Background

BACKGROUND

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

Indonesia is taking significant steps to address the challenges presented by climate change. The National Action Plan on GHG Emission Reduction (RAN-GRK) was issued in 2011 which commits to reduce national GHG emission by 26 percent from business as usual and 41 percent with adequate international support by 2020. Indonesia has also developed of the National Action Plan for Climate Change Adaptation (RAN-API) to ensure the low carbon development goes hand in hand with country’s resilience in anticipating adverse impacts of changing climate. 

To reach the country ambitious goals, a large increase of sustainable funding and more effective use of current resources are required. The Sustainable Development Financing (SDF) project was set up in 2014 to strengthen the capacities of the Government of Indonesia to green the processes of policy decision making, budget planning and monitoring by focusing on the development and implementation of budget tagging and performance-based budgeting system.

The SDF project is a joint collaboration between UNDP-UNEP Poverty -Environment Initiative (PEI) and UNDP ‘Strengthening Governance of Climate Finance to Benefit the Poor and Vulnerable’ project funded by the Swedish International Development Cooperation Agency (SIDA). The SDF Project is coordinated by the Centre for Climate Finance and Multilateral Policy (PKPPIM) at Fiscal Policy Agency (BKF) of Ministry of Finance, and works with national partners, including Ministry of Environment and Forestry and Ministry of Home Affairs.

The SDF project have three outputs:
Output 1. Fiscal instruments and performance-based budgeting developed to strengthen quality implementation of environmental activities (climate change mitigation, climate change adaptation and biodiversity) at national level.
Output 2. Capacity of piloted line ministries and sub-national governments enhanced to implement the environmental fiscal instruments and performance-based budgeting that include poverty alleviation benefits.
Output 3. Fiscal instruments and performance-based budgeting developed to strengthen quality implementation of environmental activities (climate change mitigation, climate change adaptation and biodiversity) at sub-national level.

Under the overall authority of National Project Director (NPD) and the direct supervision of the Technical Adviser on Natural Resources Governance of UNDP Indonesia and Deputy National Project Director (DNPD), the incumbent shall assit and performing supervision and lead programme support staff. The NPM works in close collaboration with the UNDP Country Office Management Support and Business Development, Programme and Operations teams and programme staff in other UN Agencies. The incumbent shall perform the following things for the successful implementation of Sustainable Development Finance (SDF) project under the Fiscal Policy Agency of Ministry of Finance.

Under the overall guidance and on behalf of the Project Board, the project manager has the authority to run the project on a day-to-day basis. The project manager is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost. The primary reporting responsibility of the incumbent is to the board through the National Project Director as the primary supervisor. Additionally, for matters related to UNDP contractual administration the Technical Adviser on Natural Resources Governance of UNDP Indonesia will be the secondary supervisor.   

Duties and Responsibilities

1. Manage and supervise the project team to ensure effective implementation and achievement of results:

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
  • Ability to carry out gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
  • Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation; 
  • Consults with the project board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Performs Project Manager duties on UNDP’s ERM (ATLAS) in line with the DIM manual and as outlined in the delegation of authority for Project Managers. 
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.

2. Ensure effective planning, budgeting, and implementation of the project 

  • Prepares project’s annual and quarterly work plans and organizes project board meetings to obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner; 
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team; 
  • Organizes semi-annually project board meetings and reports to the project board the project’s progress together with any issues that may require project board decisions; and 
  • As required and directed by the project board, liaises with UNDP’s Quality  Assurance and Result Unit (QARE) to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE 
  • Effective leadership and coordination of management for gender equality results based on team work, gender focal team setting, goal setting including development of gender action plan, effective work share, horizontal and reciprocal relationhip

3. Create and nurture strategic partnerships and support to the implementation of resource mobilization 

  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project; 
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results and  in the same time promoting gender equaity
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;  
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors; 
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

4. Facilitate knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organizes and delivers trainings for the operations/project staff on project/programme management issues; 
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing; 
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master degree or Bachelor degree, in business administration, management, political sciences, social sciences, chemicals, industry, engineer, or other relevant fields of study. 

Experience:

  • Minimum2 years professional experience of Master degree, or minimum 6 years professional experience of Bachelor Degree, preferably in the field of development.
  • Experience in climate change related works will be an advantage.
  • Experience in working with UNDP Project and with Indonesian government is also an advantage.
  • Hands-on experience in design, monitoring, and evaluation of development projects.
  • Experience in the use of computers and office software packages.

Language Requirements: 

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia is an advantage.
  • Knowledge of climate change programmes and experience in implementing related projects and programmes highly desirable.
  • Strong knowledge and experience in project management are essential and ability to write high quality reports.
  • Excellent interpersonal and team building skills.
  • Full-time availability for project management duties is essential.
  • Familiar with Government and UNDP procedures is desirable.
  • Up-to-date computer skills required.
