Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

The Uganda Bureau of Statistics is mandated by the UBOS Act, 1998, to develop and maintain the National Statistical System (NSS), and is charged with the responsibility for coordinating, monitoring and supervising the NSS. The Bureau is guided by a five-year strategic Plan, and in collaboration with selected Ministries, Departments and Agencies (MDAs) as well as Higher Local Governments (HLGs) executes the Plan for National Statistical Development (PNSD) to deliver its mandate. The PNSD provides a framework and mechanisms for further reform of the NSS.? It emphasizes the acceleration of statistical capacity development for data production and use in the country.? Its design was anchored on the National Development Plan (NDP I) and Millennium Development Goals (MDGs), and, the framework underscored the Post 2015 Development Agenda.? It operates within the global, regional and national development frameworks.

The current UBOS regular programmes account for over 95 percent of the NDP II data requirements. However, the UBOS strategy and PNSD II (2013-14/2017-18) are not aligned to the timeframe of the NDP II, and the evolving regional and international statistical and development frameworks. The mission of the NSS (PNSD) is “to promote evidence-based policy, planning, decision-making, good governance and accountability, monitoring, evaluation and reporting at all levels by providing coherent, reliable, efficient and demand-driven statistical data, information and services”.?

The PNSD Goals

i) Goal 1: Increase demand for and usability of statistics.

ii) Goal 2: Improve data production and management.

iii) Goal 3: Enhance data quality assurance.

iv) Goal 4: Improve statistical coordination and management.

v) Goal 5: Strengthen human resource management and development in statistical production and dissemination.

To date, 31 MDAs and 56 HLGs have been supported to design Strategic Plans for Statistics (SPSs), some of which are being implemented since July 2013. The PNSD II expires in FY2017/18, and a Mid Term Review (MTR) of the PNSD II was undertaken in 2016. In addition, a number of assessment? studies have been undertaken that will inform the extension of the PNSD.

Rationale

The PNSD II implementation has increased the appreciation of statistics in meeting user needs for planning, measuring performance and reporting.? However, the PNSD midterm review findings and emerging development frameworks including the NDP II, Global Strategy for improving Agriculture Statistics, Sustainable Development Goals (SDGs) among others present data requirements that may not be met by the current PNSD strategies.? The Mid Term Review recommendations underlined an extension of the PNSD II implementation period for two more years (FY2018/19 to 2019/2020) to address the incomplete activities and emerging issues. The PNSD extension will also provide an opportunity for alignment of the PNSD II to the NDP II timeframe.

Further, there is need to undertake consultations with key stakeholders and the respective MDAs/LGs to inform the PNSD III design. UBOS is seeking for experienced, knowledgeable and committed individuals with the right attitude to support the PNSD (MDA/LG SPSs) update considering the MTR findings and the changing development frameworks.?

Duties and Responsibilities

Objectives

The overall objective is to extend the PNSD II implementation period by two years (2018/19-2019/2020) and, design the PNSD III (2020/21-2024/25).

Specific Objectives:

Specific Objective 1

Review the PNSD II mid term report and current status of implementation to develop a plan of action aligned to the NDP II and SDG requirements for FY2018-19/2019-20.

Tasks

a) Review the PNSD II MTR.

b) Review the status of implementation of the PNSD II.

c) Review assessment reports and identify proposed action areas to be included in the proposed PNSD

d) Define the requirements of the extended PNSD II.

e) Align the requirements of the PNSD II extension to the NDP II timeframe and related regional and international frameworks.

f) Develop a two year plan of action for the PNSD II aligned to the NDP II.

In addition, special attention should be given to the following issues from the PNSD II MTR;

i. PNSD critical areas for reforms in the NSS.

ii.Improvement of key policy, legislative, and institutional reforms for advocacy, dissemination,

iii. Coordination of surveys and rollout of statistics standards and quality assurance frameworks.

iv. The long term integrated census and survey program

v. Improvement of administrative data in MDAs & HLGs.

vi. Investments in the ICT to support statistics.

g) Integration of MDAs / HLGs into the PNSD.

h) Mechanisms for development of PNSD III - priorities, strategies, actions and financing.

Specific Objective 2

Design the PNSD III for the period 2020/21 to 2025/26 (2021-2026).

The PNSD update process will involve a review and design of Sector/LG SPS long-term plans with realistic implementation arrangements taking into account;

i. Costed priority actions sequenced over 10 years including actions for addressing sex disaggregated data;

ii. Human Resource capacity development strategy.

iii. Resource mobilisation strategy.

iv. ICT Infrastructure development strategy

v. Monitoring and evaluation framework

Tasks

The tasks will involve

1. Assessment of;

i.  National, sub regional, regional and international development frameworks affecting statistics in the NSS.

ii. Data production and use of statistics [systems, statistics, indicators, quality and gaps];

iii. Stakeholder analysis and data needs

iv. prioritization of existing and emerging data demands,

v. Skills and HR capacity for statistics;

vi. Coordination and institutional arrangements

vii. Development Partner engagements with respect to statistics in line Ministries;

2. Conduct stakeholder consultations and validation of findings from (No. 1) at sectors and HLGs level.

3. Design Sector and HLG SPSs as building blocks of the PNSD III.

4. Consolidate PNSD III with findings from (No. 3)

Methodology:

The PNSD II extension and design of the PNSD III will be informed by previous works and ongoing activities.? Particular attention will be focused on the theory of change which will demonstrate the impact of statistical development and use for policy, planning and decision making.

Reporting

Under the overall guidance and support of UN Women, the lead National consultant working on the PNSD shall report jointly to the Executive Director.? Principally, to the UBOS Director Statistical Coordination Services, and routinely work in consultation with the Principal Officer, Statistical Coordination Services. The lead consultant will work closely with the other consultants on the team on this assignment.? Regular communication between the lead consultants, UBOS and MDAs/HLGs will be essential.

The existing statistics committees will mobilize technical staff from the respective MDAs and HLGs.? They will facilitate the review processes and provide necessary support to the consultant/s.

The draft report will be reviewed and validated by members of the Inter Agency Committee (IAC), the National Standards indicator core team, UBOS Management and the PNSD Steering Committee.

The final report will be submitted to the Executive Director, UBOS.

The hired consultant will work with a team of three consultants as follows:

National Consultant for Higher Local Governments (30 days)

National Consultant for the Ministries, Departments and Agencies (30 days)

National Consultant for UBOS (30 days)

Their specific roles and responsibilities should be described and included as part of the submission.

The lead consultant is responsible for the final output of this assignment, including engaging the national consultants for Higher Local Governments, Ministries, Departments and Agencies.? ?He/She will be accountable to UN Women to ensure that the team composition as proposed is maintained for the entire period of the? consultancy.

Scope of the Assignment:

The process will focus on analysis of the internal and external environment for statistics, the theory of change and value for money relevance, effectiveness and efficiency of the PNSD and NSS, taking account of the NDP II, SDGs and related framework. It will also provide insights and strategies for enhancing harmonization, coordination, and compliance to statistical standards across the NSS for improved quality, credibility and use of statistics at different levels of the individual LGs, sectors and NSS in general.

The assignment will cover all implementing PNSD MDAs and HLGs that have developed SPSs, Users (key government oversight agencies – MoFPED, OPM, NPA and MoLG; and the MDAs and LGs, key data providers, Private Sector, Civil Society and Development Partners (DFID, UNWomen, World Bank, UNICEF, UNFPA among others).?

The entire period of this consultancy will last 60 working days.?

An inception report detailing understanding of the ToRs, methodology, work schedule and expected outputs will be produced and submitted for discussion prior to actual implementation of the assignment.

The update process will be consultative and inclusive covering all MDAs and LGs under the PNSD framework.? The consultant will undertake consultative meetings.

Workshops and meetings will be adopted as platforms for discussing, reviewing and generating consensus on findings for both MDAs and LGs to enhance quality of inputs in the strategic documents. The consultant will submit a brief progress report on field and data collection activities and training of data collectors.

Evaluation of applicants Candidates will be selected on the basis of cumulative analysis of:

• Technical Qualification(100 points) weight [70%]

• Financial/Price Proposal (100 points) weight [30%]

A two-stage procedure will be utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 70 points in the technical qualification evaluation will be evaluated.

Financial Proposal review criteria:

The financial proposal will be reviewed according to the following criteria:

·The total number of points allocated for the price component is 100.

·The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

NOTE: The financial proposal should clearly and separately indicate the cost in UGX of conducting the assignment.
