Background

UNDP Myanmar has been implementing Global Environmental Facility (GEF) funded projects that support efforts in conservation and the sustainable use, access and benefits-sharing of natural resources, biodiversity and ecosystems in Myanmar.  These projects also support the Government of Myanmar in establishing the legal and regulatory frameworks, policies and institutions required to ensure that these initiatives are developed and implemented in line with international conventions and legislation. UNDP Myanmar is currently participating in two global projects which were approved by the GEF Secretariat to be implemented at national level and through UNDP’s regional and global networks.

1. The Support to Produce the Sixth National Report to the Convention to Biological Diversity (Asia) Project was formulated with the participation of 66 countries from 5 regions (Africa, Central Asia, Arab States, Asia-Pacific and Latin America and the Caribbean).  The objective of the project is “to provide financial support to GEF-eligible Parties to the Convention on Biological Diversity (CBD) in their work to develop high quality, data driven sixth national reports (6NR) that will improve national decision-making processes for the implementation of national biodiversity strategies and action plans (NBSAPs).  These reports detail the progress made towards achieving the Aichi Biodiversity Targets (ABTs) and inform both the 5th Global Biodiversity Outlook (GBO5) and the Global Biodiversity Strategy of 2021-2030.

The project duration will be June 2017 to May 2019 and three components will be implemented:

  1. Project inception meeting and identification of funding resources
  2. Assessment of progress made towards each national target
  3. Production and submission of the Sixth National Report

The Forest Department (FD) under the Ministry of Natural Resources and Environmental Conservation is the ‘Executive Agency’ responsible for leading this project on behalf of the Government of Myanmar.

2. The “Strengthening Human Resources, Legal Frameworks, and Institutional Capacities to Implement the Nagoya Protocol” Project was formulated with the participation of 24 countries from Eastern/Central Europe, Arab Countries, Africa and the Asia-Pacific regions. The project has the objective of assisting countries in the development and strengthening of the national access to genetic resources and benefits-sharing (ABS) frameworks, human resources and administrative capacities to implement the Nagoya Protocol. Myanmar is responding to three components of the project:

  1. Strengthening the legal, policy and institutional capacity to develop national ABS frameworks
  2. Building trust between users and providers of genetic resources to facilitate the identification of bio-discovery efforts
  3. Strengthening the capacity of indigenous and local communities to contribute the implementation of the Nagoya Protocol.

The Environmental Conservation Department (ECD) under the Ministry of Natural Resources and Environmental Conservation is the ‘Executive Agency’ responsible for leading this project on behalf of the Government of Myanmar.

UNDP is providing technical advice and assistance to the Forest and Environmental Conservation Departments to ensure that the Government of Myanmar can meets its commitments under these two projects. To this end, UNDP is seeking offers from qualified Myanmar nationals to take up the National Technical Coordinator role.  The National Technical Coordinator will be responsible for inter-institutional coordination and communication, data collection and report preparation for the projects.

Duties and Responsibilities

Under the supervision of the Program Analyst (Environmental Governance and Natural Resource Management) the National Technical Coordinator (the ‘Coordinator’) will be responsible for coordination with and between key stakeholders to ensure that their contribution is provided with a view to achieving the projects’ objectives.   The Coordinator will be required to perform the following key functions:

  • Support to Produce the Sixth National Report to the Convention to Biological Diversity (Asia) Project

    • Facilitate the formation of a National Steering Committee comprised of representatives from relevant government agencies, civil society organizations, and other key stakeholders

    • Coordinate and communicate including those with the Executive Agency, national partners, and other relevant project stakeholders in collecting/accessing the required data and information that will guide the preparation of 6th National Report.

    • Develop a country-specific work plan and budget for the two-year project through coordination with the Nature and Wildlife Conservation Division under the Forest Department

    • Organize, facilitate and participate in the project inception workshop, consultation processes, required training in coordination with the Nature and Wildlife Conservation Division

    • Prepare terms of reference (TORs) to contract any additional services required from institutions or individuals to support the ‘Executing Agency’

    • Provide the technical direction towards timely and successful completion of the 6th National Report

    • Compile and provide progress reports to UNDP on quarterly basis; prepare and submit other reports required by UNDP and the Global Environment Facility (GEF)

    • Prepare and implement a visibility plan to ensure adequate dissemination of project results and lessons learned.

Strengthening Human Resources, Legal Frameworks, and Institutional Capacities to Implement the Nagoya Protocol

  • Coordinate with government counterparts, especially the Environmental Conservation Department (ECD) as the ‘Executive Agency’ to collect required data that will guide policy development and institutional capacity development in implementing the Nagoya Protocol;

  • Ensure constant collaboration with the ECD to implement activities outlined in the multi-year work-plans

  • Organize, facilitate and participate in the project inception workshop, consultation processes, required training in coordination with the ECD

  • Provide the technical direction towards timely and successful completion of the project activities as required by the work plan

  • Prepare terms of reference (TORs) to contract any additional services required from institutions or individuals to support the ‘Executing Agency’

  • Compile and provide progress reports to UNDP on quarterly basis; prepare and submit other reports required by UNDP and the Global Environment Facility (GEF)

  • Prepare and implement a visibility plan to ensure adequate dissemination of project results and lessons learned

Required Skills and Experience

Qulification

  • Master’s degree in natural resource management or relevant field highly desired

Experience

  • At least 4 years of relevant work experience in biodiversity conservation, natural resource management, or a related field in Myanmar;

  • Experience working with government agencies and civil society;

  • Experience in coordination, communication, and facilitation of key processes with government departments;

  • Relevant direct experience related to the technical scope of the project, particularly regarding multilateral conventions, protected areas, climate change and biodiversity conservation;

  • Experience in writing and presenting reports for dissemination to a range of stakeholders;

  • Experience in compiling and analysing data;

  • Excellent command of written and spoken English and Myanmar language;

  • Must be a Myanmar national.
