Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support public entities to increase technical expertise and institutional capacities for strategic planning and implementation of Kuwait National Development Plan (KNDP).

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

The General Directorate for Civil Aviation (GDCA), is responsible for the management and operation of Kuwait International Airport and the supervision of all its services and facilities extended to air transport traffic. It is also responsible for the supervision of construction and maintenance of facilities servicing the international civil aviation movement. The Oversight of civil aviation safety matters including registration, certification, operation and maintenance of civil aircraft is also performed by GDCA. Its responsibilities extend to supervising all government authorities and provide bodies functioning at the Kuwait International Airport.

To support the improvement of civil aviation in Kuwait, GDCA is in the phase of implementing strategic projects in-lined with the KNDP. These projects are considered fast-track projects due to the urgency of implementation to meet the demand on transport of passengers and freight. GDCA in the process of employing contractors and consultants for the proper and timely execution of the following projects:

  • Support Terminal Building team in Kuwait International Airport to expand the capacity of the existing airport facilities. It is being implemented on a one-year design-build contract to expedite provision of part of the additional required capacity. It consists mainly of a terminal building, additional car park, and connection to the existing terminal.
  • Terminal 2 Airport Building consisting of (i) airside components including a runway approximately 3,600 meters long, 60 meters wide, taxiway and aircraft apron, including safety, lighting and aviation equipment, (ii) landside components including a terminal building with necessary utilities, passenger movement facilities and equipment, baggage handling equipment, aviation company management system and furniture in addition to commercial facilities, (iii) car park and access road.

Within the context, the General Directorate for Civil Aviation is interested in acquiring the services of an Engineering Specialist to supervise, monitor and follow-up on current and future projects being carried out to expand Kuwait International Airport activities.

Note: This position will be on governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development (GSSCPD)

Duties and Responsibilities

Under the direct supervision of the Director General of Civil Aviation and with close coordination with the ICDI Project Management, the Engineering Specialist will undertake the following tasks:

  • Manage and administer contracts of consultants and contractors including conflict and disputes resolution, variation orders, extension of contracts and issuance of addendum.
  • Provide technical consultation on projects management including revision of contractors’ proposals, program for allocation of staff and equipment, and inventory of materials and equipment.  
  • Provide Technical consultation regarding quality assurance of works, specification of material and equipment.
  • Provide technical consultation on safety measures and security procedures on site.
  • Prepare financial scheduling and promote incentive-driven activities.
  • Provide value management of single elements and components, and function-oriented judgment practices.
  • Verify and approve Environmental Impact Assessment of Projects activities.
  • Monitor performance of budgets and schedules of projects.
  • Manage compliances with contracts signed by GDCA, and follow their respective procedures.
  • Asses any potential changes and challenges related to project delivery, and their impact on the contract, advise on the impact, and any non-compliance issues related to projects.
  • Prepare monthly, quarterly and yearly status reports on ongoing and pipelined projects.
  • Provide project management support to ensure successful implementation of GDCA projects. Conduct thorough analyses on the performance of projects (efficiency and effectiveness) and determine whether a change of project scope is required;
  • Establish and maintain a tracking mechanism of previous projects and their performance (efficiency, effectiveness and impact) that documents lessons learned and practical recommendations moving forward;
  • Develop and implement Quality Assurance Plans for all projects.
  • Develop monthly reports

Required Skills and Experience

Education: 

  • Minimum Bachelors Degree or equivalent in Civil Engineering or other related fields (Masters Degree is Preferable).

Experience: 

  • Minimum 10 years experience in general civil engineering projects.
  • Relevant Certificate in the field of Engineering Design and Study of Claims (*please attach in one document along with CV)
  • Registered arbitrator certificate and specific experience in administration of contract and disputes.
  • Traceable record of work on similar governmental projects;
  • Practical experience working with the organizations/ private sector/communities in implementing development related projects/activities;

Language Requirements: 

  • Fluency in English and Arabic (writing and speaking) is a must.
