Background

United Nations Development Programme (UNDP) through its project “Strengthening the System of Parliamentary Democracy in Georgia”, II Phase is aimed at establishing the Georgian Parliament as a credible institution with an essentially greater role in national policy-making and European integration.
One of the directions of the Project is enhancing the capacities of parliamentary committees to effectively exercise their law-making and government oversight functions. Among other, this is achieved through supporting strategic policy planning exercise within the committees to facilitate structured approach to their work, making it more comprehensive, result-oriented, well-managed, inclusive and participatory. This is particularly important in the context of parliamentary system of governance, where the legislature has a greater role to play in national policy-making. The activity also promotes the institutionalization of a culture of short and medium-term policy planning in the Parliament. It also promotes greater civil engagement in legislative work as it encourages a broadly participatory and consultative processes.
UNDP in consultation with the Parliament selected a number of committees to provide the above support. Parliament’s Sport’s and Youth Committee (hereinafter “Committee”) is one of the beneficiaries of this support. The given Terms of Reference specifically targets the Committee and is designed to provide consultancy in the area of youth and sports development.
Objectives and overall scope of work:
At the initial stage, the Committee shall be supported with developing the Committee’s strategy which shall set a vision, overall objectives and key priorities for development of youth and sports sectors in Georgia. A consultative and participatory process will be facilitated to gather input from different stakeholders and ensure broad agreement on major priorities and directions in the field. Based on the strategy, a multi-year Committee Action Plan shall be designed to translate the strategic goals and policy into specific actions with detailed depiction of the time-frames, responsible parties, monitoring and evaluation frameworks included.
The support to the Committee shall be provided in a manner which stresses national ownership. This would include building a greater understanding of strategic planning within the committee, facilitating its Members and staff to consider the vision, mission and performance targets and preparation of strategic documents which reflect these discussions. The process and the resulting plan shall help to form basis for future strategic planning exercises at the committee level.

Duties and Responsibilities

In view of the above, under the overall supervision of the UNDP Project Manager and in close coordination with the Committee, the Consultant shall perform the following tasks and activities:

  • Conduct a baseline study to research and identify main issues related to the youth and sports development with a focus on key priorities and challenges. The study shall be based on meetings and structured interviews with different stakeholders – Parliament, Government, civil society, international organizations and independent experts. In the frames of the study, the Consultant shall consider the major strategy documents of the Government of Georgia in the field including EU-Georgia Association Agreement. Besides, the Consultant shall assess the Committee’s interaction with other parliamentary committees and departments, respective line ministries, government agencies and other; as well as analyze cooperation scheme with local and international organizations. To support the Committee to better map out and coordinate donor assistance in the field, a respective donor matrix shall be developed;
  • Considering the main findings of the baseline study, facilitate the process of developing the Committee’s strategy that shall define a vision, overall objectives, key priorities and strategic goals for developing youth and sports sector in Georgia;
  • Based on the strategy, facilitate the development of a multi-year Committee Action Plan to translate the strategic goals and policy into specific actions. The plan shall give a detailed account of all legislative, oversight, public outreach and internal organizational activities that would need to be implemented by the Committee in the upcoming years. The plan shall also define roles and responsibilities and set timeframes for accomplishing each of the action. It shall cover existing set of needs and external resources/support for concrete actions and set targets and indicators for monitoring the progress of implementation of the action plan. While developing all the above strategic documents, a participatory process shall be promoted. This shall be achieved through a series of discussions, workshops and informed consultations with various stakeholders. Apart from regular coordination meetings with the Committee leadership, the Consultant shall, as a minimum, facilitate:
    • One inception workshop with the Committee Members and Staff to discuss the needs for more effective law-making and oversight, build an understanding of the basics of strategic planning and agree on the overall framework for facilitating strategic planning exercise in the committee;
    • At least three strategic planning meetings/workshops with different stakeholders, including Government, civil society, international organizations and other to discuss existing challenges and exchange views on needed actions in the field; Follow up workshops if required;
    • At least one concluding workshop to present and discuss strategic documents and validate those with different stakeholders.

Throughout the process the Consultant shall ensure that the Committee drives the strategic planning process and has an ownership of its outcomes. 
Within the framework of the action plan, the Consultant in close coordination with the Committee shall develop a legislative roadmap to ensure prioritized, inclusive and higher quality law-making process. The roadmap shall serve to identify laws that need to be amended and/or initiated to regulate concrete areas falling within the scope of the Committee’s mandate. In addition, the action plan shall also include effective mechanisms for ensuring public outreach on committee activities.

Required Skills and Experience

Required Qualifications:

  • Master’s degree in public policy, public administration, social sciences or related field (minimum requirement);
  • At least 5 years of working experience on the youth and/or sports issues in the public sector, non-governmental or international organization (minimum requirement);
  • Demonstrated experience in managing strategic planning exercises and developing strategic documents (minimum requirement);
  • Strong knowledge of the state of play of the youth and sports development in Georgia;
  • Good understanding of the role, functions and responsibilities of the state and non-state actors involved in the field, including Parliament;
  • Excellent verbal and written communication skills;
  • Fluency in Georgian and English.

Evaluation criteria:

Candidates will be evaluated against combination of technical and financial criteria with total score weight of 100%/100 points.

Technical evaluation criteria:

  • Desk review - 40% score weight / 40 points:
    • Master’s degree in public policy, public administration, social sciences or related field (minimum requirement) – 8%/8 points;
    • At least 5 years of working experience on the youth and/or sports issues in the public sector, non-governmental or international organization – 5 years – 10%/10 point; more than 5 years – 17%/17 points;
    • Demonstrated experience in managing strategic planning exercises and developing strategic documents (minimum requirement). Assessment will be based on the number of similar assignments. Therefore, offerors shall provide detailed information on such activities in their application forms - one similar assignment - 10%/10 points; More than one - 15%/15 points.
  • Interview – 30% score weight /30 points.

Financial Proposal – 30%/30 points

Offerors obtaining minimum 28 points as a result of the desk review will be short listed and invited for an interview.
Offerors obtaining minimum of 21 points as a result of the interview (i.e. minimum of 49 points in the technical criteria) will be considered qualified and requested to provide financial proposal for the assignment.

Deliverables:

The Consultant will be paid a lump sum in four installments upon successful completion of the deliverables per the following scheme:

  • Baseline study – 20% of the total fee in September
  • Committee Strategy, multi-year Action Plan and donor matrix - 30% of the total fee in October
  • Inception, strategic planning and final workshops - 40% of the total fee in November
  • Analytical report on performed activities, situation analysis and final recommendations - 10% of the total fee in December

Management Arrangements:

UNDP Project will provide logistics for the consultancy (printing, etc.) and cover costs for in-country travel and accommodation. Parliamentary Committee will be responsible for background materials, setting up the Consultant’s meetings with parliamentary, government and other stakeholders, where required.
