Strengthening the rule of law and the justice system is central to the consolidation of democracy and stability in Indonesia. While the country has made strides over the last two decades, its justice sector remains in need of further reforms. UNDP has implemented several projects that are specifically aimed to support the Government of Indonesia in strengthening the capacity to consolidate the justice sector, such as the Strengthening Access to Justice in Indonesia (SAJI) project and the Support for Justice Sector Reform in Indonesia (SUSTAIN) project.?

The SAJI project seeks to improve the access and the delivery of justice especially to the poor, women and diffable groups of the communities, while the SUSTAIN project is aimed to enhance public trust in the judicial system through support to the Government of Indonesia in strengthening the rule of law. ?The specific objective of the SUSTAIN project is to inc¬rease the transparency, integrity and accountability of the judiciary and the quality of justice services delivered to the people.?

Despite some notable achievements in the area of access to justice and rule of law, the need of further reforms remains, particularly in terms of restorative justice system. Although the Government of Indonesia has declared the establishment of an integrated juvenile justice system as one of the national priorities in the National Medium Term Development Plan 2015-2019, some challenges remain such as: the number of juvenile crime perpetrators has increased in the last five years (2011-2016), the juvenile detention and rehabilitation facilities remain largely insufficient, the restorative justice approach is not properly implemented in the juvenile justice system, and the implementation of Law No.11/2012 on Juvenile Criminal Justice System Act (JCJSA) still needs major improvements, particularly on the restorative justice.

Responding to the those challenges, UNDP Indonesia in partnership with the Danish Embassy in Indonesia will implement a project called “Improving Restorative Justice through Integration” or the IRJI project. the project’s overarching goal is to contribute to increase capacity, coordination, coherence, effectiveness and efficiency of the restorative justice system in Indonesia. The project will aim at laying a solid foundation for further interventions in the area of juvenile justice system in Indonesia, working on two components: Advocacy/ Policy Engagement and Capacity Strengthening through Piloting.

In view of the upcoming project implementation, UNDP is recruiting a Technical Officer, who will work as part of the Project Management Unit. Under the overall guidance of the National Project Manager, the Technical Officer supports the management of the UNDP’s Improving Restorative Justice through Integration (IRJI) portfolio. The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The incumbent also will support to the new partnerships with development partners, while providing project assurance, providing technical assistance to project when required and overall monitoring and other relevant operational issues.

The Technical Officer supervise project support team and work in close collaboration with the programme team, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the project. The reporting responsibility of the incumbent is to the National Project Manager as the supervisor.

Duties and Responsibilities

1. Ensures implementation of ?project strategies focusing on achievement of the following results:

  • Effective monitoring of project trends, including delivery of projects outputs against usage of project resources.
  • Thorough analysis on contribution of project outputs toward achievement of outcome level results within the context of the political, social and economic situation in the country.
  • Active participation in various policy and partnership form, as well as relevant international conferences and meetings on local economic development area ?to keep abreast of the sector and facilitate programme development;
  • Effective support to the National Project Manager and the Programme Team in identifying new rule of law and access to justice programme/project ideas through consultation with the Government, other donors, UN agencies, and NGOs.
  • Effective support to National project manager in implementation of goal and gender action plan.

 

2. Participates in effective management of the project ?focusing on quality control from formulation to implementation of the projects, achieving the following results:

  • Provision of substantive input and support to the initiation/ design some parts of CO projects within the area of responsibility as well as translation of UNDP’s priorities into local interventions in coordination with the National Project Manager and the Programme Team.
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Timely regular project board sessions to review progress against deliverables.
  • Provision of input and support to the regular internal project assurance monitoring (IPAR), identification of operational and financial problems, development of solutions.
  • Preparation of inputs for project reporting, including donor reporting and risk management.
  • Effective implementation ?of gender equality accountability framework and Gender equality Results Based management: performance management review, ATLAS initiative, reporting, etc

 

3. Maintain ?partnerships for project implementation with implementing partners  focusing on achievement of the following results:

  • Regular assessment on the implementing partner’s capacity and ensure that capacity development strategy is embedded within the framework of the project implementation
  • Established and maintenance of link of communication between Project Management Unit and the country office for providing effective support and assurance
  • Effective support and facilitation on wider partnership with project stakeholders to encourage coordination and synergies between various actors and ?thus ensure more impactful results
  • Promotion of stakeholder awareness on project activities and results to support partnership and resource mobilization for future project implementation, replication, and up-scaling.
  • Actively implement strategic approach as guided by supervisor to achieve the UNDP Gender Equality agenda or national gender equality agenda with internal and external partners

 

4. Provides top quality support services to the nationally implemented projects focusing on achievement of the following results:

  • Facilitate the development of annual workplan, including detail plans for procurement, recruitments and other country office support services in collaboration with the project management unit,
  • Effective support to the project management unit in identifying the appropriate modalities for acquiring inputs for project activities (e.g. recruitment & procurement modalities)
  • Effective organization and facilitation of training for projects staff as necessary on UNDP operational issues.

 

5. Facilitation of knowledge building and management, producing and disseminating lesson learned from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization focusing on the following results : 

  • Identification of entry points for knowledge generations and knowledge sharing from project experience;
  • Effective contributions to knowledge networks and communities of practice.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project and programme country policy goals
  • Provision of support to the information sharing event and dialogue within the donor community by initiating and/or participating in consultative meetings that will address the issues and needs in collaboration with key partners.
  • Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the National Project Manager, thus relevant, high-impact advocacy campaigns are implemented with key partners.
  • Effective support to the establishment of showcase to external stakeholders on progress made and impacts delivered
  • Organization of training for the operations/ projects staff on various issues.

Required Skills and Experience

Education:*

  • Master degree in Law, Development Studies, Public Administration or other relevant fields of study would be preferable

 

Experience:*

  • Minimum with 6 years of relevant experience for candidate with Bachelor Degree or 2 years’ relevant experience for candidate with Master Degree in providing project management services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among project stakeholders. Experience including analytical work, programme/project development in the areas of justice and rule of law.?

 

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

 

Other Requirements:

  • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia is desirable.
  • Knowledge of Indonesia’s juvenile restorative justice system is highly desirable.
  • Strong familiarity and experience in working with the Police Department, Prosecutors Office, Judicial Courts and Rehabilitation Centers is an advantage.
  • Strong knowledge and experience in project management are essential and ability to write high-quality reports.
  • Excellent inter-personal and team building skills.
  • Full time availability for project management duties is essential.
  • Familiar with the Government and UNDP procedures is an advantage.
  • Up-to-date computer skills required.
