Background

The project will support the government of Albania through the Ministry of Environment to undertake an initial mercury assessment to identify the national mercury challenges and the extent to which legal, policy and regulatory framework will enable Albania to implement future obligations under the Minamata Convention.

Project Description and objective

Albania became a signatory to the Minamata Convention on 9 October 2014 and it has been also actively participating in the Intergovernmental Negotiating Committee on Mercury.

During the past 10 years the Ministry of Environment (MoE) has been engaged in policy dialogues involving potential donors in prioritizing interventions to address the problematics of inherited industrial pollution. Currently, the Government of Albania is in the process of transposing European Union legislation related to the management of chemicals, (such as REACH, CLP, POP Regulation, Import-export regulation) into its national legislative framework.

The project’s objective is to undertake a Mercury Initial Assessment to enable the Government of Albania to determine the national requirements and needs for ratification of the Minamata Convention and establish a sound foundation to undertake future work towards the implementation of the Convention. It will do so by implementing four components as specified in the GEF guidelines (GEF/C.45/Inf.05 paragraph 19), as well as a fifth component on mainstreaming.

Outcome 1 of the project is focused in enabling environment for decision-making on the ratification of Minamata established and in line with the awareness raising framework. The Ministry of Environment uses the official web page www.mjedisi.gov.al as well as a newly developed portal for Multilateral Environmental Agreements such as the Clearing House Mechanism (CHM) portal.

The consultant will facilitate in :

Task 1: Evaluate the potential of including the Minamata related information to the CHM platform already in place for the Ministry of Environment as well the MoE website.

Task 2: Mapping of the institutions related to Minamata, identified in the institutional gap assessment through graphs and GIS mapping to ensure a better understanding of the geographical cover.

Task 3: Prepare Minamata Convention information for hand over to MoE in order to upload them into the existing national biodiversity CHM in Albania or MoE website.

Task 4: Encourage and ensure active participation, involvement and liaison of all identified stakeholders and actors, institutions concerned and reflect them duly in the respective website.

The consultant will provide the following deliverables:

  • Evaluation report for the CHM and MoE portal
  • Institutional mapping
  • Synthetic report on information for publication on the above-mentioned portals

The total engagement of consultant will be 8 days/ month during August- December 2017.

Required Skills and Experience

Qualifications and experience

  • Degree in information technology, geo- informatics engineering or related field.
  • 2 years of work experience.
  • Previous experience with web design knowledge.

Languages:

  • English and Albanian

 

Evaluation of Applicants

Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;

Combined weighted scoring: Technical (70%); Financial (30%).

  • 30 % or 30 points: Degree in information technology, geo- informatics engineering or related field.
  • 30% or 30 points: Previous experience with web design knowledge.
  • 10% or 10 points: Methodology on how the consultant will approach the tasks. 

Financial Criteria - 30% of total evaluation – max points: 30
