Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Programme Initiative (FPI), building on its “Safe Cities Free of Violence against Women and Girls” Global Programme, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces. There are presently over 25 cities that participate in the Global FPI, including cities in developing and developed countries.

The Global FPI was designed with local and global partners in response to growing concerns across the world about every day experiences of women and girls of sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, markets, pathways to schools, buses and trains or in their own neighborhoods. It also contributes to the emerging international knowledge base on effective human rights based comprehensive strategies on safe and sustainable cities.

The Global Programme is based in the Ending Violence Against Women (EVAW) Section, Policy Division, UN Women Headquarters in New York.  The section is responsible for several functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and supporting national teams to develop policy driven programme initiatives.

Under the primary supervision of the Policy Advisor, Safe Public Spaces, the Technical Specialist is responsible for providing substantive technical input on policy driven programme processes and interventions to prevent and respond to violence against women, building partnerships with global stakeholders and development partners, and contributing to global policy advocacy events and knowledge products.

Duties and Responsibilities

Provide substantive technical input on policy driven programme processes and interventions to prevent and respond to violence against women:

  • Monitor the implementation of the International Knowledge and Exchange Platform for the Safe Cities and Safe Public Spaces Global FPI;
  • Provide technical inputs to the establishment of new mechanisms to facilitate cross regional technical support based on technical support and information exchange requests of country and regional offices, and UN partners;
  • Provide technical input on progress reviews being conducted on selected safe public spaces programmes;
  • Provide coordination and technical input to the organization of a donor roundtable before end of year
  • Participate in technical support meetings with team members working as part of UN Women’s Safe Cities Global FPI, including virtual meetings with field colleagues, as required, and follow up with the provision of global technical inputs on key deliverables discussed (e.g. interventions on safe public transportation, policy guidance and handbooks);
  • Provide technical inputs to the adaptation and review of Global Guidance notes produced in different languages.

Build partnerships with global stakeholders and development partners:

  • Strengthen cross thematic partnerships/cooperation/consultations/ with international networks and partners on women’s safety, especially women's organizations, UN system, academia, private sector and foundations for more effective implementation of FPIs and Global Programmes to end violence against women and girls;
  • Provide inputs to donor reports for which the EVAW Section is responsible, particularly in regards to EVAW global policy funded activities in donor agreements, and integrate feedback of the Policy Advisor as part of these processes, in collaboration with relevant programme managers in the field.

Coordinate and organize global policy advocacy events and develop knowledge products:

  • Work with country teams to ensure the production and refinement of short good practice thematic briefs to be uploaded in UN Women’s Knowledge and Exchange Platform/Communities of Practice for the Global FPI, and compiled in a Global Compendium of Practice.
  • Provide and coordinate inputs from country teams on knowledge products related to high level global policy advocacy fora;
  • Provide substantive inputs to the implementation of relevant, high-impact advocacy activities with key partners, including in relation to Safe Public Spaces;
  • Provide technical inputs to the development of talking points for UN Women Senior leadership.

Work in consultation with UN Women Country Programme Focal Points in select country teams, and provide any technical support to the Section staff as may be requested by the supervisors.

The key results expected will have positive impact on the organization’s capacity and credibility in the implementation of highly effective programmes with strong impact.

  • Timely online availability of FPI global guidance to support programming for impact;
  • Timely updates on UN Women’s Knowledge and Exchange Safe Cities and Safe Public Spaces;
  • Quality and timely global technical inputs on key deliverables related to country programme requests (e.g. interventions on safe public transportation, policy guidance and handbooks);
  • Timely execution of Global Policy Fora related to Safe Cities, Safe Public Spaces, and EVAW;
  • Donor Roundtable implemented in a timely manner;
  • Quality Monitoring of deliverables associated with the Communities of Practice/Knowledge and Exchange Platform on the Global FPI and refinement as needed.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in international development studies, gender/women’s studies, social sciences, or related fields.

Experience:

  • At minimum of 5 years of progressively responsible development and research experience at the international level in areas such as crime prevention, community safety, and gender based violence, especially within international organizations, or part of international development projects;
  • Experience in leading and producing analytical materials on the issues of violence against women and girls, gender responsive urban and transportation planning in the context of developing countries;
  • Experience in providing feedback on instructional materials and technical reports, especially as a part of international projects in the area of ending violence against women and girls and women’s safety in urban, rural and other settings;
  • Experience in the organization and implementation of global policy advocacy fora, including technical online support, in particular, with regard to ending violence against women and girls;
  • Experience in International development is preferred.

Languages:

  • Fluency in English is required;
  • Knowledge of Spanish is an asset.
