UNDP Indonesia has systematically supported the Government of Indonesia in tackling environment related crimes since the beginning of reformation era. Lessons learned over the years have pointed out that weak law enforcement in the environment sector is best addressed with the use of a Multi-Door Approach. This approach was launched by the Government in 2012 under the name “Multi-Door Approach to address environment related crimes in forest areas and peatlands” (hereinafter referred to as the “Multi-Door Approach”) and is seen as a major breakthrough in handling environment related crimes in forest areas and peatlands.

A significant step in the process to establish the Multi-Door Approach was marked by the signing of a Memorandum of Understanding (MoU) on 20 December 2012 between the Ministry of Forestry, Ministry of Environment, Ministry of Finance, the Attorney General, the Chief of Police and the Head of the Financial Transaction Analysis and Reporting Center on ‘Improving Law Enforcement Cooperation to Support Sustainable Natural Resources Management in the framework of implementation of REDD+’.

To remedy the aforementioned challenges, this project is designed to capacitate the relevant law enforcement institutions who signed the MoU of implementing Multi-Door Approach in countering natural resources and environmental cases, in particular, the Ministry of Environment and Forestry, the Attorney General’s Office and National Police. It will institutionalize the Multi-Door approach by improving each relevant Multi-Door Agencies’ SOP and programme/performance indicators, supporting the handling of joint cases and providing a Support Facility that will lead to the establishment of the Multi-Door Approach secretariat led by MoEF.

The Multidoor Support Facility project is established to provide support for the Secretariat of Multidoor Approach Law Enforcement under the Directorate General of Law Enforcement, the Ministry of Environment and Forestry. In providing the support, UNDP Indonesia established a team consists of national project manager, project assistant, junior project clerk for administrative functions, and junior project clerk for communications. All of the team members will work closely with the Operations, Programme, and Projects staff to exchange information and ensure consistent service delivery, programme and projects’ staff in the Country Office (CO) and the operations office of the Multidoor Secretariate. 

The Junior Project Clerk (Communications) will be supervised by the national project manager and worked closely with communications consultant will provide support services by ensuring high quality of work, accurate, timely and properly recorded/documented service delivery to cover communication functions. Under the overall guidance of the national project manager, the selected junior project clerk would develop how to communicate Multi-Door project related progress and results to targeted audiences. It will explore and test newspaper form which will be main material for web, social media platform and so on.

Duties and Responsibilities

Under the direct supervision of the National Project Manager, the  Junior Project Clerk (Communications) will perform the following duties and responsibilities: 

1. Provides Communications support to the Project Management Unit focusing on achievement of the following results:

  • Provide support to the national project manager and work closely with communications consultant to develop and compliance of function specific documentation (e.g. drafting and editing social media posts, Individuals bi-annual newsletter, publication copies, digital, and hard-copy appeals, articles etc.), as required. Assisting the national project manager to develop and execute an adequate and integral communication plan for internal and external communication;
  • Assisting the national project manager and communications consultant in preparing project events related with promotional and awareness raising (exhibition and or journalist visits). Collecting and compiling significant information and evident from project implementation processes and results as main sources for developing communication materials;
  • Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project. Monitor and evaluate the use and effectiveness of media materials and share results and findings;
  • Providing support to conduct media tracking, to collect and cluster news and/or articles related to the project from printed and electronic media to be used as a media coverage and supplement for the project report;
  • Support to review project documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval;
  • Conceives and drafting of files, graphics, and/or illustrations for visual media, including web, social media, and print. 

 

 

 2.Supports strategic partnerships, communication, and support to the implementation of resource mobilization:

  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project;

Required Skills and Experience

Education:* 

  • Minimum High School, or Diploma or Bachelor Degree.

 

Experience:*

  • Minimum of 3 years of relevant professional experience, preferably in the field of communications or Journalistics for high school. graduated

Language Requirements:

  • Fluency in written and spoken Indonesian; and Ability to written and spoken English is required.
