Background

UNDP’s comparative advantage for the Montreal Protocol Unit lies in its global network of country offices, its experience in integrated policy development, human resources development, institutional strengthening, and non-governmental and community participation. UNDP assists countries in promoting, designing and implementing activities consistent with both the MPU mandate and national sustainable development plans.

It offers countries highly specialized technical services for eligibly assessment, programme/project formulation, due diligence, mobilization of required co-financing, project implementation oversight, results management and evaluation, performance-based payments and knowledge management. 

These projects include a large volume of procurement activities including goods and services. On time and quality procurement is critical to the success of high quality delivery of project outputs and of achieving project outcomes.

Institutional Arrangements

  • The Consultant shall work home-based for the duration of the assignment, hence should be able to work independently and be easily accessible through email, Skype/Lync, etc;
  • The Consultant is expected to have his/her own laptop . 

Duties and Responsibilities

The key expected outputs of the Consultant are as follows:

Maintain Procurement tracking sheet for all Global projects managed by UNDP-MPU;

Carry out procurement processes for goods, services and ICs required in UNDP-MPU projects in full compliance with UNDP rules and regulations, including assistance in all procurement cycle stages: definition of needs, solicitation, evaluation, submission to procurement review committees, negotiation (if applicable) and preparation of contracts;

Assistance and quality assurance of procurement processes carried out by UNDP-MPU Regional Coordination Units (RCUs), upon demand;  

Elaboration of Standard Operating Procedures as needed, and of templates and best practice documents;

Guiding the UNDP-MPU staff in UNDP procurement policies and procedures;

Assistance with development of expert rosters and IC Framework Agreements for various areas of expertise. 

Fees

The consultant is expected to quote his/her fee based on an all inclusive daily rate i.e inclusive of all forseeable expenses.

Payment

All payments will be made upon certification of work completed satisfactory.

Required Skills and Experience

Education:

  • University Degree in Business , Public Administration or related area;
  • Certificate or diploma in procurement and/or supply chain from a renowned institution (e.g. CIPS, ISM, etc.) would be advantageous.

Experience:

  • Minimum 5 years of experience in procurement and supply chain management, preferably in international organizations;
  • Sound knowledge of UNDP’s procurement policies and procedures, specifically related to RFPs and ICs is required;
  • Experience in the submission of reports and other related documents to procurement review committees (CAP, RACP and ACP) required;
  • Experience in elaboration of SOPs, templates, guidance notes, desirable;
  • Experience in developing rosters, Long Term Agreements and other strategic sourcing initiatives, desirable;
  • Experience in development and facilitation of procurement training would be an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)  experience in handling of web based management systems. required.

Evaluation Method

The combined weighted method will be used, 70% (Technical), 30% (Financial).

Evaluation Criteria

  • University Degree in Business , Public Administration or related field, 10 points;
  • Certificate or diploma in procurement and/or supply chain from a renowned institution (e.g. CIPS, ISM, etc.) would be advantageous. 5 points;
  • Minimum 5 years of experience in procurement and supply chain management in an international organization 10 points;
  • Sound knowledge of UNDP’s procurement policies and procedures, specifically related to RFPs and ICs is required. 15 points;
  • Experience in the submission of reports and other related documents to procurement review committees (CAP, RACP and ACP). required. 10 points;
  • Experience in elaboration of SOPs, templates, guidance notes is desirable, 5 points;
