Background

Green Climate Fund is supporting developing countries to effectively access and deploy resources for limiting climate change and adapting to its impact. To effectively utilize emerging opportunities under Green Climate Fund involving several stakeholders at national and sub-national level the MoEFCC and UNDP are implementing a GCF Readiness Programme. The Programme is expected to offer needs-oriented support to India for accessing and using the GCF.

It is important and necessary to connect a large global issue such as climate change to home local issues such as livelihood, food security and access to energy ensuring that the local constituency starts bringing these up on their priority lists while making state and district level plans which also contributes to national level planning. Under the GCF readiness programme, it is envisaged that the state and national agencies will have better understanding of their priorities which aligns with key result areas of the Green Climate Fund. For this, adequate information on the framework and processes of GCF needs to be developed and synthesized for key stakeholders to understand its importance and functioning. The objective of this assignment is to develop manuals and guiding document for state government departments in the form of handy information booklets. The booklet would carry simplified messages on Green Climate Fund- result areas, investment priorities, process to develop project concepts and full length proposals, consultations etc. This will help state governments and other agencies at all levels to develop, implement and monitor projects for Green Climate Fund. 

Duties and Responsibilities

Provide information on GCF (in English and Hindi) on following points but not limited to

Manuals

  • Background of Green Climate Fund
  • Procedure to access the Fund for Programming
  • Role of National Designated Agency and National Implementing Entity
  • Accreditation Process
  • Overall allocation Framework of GCF
  • Key result areas for both adaptation and mitigation and what does it mean in Indian context
  • Investment priorities for Green Climate Fund and what does it mean in Indian context
  • Private Sector Facility

Guiding Document to develop a project concept and proposal

  • Developing the concept note with case study
  • Developing the full-length proposal with case study
  • Project concept and full length proposal approval process.
  • Key factors for a successful proposal
  • Any other issue/s as suggested during the development of Manuals.

  • Final Manual in Hindi and English (This will be designed properly with illustrations and handed over as a print ready copy)

GCF Guiding Document to develop project concepts and proposals

  • Draft Guiding Document in English

Required Skills and Experience

Academic

  • Post-graduation or equivalent in Environment/Climate Change/ Sustainable Development Studies

Experience

  • The Consultant must have a proven track record of a minimum 5 years of national/international level experience and expertise on preparing similar kind of manuals/handbooks on issues related to environment. In addition, the required qualifications include:
  • The consultant should have developed manuals and guidelines on climate change or environmental issues for multilateral/bilateral agencies.
  • The consultant should have undertaken atleast 2 documentation/research work on Climate Policy at national and state level;
  • The consultant should have worked on two project with the Government/bilateral/ multilateral agencies in the field of climate change adaptation and mitigation projects;

Language Requirements

  • Fluency in English and Hindi is required. Excellent writing and verbal skills.

Institutional Arrangement:

  • Contracted consultant will submit the monthly progress report to the programme officer;
  • Contract will be administered by UNDP;

Schedule of Payments:

UNDP will release payment as below:

  • 30% on Submission and acceptance of Draft Manual and Guiding Document in English
  • 30% on submission and acceptance of Draft Manual and Guiding Document in both the languages.
  • 40% on submission and acceptance of final manuals in both the languages. (This will be designed properly with illustrations and handed over as a print ready copy)

Documentation required

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of   the Candidate and at least three (3) professional references.  Please also quote your lumpsum fee in Indian Rupees (INR) for the consultancy services. 

Evaluation Method and Criteria

Technical Proposal (70%)

  • Expertise and experience (35 marks)
  • Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan (35 marks)

Financial Proposal (30%)

To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

Only candidates obtaining a minimum of 70% of the total technical points would be considered for further process.

  • Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Consultant may have to arrange his own computing equipment.
