducing, editing, proof reading of SAPCCs. Preparing Executive Summary, Foreword and other introductory messages as agreed with the State Nodal Agency and UNDP.
    • Any other annexures as agreed by Nodal Agency and UNDP.
    • Abridged version in form of ready reckoner, not be more than 25-30 pages, for respective states including executive summary and annexures if any should.

Timeframe:

  • Submission and acceptance of work plan – 1 Week
  • Submission of draft report (English) – 3 Weeks 
  • Submission of draft report (Hindi) – 4 Weeks
  • Submission and acceptance of final reports ( English and Hindi) – 6 Weeks.

Competencies

Fucntional:

  • The consultant should have good understanding and worked previously on energy and climate change issues at national and state level.

Core:

  • Vast experience in project management and implementing research project and developing research publication on energy and climate change. 

Required Skills and Experience

Education:

  • Engineering degree or Post Graduate in Climate and Energy, Environmental Sciences/related fields.

Experience:

  • The Consultant must have a proven track record of a minimum 5 years of national/international level experience on renewable energy and/or energy efficiency project. 

Language: English & Hindi.

Selection Criteria:

The consultant would be selected based on the following criteria:

  • Technical : 70 marks
  • Financial : 30 marks

The technical expertise would be evaluated on the following criteria:

  • Expertise and experience of the consultant - 40 marks; (expertise in report writing: 20 marks, experience: 20 marks);
  • Methodology, its appropriateness to the condition and timeliness of the Implementation Plan - 20 marks;
  • Qualification of the consultant - 10 marks.

Those who obtain a minimum of 49 marks in the technical expertise will be considered for financial evaluation. 

Payment Terms:

  • Submission and acceptance of work plan - 20% of contract value;
  • Submission of draft report (English) - 20% of contract value;
  • Submission of draft report (Hindi) - 20% of contract value;
  • Submission and acceptance of final reports (English and Hindi) - 40% of contract value.

Documents to be submitted by Consultant:

  • Offerors Letter to UNDP Confirming Interest and Availability for the Individual Contractor;
  • Technical proposal; Financial proposal, kindly indicate your lumpsum consultancy fee. Prior approved travel expenses, if any, will be reimbursed as per actuals in with UNDP rules or all the arrangements would be done by UNDP;
  • Updated CV with three references.
