Background

The Small Decentralized Renewable Energy Power Generation (DREG) Project, is funded by the Global Environment Facility (GEF) and implemented by the United Nations Development Programme (UNDP). The project is implemented by UNDP in partnership with the Ministry of Energy and Water (MoEW) and with the Lebanese Center for Energy Conservation (LCEC).
DREG’s objective is to reduce greenhouse gas emissions by the removal of barriers to widespread application of decentralized renewable energy (RE) power generation. DREG will catalyze the
development of the small, decentralized, grid-connected renewable energy power generation market in Lebanon by facilitating the installation of at least 2.6 MW of new decentralized RE power generation capacity during the lifetime of the project, which would reduce approximately 38,000 tonnes of CO2eq in greenhouse gas emissions (GHG).
As part of its activities, DREG is working in partnership with the LCEC on developing a quality control scheme for PV installations in Lebanon which will see vocational school students graduate with ample Solar PV technology knowledge thereby becoming certified PV installers and maintainers and ready for the job market. Training materials were already produced by the LCEC and the EU-funded MED-DESIRE project and a training workshop was held. The DREG project complemented the training material with additional content and made them available in both English and French languages. This resulted in the development of a 60-hour Photovoltaic (PV) course.
Consequently, after coordinating with the Ministry of Education and Higher Education (MEHE) and the Directorate General of Technical and Vocational Education (DGTVE) at the Ministry, the Electro-Technical Baccalauréat Téchnique (BT) curriculum was amended to include the newly developed Photovoltaic (PV) course. This in turn will enable the local vocational schools to include the PV course in their official exams and therefore, students that complete and pass both written and practical exams and graduate with an Electro-Technical BT degree will be certified to install, test, diagnose, repair, and work on PV systems.
The current request is to procure the services of an Individual Consultant to supervise a PV training workshop in French language targeting Lebanese vocational schools’ teachers.

Duties and Responsibilities

The Consultant shall perform all the services/work as necessary to fulfill the objectives of the consultancy contract.
The objective of the required work is to supervise the training of Lebanese vocational school teachers in the field of Solar PV technologies based on the aforementioned course so that they become certified to teach the course in their respective schools. A summary of the topics to be covered by the course is attached to this document.
As such, the selected individual consultant will be responsible for providing the services outlined below:
TASK 1. Oversee the teacher-training workshop on Solar PV and coach the instructor delivering the workshop for the first time
1.1 Coordinate and plan the workshop with the Lebanese instructor (Electro-Technical teacher to be assigned once the applicant is selected) and the DREG project, including putting together the written exam questions, the practical exam, and the oral interview after taking note of the available equipment.
1.2 Coach the instructor where needed to achieve efficient content delivery and supervise the delivery of the workshop and the examination process. The workshop will take place from 25 to 29 September, 2017 in Beirut, Lebanon.
1.3 Coordinate with a third-party certifier and observer (to be hired by the DREG Project) regarding the examination which will follow the workshop (September 28 and 29) and the certifications to be awarded.
1.4 Develop and submit a summary report of the workshop including a list of recommendations to further improve future training workshops.

  • Proficiency in the French and English language. Arabic is a plus;

Required Skills and Experience

Academic Qualifications:

  • Advanced university degree (Master or above) in electrical engineering or related field. Major or specialization in renewable energy and/or PV is required.

Years of Experience:

  • Relevant experience of not less than 7 years;
  • Experience in working with government entities.

Technical Experience:

  • Previous experience in the fields of PV and personnel training;
  • Experience in training on PV systems or in applied works in this field.

Language requirements:

  • Proficiency in the French and English language. Arabic is a plus.
