Background

UNDP works in nearly 170 countries and territories, helping to eradicate poverty and reduce inequality and exclusion. In these countries, we see more and more people, particularly young women and men, push the boundaries of citizen engagement and work towards a future they want. We see the emergence of new infrastructures of social innovators, entrepreneurs and civil society and dramatic shifts in the development landscape, accelerated by new technologies and new finance models.

Government of Pakistan has developed Vision 2025, which recognizes institutional reform and modernization of the public sector as one of the seven pillars of development and growth framework. To actualize this pillar of Vision 2025, the Prime Minister of Pakistan has directed the Ministry of Planning Development & Reform (MoPDR) to propose and implement a program for enhancing efficiency, effectiveness, transparency and accountability of the public sector through institutional change and robust performance management. In order to support the government in this task, UNDP has signed a four-year programme with MoPDR titled “Reforms and Innovation in Government for High Performance” (referred to as ‘the programme’ in this document).

Under the programme, the government will undertake various governance reforms and innovative measures for improving performance and service delivery. The reform agenda aims to bring about improvements in the policies and institutions governing recruitment, training, performance evaluation and compensation of federal civil servants.

In this regard, the technical assistance products developed by the project would benefit from a stronger review mechanism for vetting on technical and political grounds before being tabled in further discussions with the government and other stakeholders. Additional support in terms of monitoring and reporting would ensure quality and impact of project activities. In addition, various initiatives require an enhanced resource envelope in terms of technical expertise, scale-up support for successful pilots, and enhanced visibility and outreach to build a constituency for reform.

In this background, the project is seeking the services of an intern, under the supervision of National Project Manager. The intern will assist the project team in collecting and synthesizing background information on technical aspects of various reform efforts in the country, as well as from around the world

Duties and Responsibilities

Summary of Key Functions:

  • Support in data collection and basic analysis
  • Assistance in mapping civil service reform efforts in Pakistan, as well as from around the world
  • Documentation of best practices in civil service reform from around the world
  • Documentation of innovation in government from around the world
  • Documentation of performance improvement and monitoring mechanisms within the government from around the world

Any other tasks assigned by the supervisor

Required Skills and Experience

Bachelor’s Degree in International Relations, Political Science, Economics or related social sciences.

Currently enrolled in undergraduate/graduate programme  

Fluency in the English and Urdu required.
