Background

UNDP Myanmar Country Programme (2013-17) aims to promote local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars, where Pillar I focuses on strengthening local governance, Pillar II on Environmental Governance and Disaster Resilience and Pillar III on strengthening responsive and inclusive governance.

Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters. The Environmental Governance and Disaster Resilience Programme is being delivered through two output areas (Output 6: Disaster Risk Reduction and Climate Change Adaptation and Output 7: Environmental Governance). The Programme implementation started in 2013, and Output 6 aims to build disaster resilient communities by strengthening preparedness, mitigation, recovery capacities of communities, the civil society and local and national institutions to manage the impact of disasters, as well as the capacity to incorporate DRR into development planning.

Over the years, UNDP has supported the Relief and Resettlement Department (RRD), Ministry of Social Welfare, Relief and Resettlement (MSWRR) in Legal, Policy and Institutional frameworks to address critical DRR related aspects and mainstream DRR and CCA issues. Loss and damage data of disasters serves as a useful tool to generate risk information and to inform planning and sub-national at national and sub-national levels. Currently, the information related to disaster damage and losses exist in various Government Departments and are regularly updated.  However, there is currently no central database system from where information can be generated to provide overall risk information and disasters that can inform decision-making and planning. Currently, the Relief and Resettlement Department (RRD) is establishing the Myanmar Disaster Damage and Loss  Database (MDLD) with support from UNDP and UN-Habitat. The purpose of the MDLD is to develop national capacities for monitoring and analysing risks and vulnerabilities to support disaster risk reduction, mitigation, preparedness, response and recovery. RRD with the support from MDLD project has developed a format by which data can be collected from the existing records, across departmental archives in a consistent manner. MDLD will build on existing data sources and also provide framework for future data collection, and integrate it into the online-based, disaster-related data management system (http://www.mdld-rrd.gov.mm) on a server hosted by RRD. With the support from Asian Development Bank, UNDP is currently focussing on past disaster data collection for Bago Region, Magway Region, Ayeyarwaddy Region, Tanintharyi Region, Kayin State and Rakhine State.  

Under the overall guidance of the Team Leader of the UNDP’s Pillar II, and under the direct guidance of the Output 6 Lead, each Data Associate will be responsible for collecting all available data on Loss and Damage of past disaster events from at least 4-5 relevant departments in assigned States/Regions; refine data, digitalize and put data into excel sheets, enter data into the MDLD database hosted by Relief and Resettlement Department (RRD), Ministry of Social Welfare, Relief and Resettlement (MSWRR). Each Data Associate works in close collaboration with UNDP’s DRR officers, and staffs of RRDs from assigned States/Regions.

Duties and Responsibilities

The Data Associate has three functions:

  1. Data Collection
  2. Data Processing
  3. Data uploading on Myanmar Disaster Loss and Damage Database

1) Data Collection

  • Discuss and agree with UNDP on data collection approach; then apply data collection strategy;
  • Prepare and agree with UNDP on travel plan to the assigned States/ Regions to meet with their RRD and 4-5 relevant departments. The first visit to the assigned States/ Regions of each Data Associates will be accompanied by UNDP’s DRR officers;
  • Secure support from Relief and Resettlement Departments in assigned States/Regions;
  • Coordinate with 4-5 government departments from assigned States/ Regions to obtain data/ information regarding past disaster events;
  • Work with staffs of departments, provide clear explanation on types of data/information that need to be collected for MDLD database;
  • Review, obtain necessary clarity, select and gather data/information (i.e., extract, copy, fill, enter and save useful / relevant data from paper records/reports) and bring back to UNDP Office in Yangon;
  • Ensure back up and store data continuously during the process.

2) Data Processing

  • Attend data refining orientation/guidance session by UNDP;
  • Clean collected data;
  • Digitize the data into Excel Format,
  • Re-examine all data in order to discover any discrepancies or errors, then double check with relevant departments to make sure correctness of the data/ information
  • Hand-over data cards and digitalized data in excel files to UNDP

3) Uploading on Myanmar Disaster Loss and Damage Database

  • Upload the digitized data into the MDLD system Data
  • Ensure back up and store data continuously during the process;
  • Ensure proper handover of Data/information to UNDP’s Data Associate, and UNDP

Required Skills and Experience

Education:

  • A Bachelor degree in natural sciences or related fields.

Experience:

  • 2-year work experience including data collection

  • Able to handle prevalent computer applications (word processing, presentation, email, etc.);

  • Self-motivated, ability to work with minimum supervision;

  • Good communication and interpersonal skills, team oriented work style;

  • Demonstrated ability to work under pressure, multi-task and meet deadlines;

  • Ability to work in a multi-cultural environment;

  • Good humour, patience, high energy, and a shared belief in UNDP’s mission

Language Requirement:

  • Good command of English and Myanmar language.
