Background

BACKGROUND

Following many changes in context in Sri Lanka since 2015, and the universal commitment made in September 2015 to ensure the achievement of sustainable development by 2030, UNDP embarked on a process of re-defining the alignment and strengthening the design of its access to justice/ rule of law, human rights, Parliamentary support and peacebuilding portfolio.

UNDP from 2017 will support Sri Lanka with innovative programmatic and operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UNDP will work in collaboration with several stakeholders, including government, semi-government, civil society, private sector, UN agency and development partners and through increased engagement with the people of Sri Lanka, on the above mentioned inter-linked and complementary thematic areas of focus, to provide integrated and high quality technical advisory and support services.

Against the above-mentioned backdrop, continuing its support to the Human Rights Commission of Sri Lanka (HRC), UNDP Sri Lanka seeks to recruit a Consultant to develop an IT system to support human rights documentation, monitoring and case management as a part of its support to the Commission.

 

SCOPE AND OBJECTIVES

The objective of this assignment is to develop a new IT system for human rights documentation, monitoring and case management for the HRC.

Duties and Responsibilities

 

RESPONSIBILITIES

The Consultant shall work closely with the HRC to design and a human rights documentation, monitoring and case management system

  • Provide technical training to selected staff members on server management and administration;
  • For better adaptability and adaptation, the training should be conducted a phased manner;
  • Conduct Master Trainer programs in order to build a pool of trainers at the regional level;
  • Provide comprehensive application and other required training for selected staff members who would constitute the maintenance and support team for the system beyond the completion of the project.

The Consultant and his/her team members will maintain the highest levels of confidentiality, with regards to the assignment and materials it provides access to, both during and after completion of the assignment.

 

EXPECTED OUTPUTS

The following deliverables are expected from the Consultant:

1. Complete required consultations with the HRC to capture the IT system requirement, and develop a work plan to undertake the defined scope of work.

2. Present a Map out/Design, of a Human Rights (HR) Documentation, Monitoring and Inspections Application which includes the following integrated modules;

  • HR Documentation;
  • Management of monitoring activities;
  • Complaints and Case Management;
  • Integrated Work Scheduling;
  • Workflow management;
  • Official Communications (Letters/Directives etc.);
  • Statistics Module;
  • Digital Documentation Library;
  • Offline Mobile Application for data review and entry during field work.

3. Based on HRC feedback, finalize the Design, and install IT system for pilot testing. Complete the pilot test phase, and address any gaps/errors.

4. Complete the Training programmes required to enable handover of the IT system to the HRC staff;

  • Application training for all staff members at head office and regional offices;
  • Workshops on Information Security;
  • Workshops on Computer Crime Act, Electronic Transactions Act etc.;
  • Microsoft Windows training for staff members who require such training;
  • Tablet/Mobile device training for staff members.

5. Provide HRC and UNDP with technical advice towards procuring hardware and other equipment, in a phased approach, within project budget.

6. Provide HRC with a manual for the overall case management system.

7. Provide timely, maintenance and systems support server until completion of the planned handover to HRC.

 

TIMEFRAME

The consultancy will run for a maximum of 16 months, starting on 10th August  2017. All deliverables will be completed, one month before the contract end date.

CONSULTANT PROFILE

The prospective consultant should as a minimum have the following functional and technical Competencies:

COMPETENCIES

a. Technical competencies

  • Excellent knowledge and sufficient experience in information technology system analysis development and maintenance;
  • Knowledge in computerized case flow management systems;
  • Proven experience in providing capacity development support required to enable an efficient handover of IT systems to beneficiary institution;
  • Basic knowledge of the field of human rights, and human rights information management will be an added advantage.

b. Partnerships

  • Maturity, experience and confidence in dealing with senior members of national institutions;
  • Excellent coordination skills and result oriented collaboration with colleagues.

c. Results

  • Proven delivery of high quality results adhering to the stipulated timeline;
  • Ability to plan own work and use time efficiently, manage conflicting priorities and work under the pressure of tight and conflicting deadlines;
  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
  • Good team player who has ability to maintain good relationships.

d. General

Required Skills and Experience

QUALIFICATIONS

Education

Basic degree in computer science or professional qualifications in computer system development.    

Experience

  • At least 5 years of experience in  software development, system studies, knowledge in application development systems and data bases;
  • Previous experience in working with the UN agencies;
  • Fluency in English and Sinhala or Tamil languages, both oral and written, is a necessary requirement.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

PAYMENT FOR SERVICES

The Consultant –shall receive payment as per the following installments from UNDP as follows, upon  quality completion of work, HRC’s acceptance of the deliverables and UNDP certification of deliverables:

  • 10% - On presenting the proposed design to HRC and UNDP;
  • 25% - After piloting the system;
  • 35% - On completion of the Training;
  • 30% -  On finalization and handing over the system.
