Papua Island with the two provinces of Papua and West Papua is the easternmost region of Indonesia. It is strategically positioned as Indonesia’s border region with PNG, Australia, and the Pacific countries. While endowed with abundant natural resources, Tanah Papua still faces considerable development challenges in terms of poverty, human development, natural resource management and local governance. For those reasons, the current Indonesia administration under President Joko Widodo is placing Tanah Papua development as the corner stone of its policy and priorities.

UNDP remains committed to support Papua development. In June 2015, UNDP concluded the People-Centered Development Programme (PCDP) as the main instrument for UNDP technical assistance for Papua and West Papua. Since then UNDP remained engaged with its key partners to formulate new programs for Papua and West Papua on key areas such as local economic development, local governance reform, multi-stakeholder partnership platform, and gender-based violence (GBV).

Based on the lessons learned and best practices of PCDP project, UNDP will implement a successor project which is titled “Local Economic Development Programme for Native Papuans”. This project is intended to continue UNDP’s engagement in supporting local development in Papua and West Papua, which has two primary objectives, namely, (a) to advocate for replication of the PCDP model in local economic development (LED); and (b) to test new approaches in response to the new challenges and priorities in Tanah Papua. This project provides opportunity for UNDP to remain engage with partners in Papua Provinces and ensures that UNDP maintains its presence and valued institutional memory in Papua. Through this project, UNDP will support Papua Provinces to address challenges such as low growth, high poverty rate, low HDI, violence against women, problems on social cohesion and peace building and increasing disparity, and to accelerate its development goals.   

UNDP’s partner for this project is the Association for Local Economic Development Innovation (ALEDI) or stated in Bahasa Indonesia as Perkumpulan untuk Inovasi Pengembangan Ekonomi Lokal. ALEDI is a civil society organisation recognised as a valid legal entity in the territory of the Republic of Indonesia, in the form of an Association, established by a group of individuals with the primary objective to promote local economic development. In view of the upcoming project implementation, ALEDI is recruiting an Executive Director, who will work as ALEDI’s principal staff to implement this project.

Under the overall guidance and on behalf of ALEDI’s Board of Directors, the Executive Director has the authority to run the project on a day-to-day basis. The Executive Director is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project work plan to the required standards of quality and within the specified time and cost. The reporting responsibility of the incumbent is to ALEDI’s Board of Directors.  

Duties and Responsibilities

1. Manage and supervise the project team to ensure effective implementation and achievement of results:

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government regulations for project management;
  • Develops the project standard operating procedures in line with the government regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Consults with the Board of Directors for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.


2. Ensure effective planning, budgeting, and implementation of the project

  • Prepares project’s annual and quarterly work plans and organizes Board of Directors’ meetings to obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team; and
  • Organizes regular Board of Directors’ meetings and reports to the board the project’s progress together with any issues that may require Board of Directors’ decisions.


3. Create and nurture strategic partnerships and support to the implementation of resource mobilization

  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;  
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • Strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.


4. Facilitate knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organizes and delivers trainings for the project staffs on project management issues;
  • Conducts internal capacity building training for project staffs to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing;
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience

Recruitment Qualifications

Education:   

  • Master degree in Economics, Development Studies, Public Administration or other relevant fields of study.

Experience:

  • Minimum with 7 years of relevant experience for candidate with Bachelor Degree  or 3 years’ relevant experience for candidate with Master Degree  in  the field of development in particular leading project management team,  hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among project stakeholders.

Language Requirements:    

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:  

  • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia.
  • Knowledge of local economic development programmes and experience in implementing value-chain projects is highly desirable.
  • Strong familiarity and experience in working at Papua and West Papua Provinces is an advantage.
  • Strong knowledge and experience in project management are essential and ability to write high quality reports.
  • Excellent inter-personal and team building skills.
  • Full time availability for project management duties is essential.
  • Familiar with Government and UNDP procedures.
  • Up-to-date computer skills required.
