Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations.

Being LGBTI in Asia (BLIA) is a regional programme which aims to reduce marginalization and exclusion of lesbian, gay, bisexual, transgender and intersex (LGBTI) people. Initiated in 2012, the programme addresses inequality, violence and discrimination on the basis of sexual orientation, gender identity or intersex status, and promotes universal access to health and social services.

The review aims to analyse the programme’s implementation strategy and provide information on the relevance, effectiveness and efficiency of the programme. It will also assess the programme design, scope, implementation and the capacity to achieve its objectives, as well as document good practices. The results and recommendations of the review will inform the development of a new phase of Being LGBTI in Asia. 

 

Duties and Responsibilities

Objective

The objectives of this review are to:

  1. Assess the relevance, effectiveness and implementation strategy of the programme in achieving key results of the programme
  2. Provide recommendations for future programming and to guide planning for continuation of the programme

 

 Scope of work:

  1. Conduct a desk review of available data, programmatic information and key documents to identify results of the programme
  2. Hold key informant interviews to gain a better understanding of the implementation strategy

 

Expected Outputs and Deliverables

A report reviewing achievements and implementation strategy of Being LGBTI in Asia as a regional programme.

 

Institutional Arrangement

The consultant will directly report to the HIV, Health and Development Team in the UNDP Bangkok Regional Hub. The Team will communicate and work closely with the consultant to ensure quality and timely delivery of expected outputs.

 

Duration of Assignment:

As per the objectives of the assignment and the scope of work, the time scale for this contract is for maximum 25 days worked over the period from 14 August 2017 – 30 September 2017. This assignment is home-based with no travel expected.

Required Skills and Experience

Degree of Expertise and Qualification:

  • Degree in development, law, communications, journalism or related fields
  • Over 15 years of professional experience working on HIV, health, human rights or development in the Asia Pacific Region
  • Experience conducting review of UN or other human rights programmes
  • Substantive experience working with the UN, donors, multilateral organizations or NGOs on human rights related programme evaluations
  • Demonstrated understanding of sexual orientation and gender identity in Asia
  • Knowledge of UNDP programmes is an asset

 

Review Time Required:

The HIV, Health and Development Team in the UNDP Bangkok Regional Hub will review  progress and quality of agreement upon outputs prior to issuance of Payment.

 

Payment Term:

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • First payment of 50% of total payment shall be made upon satisfactorily receipt of the study approach/ methodology and timeline
  • Second payment of 50% of total payment shall be made upon satisfactorily receipt of the final report and confirmation from UNDP BRH, Policy Advisor on the completion of documentation processes with satisfactory findings

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

 

Criteria for Selection of the Best Offer:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 100 points):

  • Criteria 1: Relevance of Education – Max 10 points
  • Criteria 2: Experience working on human rights related programme evaluations – Max 20 points
  • Criteria 3: Relevance of experience in area of working with the UN on programme reviews or evaluations – Max 20 points
  • Criteria 4: Relevance of experience in key areas (e.g. human rights, LGBTI ) – Max 20  points
  • Criteria 5: Assessment of approach/methodology to assignment – Max 30 Points

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Proposed methodology for conducing the review.
  • Financial proposal, as per template provided in Annex III.

Incomplete proposals may not be considered.
