Background

BACKGROUND

Following many changes in context in Sri Lanka since 2015, and the universal commitment made in September 2015 to ensure the achievement of sustainable development by 2030, UNDP embarked on a process of re-defining the alignment and strengthening the design of its access to justice/ rule of law, human rights, Parliamentary support and peacebuilding portfolio.

UNDP from 2017 will support Sri Lanka with innovative programmatic and operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UNDP will work in collaboration with several stakeholders, including government, semi-government, civil society, private sector, UN agency and development partners and through increased engagement with the people of Sri Lanka, on the above mentioned inter-linked and complementary thematic areas of focus, to provide integrated and high quality technical advisory and support services.

The present National Police Commission was established under the 19th     amendment to the Constitution of Sri Lanka. The underlying purpose of establishing the NPC was to ensure independence, freeing the Police Service from interference or undue influence; and to instill respect for Rule of Law among all ranks of the Police Service and to perform their duties impartially and fearlessly. The key functions of the NPC are human resources management of the police service and investigating into public complaints against police.

Building on the work undertaken in 2016 and early 2017, UNDP Sri Lanka seeks to provide support to the National Police Commission (NPC) to strengthen its efficiency and effectiveness as an independent oversight body relating to policing.

 

SCOPE AND OBJECTIVES   

  • The objective of this assignment is to analyze and modify (revise or fully develop) current job descriptions for all staff categories of the NPC in order to enhance their effective and efficient management to provide a better service to the general public.

UNDP Sri Lanka seeks to hire the services of a consultant to:

  • analyze and modify (revise or fully develop)  existing job description of all staff categories of the NPC against      expected roles and functions in line with the organogram of the NPC;
  • identify gaps hindering performance of existing duties and modify (revise or fully develop) the job descriptions as appropriate, in consultation with the NPC.

Duties and Responsibilities

RESPONSIBILITIES

The consultants shall be expected to;

  1. Review existing laws, rules, regulations and other documentation that applicable   for functions of the NPC, its staff recruitment and management;
  2. Review current job descriptions of all staff categories;
  3. Interview respective staffs including the senior management when necessary;
  4. Study and understand the mandate and work process of the Commission;             
  5. Make necessary arrangements on his/her own to visit   Provincial Office in Kandy (as a sample visit) to understand operational mechanism at provincial level.

 

Expected Output/Deliverables

  1. Analysis of existing job descriptions;
  2. Identification of gaps hindering performance of existing duties;
  3. Modify (revise or fully develop) job descriptions of all NPC staff categories as appropriate in consultation with the NPC;
  4. Present a draft report (including the above 1 - 3) to the NPC for review and feedback;
  5. Incorporate any suggestions made by the NPC into the report;
  6. Present the finalized report (including the above 1 – 3 and 5) to the NPC.

 

TIMEFRAME

The duration of the contract is 03 months.

Starting on 11th of September 2017 – 11th of December 2017. The final report shall be presented to the NPC  prior to one week of contract  expiration.

Competencies

CONSULTANT PROFILE    

  • The consultants will be identified based on relevant experience in a similar prior capacity of work, analytical skills and educational qualifications and familiarity with the working scope and legal mandate of independent commissions. Prior working experience with the NPC or Sri Lanka Police or public administration sector would be an added advantage;
  • 7-10 years of experience in similar assignments;
  • Previous experience in working with the UN is preferred;
  • Fluency in English and Sinhala both oral and written, is a necessary requirement.

  • Knowledge on functions & operational mechanism of independent commissions established under the 19th amendment to the Constitution of Sri Lanka and knowledge in Complaint/Investigation Analysis, Human Resource Management Analysis and   Public Administration.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and  adaptability;
  • Excellent coordination skills and result oriented collaboration with colleagues.

  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
  • Good team player who has ability to maintain good relationships.

 

Required Skills and Experience

QUALIFICATIONS

  • Masters degree in Human Resources Management, Management, Law, Social Sciences, Public Administration, Development Studies or related field; a combination of relevant academic qualifications and extensive experience may be accepted in lieu of the Masters degree.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

PAYMENT FOR SERVICES

The selected Company shall receive payment in three installments from UNDP as follows, upon NPCs acceptance of the deliverables and UNDP certification of deliverables: 

  • Upon Completion of Deliverables 1 - 3 - (10%);
  • Upon Submission of the Draft Report to the NPC - (35%);
  • Upon presenting the Finalized Report to the NPC - (55%).
