Background

Purpose
The purpose of the consultancy is to assist the LID Project Team with the identification of a service provider that will be responsible for water supply infrastructure projects design. Specifically, the consultancy will result in detailed terms of reference for tender documents that will solicit qualified proposals for the design and development of detailed project documents for the water supply in the Village of Vrbovac (Municipality of Odzak) and artesian water well in the Municipality of Domaljevac. For this purpose, one (1) local consultant (hereinafter the Consultant) will be engaged.

Objective
The main objective of the consultancy is to provide inputs to the Project Team in the process of analysing the needs, constraints and resources relevant to the future design of relevant documentation and technical specifications related to water supply of the partner local governments. The consultancy is also expected to contribute to the strengthening of project design and management capacities of the municipal administration in Odzak and Domaljevac. 

Background Information
The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented by UNDP BiH. As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living, and improve social cohesion in Bosnia and Herzegovina through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID will work with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main partners are the BiH Ministry for Human Rights and Refugees and the two entity governments. This activity will take place within the Project’s Good Governance component.
 

Duties and Responsibilities

The consultancy will provide expert inputs throughout a key preparatory phase in the process of developing and implementing water supply infrastructure projects within the context of local development strategies implementation. The consultant will provide technical support in the design and preparation of terms of reference for the selection of service provider to deliver a detailed project document for the infrastructure intervention.

This will require structured engagement with the partner local governments, field trips to each location and a series of consultations with all relevant actors throughout the assignment.

Specifically, the Consultant will be expected to perform the following tasks:

Task 1: Conduct desk research and develop workplan 
As part of this Task, the consultant is expected to implement the necessary preparatory activities and agree on a workplan with the project team.
This entails a detailed desk survey exercise that will take in all the necessary documents pertaining to the projects, to include material made available by the partner local governments. The consultant will also, based on information available and consultations with the team, agree on a workplan for the assignment that will be subject to approval from the project leader.

Task 2: Draft terms of reference
Once the workplan has been approved, the consultant is expected to start the design process. The terms of reference will be expected to include the following elements:

  • Brief description of the infrastructure project, a description of each location, including the orientation map with photos of the project location, and a list of existing technical documentation, to include drawings.
  • Requirements for approvals and permits that may need to be issued by relevant authorities;
  • Requirements for prospective offerors, including type of expertise, number and profile of experts available for the preparation of technical documentation, number and type of similar assignments, all of which guarantee the possession of necessary professional competence;
  • List of preliminary exploratory works, geological surveys and geodetic survey works needed, depending on the type and complexity of the infrastructure project; relevant standard and code of practice in BiH; and related BiH legislation;
  • Elaboration of specific conditions or requirements that should be taken into account during the detailed design preparation or should be met by proposed technical solution and detailed design;
  • Table of contents of a detailed design, including technical description, calculations, maps, geodetic data and drawings with defined scale;
  • Number of copies of the finalized detailed design to be delivered in hard copy and electronic format;
  • Sequence of activities for detailed design preparation and necessary consultations with beneficiary and investor; 
  • Total number of working days and number of working days necessary for each task separately;
  • Cost estimate for the preparation of a detailed design.

DELIVERABLES AND TIMELINES

UNDP LID Project Team will closely oversee service provision and work in close and continuous cooperation and coordination with the consultant.
The service deliverables, including any and all materials, will be available for future use within the LID Project and by the relevant stakeholders, as well as by UNDP and other projects in the field of local governance.
The entire service will be delivered in one of the BiH languages. The expected timeframe for the service is from August 2017 to September 2017.
The Consultants are responsible for the following deliverables:

Required Skills and Experience

Education:  

  • University degree in in civil engineering, or relevant experience in the field.

Experience: 

  • Minimum 10 years of professional experience in the relevant field of civil engineering, especially in preparation of technical documentation and project design for the water supply objects and water wells;
  • Experience in working on hydrotechnical structures and similar civil works;
  • Experience in technical design and supervision of drilled artesian well design and construction and water supply objects;
  • Good knowledge and understanding of law regulating for construction, technical regulations and special technical conditions and professional codes;
  • Knowledge and previous experience at the local level within the particular local governments is considered an asset;
  • Relevant professional licences.

Language requirements:  

  • Fluency in English and in the official languages in BiH.

Other:  

  • Excellent computer skills (MS Office applications); ability to use information technologies as a tool and resource.


Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) technically compliant, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
