Background

UNDP Country Programme (2013-17) is aligned with the Government of India’s Twelfth Plan priorities and seeks to improve the effectiveness of national programmes and policies for disadvantaged regions and groups especially women, Scheduled Castes, Schedule Tribes, minorities, displaced persons and persons with disabilities.  UNDP’s partnership with the Ministry of Rural Development (MoRD) under “Governance and Accelerated Livelihoods Support” aims to strengthen the effectiveness of key Ministry programmes by providing (a) technical assistance to the state government and NGOs in Chhattisgarh, Jharkhand and Odisha to improve sustainable livelihoods with linkages to Panchayati Raj Institutions for governance in focus districts; (b) provide advice and technical assistance to the Ministry and the state governments to help improve the efficiency, accountability and inclusiveness of flagship programmes of rural development; and (c) provide advice and technical assistance to the Ministry and state governments to help “green” select schemes.

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is the skills division of the Ministry of Rural Development (MoRD), Government of India that implements a placement-linked skill development program to help poor rural youth get into regular wage employment. The program is implemented in a public private partnership (PPP) mode by eligible project implementing agencies or PIAs who qualify for government funding.

As part of its support to NRLM, UNDP is looking for a senior, experienced, pragmatic and visionary individual for this position. 

Duties and Responsibilities

Under the guidance and direct supervision of the COO/JS (Skills), DDU-GKY and Programme Analyst, UNDP, the Chief Information Officer (CIO) has the primary role to align the business needs, programs, drivers within the current and planned IT enabled initiatives which will involve:

  • IT strategic plans, project strategic roadmaps;
  • Business/ Solution/ Technology/ Information / Data/ Architectures and other artefacts;
  • Design, develop, implement and promote adoption of e-governance initiatives nationally;
  • Policies, procedures, BPR reports, cost estimation, vendor selections (RFPs, RFQs etc., SLA, metrics etc.;
  • Review reports on projects, personnel, strategy documents, assessments;
  • Various documents/ reports as required by MoRD from time to time.

Specifically, the CIO  is responsible for the following tasks relating to Rural Skills Division:

  • Ensure that ICT is used as an organization-wide strategic tool for the MoRD to increase its efficiency, effectiveness, transparency, accountability and citizen service delivery;
  • Create IT based policies, goals and procedures aligned with vision, mission, and objectives of MoRD;
  • Create IT enabled metrics aligned to strategic goals and enable compliance to them;
  • Provide technological expertise and guidance to MoRD and ensure strategic coherence with other IT initiatives of DeitY;
  • Oversee development of capacities across the stakeholder chain;
  • Enable IT planning, budget estimation, fund sourcing, resource planning and technological planning and monitoring;
  • Provide feedback on various policies and documents as requested by other ministries/departments of GoI with respect to MoRD;
  • Enhance/Ensure the continued operation of IT infrastructure, software infrastructure and platform management including AMCs, warranties, vendors and projects;
  • Prepare procurement plans, budgets and undertake procurements of related goods and services;
  • Manage the MoRD’s IT teams, vendor teams, and consultant/s;
  • Manage the day-to-day operations of IT services and infrastructure;
  • Manage the Service Level Agreements;
  • Manage the IT security;
  • Manage various compliance reviews, guidelines and IT audits;
  • Manage IT risks, optimize cost;
  • Perform any other related tasks consistent with the level of the post and/or assigned by COO/JS (Skills), DDU-GKY and Programme Analyst, UNDP.

Required Skills and Experience

Academic Qualification and Professional Experience:

  • Bachelor’s Degree in Information Systems, Engineering or related fields. Masters’ Degree would be an advantage. 
  • A minimum of 20 years of experience in the field of information technology with at least 15 years at a senior level with a sequence of increasing responsibilities in large and diverse business settings.
  • Demonstrated experience in implementing/managing implementation of major e-governance projects in India.
  • Experience with and understanding of strategic and business planning methods, tools, and processes and in working through major organizational change led by IT.
  • Experience at an operations level and in a complex multi-facility environment.
  • Knowledge and experience of government process and procedures desirable.

Language Requirements

  • Proficiency in spoken and written English. A good command over Hindi and regional language/s would be an asset.

Institutional Arrangement:

  • The Consultant will directly report to COO, DDU-GKY and Programme Analyst, UNDP;
  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the Rural Skills Division, Ministry of Rural Development;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Schedule of Payments:

  • Consolidated monthly Fee (Remuneration) in the range of Rs. 1.90 – 2.5 lakhs payable upon submission of monthly progress report certified by the reporting officer.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of   the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:
Shortlisting would be done based on the following technical criteria:

  •     Educational Qualification – 20 marks;
  •     Relevant Experience – 80 marks.

Top 5 candidates from amongst those who obtain a minimum of 70% of the total technical points would be considered for further process.

The final selection would be done through competency based interview.
