Placing women’s rights at the centre of all its efforts, UN Women leads a coordination on the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. In order to effectively communicate its work in a timely manner, UN Women Nepal Country Office (NCO) is seeking professional services to produce high quality video clips and video graphic materials on relevant subjects in various lengths as per specific needs and purposes.

Duties and Responsibilities

The selected consultant (the Videographer) will work with UN Women Nepal Country Office (NCO) to produce high quality videos related to the situation for women and girls in Nepal. The Videographer will work closely with UN Women staff during all stages of video production, right from the formulation of concept, to the development and finalisation of a storyboard, collection of raw footages, production of the video and submission of the final product. UN Women has first selection rights to all originals taken on this assignment with non-exclusive concomitant world rights in all media in perpetuity.

Key Duties and responsibilities:

  • Record and produce videos in Nepali with English subtitles to document events, activities and interview key partners/beneficiaries in video format;
  • Provide different visual perspectives (close-up, medium range, long distance videos, video graphics, multi exposure, etc.);
  • Ensure videos and videography materials meet the technical standards (properly filmed, processed and edited, etc.);
  • Provide rough edit selections of best footages, with complete caption information;
  • Supply complete subtitle information in word document that references the file name of video clip, with appropriate background information. Names for all people are NOT necessary. Names of places are essential, including whether the location is a village, town, or district.

UN Women will provide the following support to the Videographer:

  • Briefing and detailed explanation of the kind of videos needed and help in defining the best content for different purposes,
  • Assistance in acquiring access to specific locations in the form of a letter confirming that the Videographer is on an assignment commissioned by UN Women.

Duration of Assignment and Duty Station:

  • The duration of this professional service is from the date of the signing of the contract until December 2018. The assignment is Kathmandu-based with possibility of travels for the following locations as per needs of UN Women: Sunsari, Makwanpur, Kavre, Nawalparashi, Banke, Kailali, Sindupalchowk, Dhading, Sindhuli, Sarlahi, Rautahat, Achham and Bajura.

Contract Supervison:

  • The Videographer will work under the direct supervision of Programme Specialist/Head of Unit of Economic Empowerment Unit in close consultation with Communication Analyst who will be responsible for the quality assurance of the deliverables. 

Final Product and Deliverables:

The Videographer will be requested to produce high quality video clips on relevant subjects in different lengths with subtitles in English. Specifications of respective products will be provided by UN Women on each production but overall will fall under the followings:

Specific requirement for videography submission:

  • Deliverables must meet technical standards of videos:
  • All footage should be shot HD (16:9) 1080p50 or 1080p60;
  • For cut piece a SPLIT TRACK AUDIO (natural sound on one track, voice and music, if any, on the other track) should be submitted;
  • Compression H.264/MPEG4 or better video at 12000kbps (minimum) or high-definition broadcast quality;
  • AAC Audio at 256kpbs;
  • Script/storyline and storyboard tailored to local and international audiences as approved by UN Women;
  • In case subtitling is required, final outputs should be submitted in three versions: Version 1 clean; Version 2 with subtitle and Version 3 without subtitles;
  • 1 (one) master copy of the longer videos in DVD with appropriate caption;
  • Raw video footages and interviews in DVD;
  • Two copies of a DVD. 

Copyrights:

  • UN Women has non-exclusive world rights in perpetuity;
  • Videos will be credited as follows: UN Women/name of the videographer;
  • UN Women should be permitted to use videos in all countries without a time limit;
  • Before the Videographer uploads any videos to an online video database (YouTube, Flickr), she/he should contact UN Women to obtain consent;
  • UN Women can provide the video footages to other UN organizations or the media at no cost, as is the practice

Competencies

  • Ability to work independently to direct, organize, and facilitate necessary resources;
  • Proficiency with DSLR equipment & taking photographs;
  • Knowledge of leveraging video sharing platforms for marketing and outreach;

Required Skills and Experience

Education:

  • Bachelor’s degree in journalism and/or any related field.

Experience:

  • At least five years working experience in videography with a record of providing high-quality, creative, images for clients;
  • Familiarity with development and humanitarian programmes/issues;
  • High level of creativity and initiative;
  • Have own camera and other videography equipment;
  • Experience producing videos for international organizations is an asset;

Language:

  • Ability to communicate in English and Nepali. 

Evaluation Process:

The candidates will be evaluated in three stages: according to minimum qualification, technical and financial evaluation. 

Technical evaluation criteria (including minimum qualifications):

  • Qualification (Max 10 points);
  • Working experience in video production with a record of providing high-quality, creative, videos for clients (Max 20 points);
  • Demonstrated skills and expertise in the production of videos (on the basis of reference materials submitted) (Max 20 points);
  • Familiarity with development and women's issues (Max 10 points);
  • Experience capturing footages for international organisations (Max 10 points).

Maximum total technical score amounts to 70 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 49 points under the technical evaluation will qualify to the next round of the financial evaluation.

Evaluation of submitted financial offers will be done based on the following formula:

S = Fmin / F * 30

  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.

A candidate who accumulated the highest aggregated score (technical scoring + financial scoring) will be awarded with this assignment.
