Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. 

The autonomy of women in private and public life is essential to guarantee the exercise of their human rights (ECLAC, 2010 c). Autonomy based on gender equality is built through convergence between national gender equality plans, regional and international commitments and agreements. The ability to generate income and control assets and resources (economic empowerment), control over one’s body (physical autonomy) and full participation in decisions that affect their lives and to their community (autonomy in decision making) are the three pillars of equal citizenship and gender equality.

Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. According to its mandate, UN Women works in five thematic areas, such as leadership and participation, women’s economic empowerment, ending violence against women, women peace and security and governance and national planning fully reflect accountability for gender equality commitments. UN Women is also the lead Agency in coordinating the UN Country Team on gender equality and is chairing the UN Group on gender equality.

Duties and Responsibilities

Under the overall guidance and supervision of Programme Specialist, the Programme Associate will be responsible for assisting the implementation, reporting and evaluation of the programmes, by performing the following functions:

  1. Support in the formulation of programme strategies and Country programme Action Plan
  2. Support to Programme Management
  3. Administrative and Financial Management support to the Programmes
  4. Support to knowledge building and sharing

1. Support to formulation of programme strategies and Country programme Action Plan

  • Collection, analysis and presentation of information for identification of areas for support and programme implementation. 
  • Provision of programme and administrative support in the preparation of programme work plans, budgets, proposals on implementation arrangements

2. Support to Programme Management

  • Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
  • Coordination with collaborating organizations and partners at central and local level;
  • Provision of guidance to the executing agencies/entities on routine implementation of projects.
  • Assistance in the monitoring and reporting on various sub-contracted activities and services as required, in accordance to programme needs;
  • Support in developing progress reports and correspondence as necessary, and provision of inputs to donor reports as per EU or applicable guidelines;
  • Support to project monitoring, evaluation and audit missions as well as of missions of experts; support implementation of audit recommendations;
  • Organize, compile and process information from donors, Regional Office and programme team, as inputs to various databases and documents;
  • Support in the tracking and reporting on mobilized resources.

3. Administrative and Financial Management support to the Programmes

  • Support in the review of Financial Reports;
  • Support in budget monitoring;
  • Take timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Create requisitions in Atlas for development projects registers;
  • Prepare cost sharing and trust fund agreements, follow-up on contributions within the CO resource mobilization efforts;
  • Assist in the in planning, designing, implementing, and documenting of field visits, special events, meetings, conferences, staff missions, and trainings including with the logistics, budgets, reproduction of background documentation, preparation of list of participants, and the drafting of minutes;
  • Assist in drafting routine correspondence, and translates, as necessary, following and ensuring standard corporate and UN and EU requirements;
  • Supports proper record keeping and filing of the project;
  • Support preparations and logistics for annual reviews and evaluations, as needed;
  • Support all procurement processes as per UN Women rules and procedures and support to implementing partners in the execution of UN Women funded projects and activities; 
  • Perform other duties as assigned by the programme and/or UN Women management.

4. Support to knowledge building and sharing

  • Participates in the trainings for the operations/ projects personnel.

Required Skills and Experience

Education/Academic qualification:

  • Completion of secondary eduaction is required. Bachelor's degree in Business or Public Administration is an asset.

Work Experience:

  • Minimum of 6 years of relevant administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English and Albanian.
