The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the HR Specialist – Workplace Relations and Development, administratively, logistically and technically support all workplace relations, employee engagement, learning and development and performance management activities.

Duties and Responsibilities

Administer and implement HR strategies and policies related to Workplace Relations, and Learning and Development:

  • Ensure full compliance of records and reports with UN and UN Women Rules and Regulations and HR policies and guidelines related to workplace relations, and learning and development;
  • Provide report input to the management and staff on records and status pertaining to Workplace Relations, Learning and Development plans, rules and regulations;
  • Respond to queries concerning HR Workplace relations and Learning and Development related matters;
  • Undertake research on a range of HR related issues and assist in preparation of notes/reports.

Provide HR administrative and logistical services in the field of workplace relations, employee engagement, grievances and disciplinary cases, and learning and development:

  • Provide office support services such as process, draft, edit, proofread and finalize for approval correspondence and other internal and external communications; maintain files, records, monitor deadlines;
  • Provide administrative coordination support for workplace relations services, staff engagement and learning and development  issues;
  • Create and maintain the HR intranet site pages related to workplace relations, and learning and development with content, news, and updates.  

Coordinate and facilitate meetings, events, courses related to workplace relations, learning and development and performance management:

  • Organize events and training interventions such as information sessions, focus groups and consultations on employee engagement, work life balance and other workplace relations issues;
  • Initiate and coordinate activities to encourage and promote global best practices related to work life balance and wellness at the workplace such as wellness fairs;
  • Coordinate and facilitate training courses for personnel related to HR services; organize and execute training events in collaboration with internal and external partners;
  • Monitor and evaluate the status of the learning and development plan on a monthly basis;
  • Support and facilitate the orientation program for all personnel;
  • Provide administrative coordination support to the development and maintenance of learning paths, career development opportunities and career paths.

Maintain data in relation to HR employee consultations, and learning:

  • Maintain, further develop and update internal database and files on learning and development and performance management matters in a confidential and secure manner;
  • Maintain records of compliance training including mandatory courses, standards of conduct and ethics training as well as required HR skills;
  • Generate a variety of standard and non-standard statistical and other reports from various databases relate to workplace relations and development and learning;
  • Monitor the implementation of approved learning events, including budget provision and participant feedback.

Facilitate knowledge-building and knowledge-sharing globally on employee engagement, HR workplace policies, work-life balance policies, learning and development:

  • Contribute to the inventory of best practices in workplace relations, and learning and development;
  • Liaise with the Communities of Practice of HR focal points in Regional Offices and Country Offices to disseminate information on workplace relations issues, work-life balance, and learning and development initiatives and changes;
  • Ensure that information on upcoming learning and development initiatives and career development initiatives are widely communicated within UN Women globally.

Perform any other duties as assigned by supervisor.

Required Skills and Experience

Education:

  • Completion of secondary education with specialized certification in HR;
  • First level university degree in Human Resources, Business or Public Administration, Organizational Development desirable, but not a requirement;
  • Candidates who do not have a university degree or an accredited certification in HR will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • Minimum of 6 years of relevant experience in Human Resources, administration at national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system;
  • Experience in training or learning and development is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working languages is an asset.
