Background

Within the framework of Darfur Development Strategy (DDS) Foundational and Short Term activities (FaST), 3000 demobilized combatants are envisaged for reintegration. Since the start of the DCBRSP in January 2016, over 1500 ex-combatants have either been fully or partially reintegrated by providing them with livelihoods trainings complemented with start-up kits to enable them start income generation and self- employment.  A substantial number of them mobilized themselves to form over 23 new cooperatives or joined existing ones, while the remaining embarked on individual businesses.  Monitoring reports so far suggest more than half the cooperatives established by ex-combatants are potentially sustainable, while the remaining ones’ risks disintegration unless more capacity development support is provided. Meanwhile, the second batch of nearly 1400 ex-combatants are in the process of starting their economic reintegration shortly. Lessons learned so far suggest mobilizing them into groups for joint ventures is difficult because of mistrust among ex-combatants because of many years of war. Also past experience suggest that joint business ventures such as producer and marketing cooperatives have proven to be effective in maximizing economic and social impact of reintegration assistance to ex-combatants and other groups.Beside socio-economic reintegration, the programme is also supporting livelihoods stabilization through short term employment creation and income generation for unemployed youth and vulnerable women in selected communities. Like economic reintegration, the approach is to mobilize youth and vulnerable women to form self-help groups for income generation through short terms employment opportunities to enable them mobilize savings as startup capital. They groups are trained and registered as cooperatives to enable access microcredit and other services.  They cooperatives serve as economic entities and as entry point to promote social cohesion and reconciliation between different communities.   

Duties and Responsibilities

The main objective of this consultancy is to develop the livelihoods and income generation capacities of ex-combatants, unemployed youth and vulnerable women for sustainable livelihoods and employment creation through participation in individual and joint business ventures.  At the same time it is also aimed at developing the organizational and financial capacity of cooperatives to enhance not only their economic and financial viability but also promote social cohesion and reconciliation between the ex-combatants and civilian population.

  • Strong interpersonal skills and the ability to initiate discussions about climate change adaptation and reliance issues.

Required Skills and Experience

Education

  • A degree in social sciences or related subjects. A post graduate degree will be an advantage.   

Experience

  • At least 7 years field experience in livelihoods, cooperatives and value chains development with proven work experience with UNDP DDR programme in Darfur and Sudan will be added advantage;
  • Proven record of preparing group livelihoods business plans, analytical reports, and presentation to multi-stakeholders etc;
  • Good command of basic computer skills;
  • Experience working with Government and private sector in Darfur will be an added advantage;
  • Familiarity with the UNDP System will be ad added advantage.
