Background

The Sustainable Development Goals Fund (SDG-F, www.sdgfund.org) is a development cooperation mechanism created in 2014 by UNDP, on behalf of the UN system, with an initial contribution of the Government of Spain, to support sustainable development activities through integrated and multidimensional joint programmes. It builds on the experience, knowledge, lessons learned and best practices of the previous MDG Achievement Fund (2007-2013), while expanding its activities towards sustainable development and a higher attention on public-private partnerships. Gender and women’s empowerment is a cross-cutting priority in all our areas of work. The SDG-F intends to act as a bridge in the transition from MDGs to SDGs, providing concrete experiences on “how” to achieve a sustainable and inclusive world post 2015.

The SDG-F Secretariat is the operational coordination unit for the Fund and services the SDG-F Steering Committee. The Secretariat sits in the Bureau for External Relations and Advocacy (BERA) of UNDP headquarters. The Secretariat is delegated by the Steering Committee to ensure policies and strategies decided by the Steering Committee are implemented and adhered to.

Objective

The purpose of this procurement exercise is to contract an individual consultant who will contribute to the monitoring and evaluation function of the SDG Fund Secretariat

 

Duties and Responsibilities

The Monitoring and Evaluation Consultant, working under the supervision of the SDG-F Director, and in close coordination with the SDG-F Secretariat team, will provide M&E services to the SDG-F Secretariat.

The work of the incumbent will contribute to the effective monitoring and evaluation of the SDG-F’s joint programmes and activities.

Sound advisory support:

  • Assess the quality of proposed joint programme monitoring and evaluation frameworks
  • Provide advisory support to the Secretariat on the monitoring and evaluation systems and
  • strategies in place to capture impact of the fund in advancing the selected SDGs
  • Support overall portfolio management and reporting to Steering Committee; and
  • Provide support to the Directorate on public-private partnerships, as necessary
  • Keep up-to-date with the latest guidance from UNEG and UNDG, etc. to ensure emerging best practices is incorporated into monitoring and evaluation

Strategic guidance, technical support, and coordination of monitoring and evaluation exercises at different levels:

  • Ensure that all documents submitted to the Secretariat (adapted TORs, draft reports, final reports) are provided in the correct formats, to the appropriate requirements, and within the agreed timelines 
  • Manage all received documents to ensure they are accessible to the Secretariat 
  • Review and provide feedback on monitoring
  • Support to plan, coordinate, manage and execute SDG-F level M&E exercises including annual and mid-term reviews and final evaluations (in coordination with the Directorate of the SDG-F)
  • Provide logistical and technical assistance to relevant M&E activities and processes
  • Support of monitoring visits to programme sites; and
  • Support to coordinate, design and implement partnerships with private sector                                                               

Management of data, information and knowledge generated:

  • Extract lessons learnt, share knowledge and disseminate good practices, and formulate recommendations to improve overall programme planning, implementation and evaluation
  • Collate, consolidate and prepare reports, updates, portfolio analysis and databases and factsheets on the M&E and private sector activities processes as required by the SDG-F and the SDG-F Steering Committee
  • Undertake research, data collection, and maintenance of database on relevant tools and references on the harmonization of M&E instruments and technologies of the UN system and OECD/DAC global practice
  • Provide inputs/ contribute to knowledge management function, as necessary 
  • Other tasks that might be required.

Expected outputs and deliverables:

  • Monthly progress reports will document periodic attainment of specific deliverables related to the consultant’s duties and responsibilities stipulated in these terms of reference. The specific deliverables shall include the following:

Deliverables for sound advisory support:

  • Timely advice and support to Country Offices in developing M&E frameworks 
  • Updated M&E templates and guidelines
  • Advisory support to the Secretariat on monitoring and evaluation systems

Deliverables for strategic guidance, technical support and coordination of monitoring and evaluation exercises at different levels:

  • Satisfactory completion of monitoring and evaluation requirements at country level according to SDG-F M&E strategy
  •  Review and feedback on monitoring reports 
  • Review and feedback on final evaluation reports provided by joint programmes
  • Inputs for annual reports for steering committee and MPTF 

Deliverables for Management of data, information, and knowledge generated:

  •  Portfolio analysis and databases, fact sheets, briefing notes and case studies prepared and/or updated as necessary; and.
  •  Draft research pieces
  •  Inputs to knowledge management function, as required

  • Plans and produces quality deliverables to meet agreed on targets
  • Familiarity with SDGs and the SDG Fund.

Required Skills and Experience

Education

Master's degree in social policy, public policy, politics, economics, development studies or a related area (required)

Experience

  •  Minimum 5 years of relevant experience at the national and international level in M&E in the international development field (required)
  • Experience in programme/project formulation, monitoring, and evaluation with international organizations, as well as private sector (required)
  •  Field experience and private sector experience will be an asset
  • Demonstrated experience working with UN Agencies and the Member States
  • Experience working in international environments or in international networks; and Knowledge in the international development agenda and in particular, Agenda 2030/ SDGs and Paris Declaration (Required)

Language

  • Proficiency in English and Spanish is required
  • Knowledge of French would be an asset

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal

  • The financial proposal shall specify a total lump sum amount and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.,
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.? Applicants will be evaluated based on cumulative scoring.? When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%

Technical evaluation - Total 70% (700 points)

  • Demonstrable relevant knowledge and experience in monitoring and evaluation Weight = 10%; Maximum Points: 100;

  • Relevant experience in implementation of SDGs at the country level Weight = 10%; Maximum Points: 100;

  • Experience working with United Nations at headquarters and in-the-field: Weight = 10%; Maximum Points: 100;

  • Fluent English and Spanish, French would be an asset: Weight = 10%; Maximum Points: 100; and

  • Written test Weight = 10%; Maximum Points; 100

  • Interview Weight = 20%; Maximum Points: 200

Having reviewed applications received, UNDP will invite the candidates that achieve 70% of the desk review scores for a written test  and  interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial?evaluation - Total 30%(300 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of SDG Fund’s Director and in close coordination with the SDG-F team and will be responsible for the fulfillment of the deliverables as specified above.

Payment modality

  • Payments will be made on the satisfactory delivery of the above specific deliverables as will be presented in progress reports based on the duties and responsibilities described above as well as the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives. A progress report that will be filled in a detailed time sheet that the consultant will submit with his monthly payment. Such time sheet will include the description of project, tasks and daily activities undertakes.
  • This is a part time consultancy with a maximum of 10 days (7 hour working day) to be worked monthly.
