Background

The constitution RDTL provides a provision of special status to Oe-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oe-Cusse has recently been passed by the National Parliament.

UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM) Office since its establishment and has developed a program to support ZEESM conceive, establish and support governance and sustainable and innovative development structures and systems in Oe-Cusse. The framework for UNDP’s support to Oe-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oe-Cusse with an integrated approach to sustainable, social and economic development. The Community Business Development Officer in Oe-Cusse will work under the direction of the Tourism Specialist, the Secretary of Tourism (ZEESM), and the UNDP Project Manager and liaising with the selected Sucus to promote tourism business development.

Duties and Responsibilities

Under the supervision of the Project Manager (PM), Community Business Development Consultant in close cooperation with Secretary for the Community Tourism RAEOA&ZEESM, will execute and ensure that all community business development in tourism and related activities of ZEESM Project, are implemented in a timely manner in strict accordance with UNDP’s set rules, guidelines and procedures.

Ensure implementation of planned community business development tourism related activities:

  • Initiate, create and develop long-term relationships with community groups to foster their commitment and develop partnership arrangements;
  • Facilitate community development planning in order to identify and establish business development opportunities;
  • Asses services that need to be developed within the community and identify potential entrepreneurs;
  • Facilitate capacity building of the community;
  • Establish community transfer and empowerment initiatives in order to ensure the transfer of powers and responsibilities is beneficial to the community;
  • Cooperation with community on developing services which will complement development of a tourism product; and
  • Conduct other relevant activities, as instructed by the supervisor.

 

Community Business Development in tourism, support functions:                                                           

  • Provide operational support in the establishment and engagement of 2 Working groups Oesilo (Bobometo), Fonte Sagrada (Bobocase, Lalisuc);
  • Provide operational support in engagement of service and hospitality sector in Pante Macassar for development of 1. Regional Tourism Cluster Oe-Cusse;
  • Provide assistance in liaison with community for development of 2 community based tourism packages;
  • Provide support in development of 2 to kick-start activities:  Dili Darwin Yacht Rally and Small FAM tour Adventure Oe-Cusse;
  • Capacities built, within 2 communities offering tourism and hospitality services through Business Incubation;
  • 2 Community-based tourism packages developed;
  • First steps for the development of the 1. Regional Tourism Cluster Oe-Cusse set;
  • 2 kick start tourism activities organized. 
  • Participate in trainings related with community business development;

Competencies

  • Excellent public speaking and presentation skills.
  • Ability to work under pressure and meet tight deadlines.
  • Experience of working in a multicultural team.
  • Excellent report writing skills.

Required Skills and Experience

Academic Qualification:

  • Bachelor Degree in Business Management, Tourism and Hospitality, Economics, Administration, social sciences or related areas.
  • Master degree in tourism, economic development or business management is an advantage (not obligatory).

Years of Experience:

  • At least 1 (one) year for Bachelor’s degree and 0 (zero) year for Master’s degree in previous experience in business development support in the public or private sector.
  • Previous experience of working on community development is a strong advantage
  • Previous experience with UNDP is a very strong advantage
  • Experience in the usage of computers and word/excel package.
  • Comfortable learning new software as needed, transferring the knowledge and providing training.
