Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programmes broadening the scope of women’s citizenship, leadership and political participation, especially in transition countries. This is essential to ensuring that transitions are both fully inclusive and democratic, and respond to the needs and priorities of women and girls. Additionally, and as part of broader momentum for reform across the Arab states, and towards institutionalizing gender in governance, ROAS assists efforts to make national plans and budgets fully supportive of gender equality commitments. Economic empowerment is another critical concern, therefore, ROAS engages with regional partners and civil society to advance policies and programmes that bolster women’s opportunities in this arena. Ending violence against women is another critical component of UN Women ROAS by supporting the adoption of national policy frameworks, reforming laws discriminating against women, establishing comprehensive prevention and protection services, and raising awareness of strategies to combat violence.

Against this background, the ROAS is developing a new strategic note, as well as leading the coordination, normative and policy work of UN Women in the region. The strategic support division, directly supports the regional director in strategic planning, coordination, the normative and policy agenda. In line with UN Women´s new strategic plan (2018-2021), the regional office will also be developing a new strategic note, grounded in the SDGs, corporate priorities and regional needs. A consultant is sought to support the development of the regional Arab States Strategic plan. 

Duties and Responsibilities

Under the overall supervision of the regional director the consultant will be:

  • Developing a comprehensive gender analysis of the Arab region and UN Women´s work. This will be based on thematic chapters already drafted and a desk review;
  • Analysis of partnerships and resource mobilization;
  • Draft a strategic note for the Arab region, based on the global SP and the direction of UN Women AS as guided by the regional director;
  • Consolidate and draft an integrated results framework;
  • Support in planning and participating in regional consultations with external stakeholders;
  • Finalize the SN, based on internal and external feedback.

The consultant will be guided in their work by the regional director, and will have thematic chapters (already drafted) available for consolidation in the note. He/She should review the global strategic plan of Un Women (http://www.unwomen.org/en/executive-board/documents/strategic-plan-2018-2021) in preparation for the assignment. An outline and templates for the SN will be shared and made available

The assignment is home based, with a deadline as follows:

  1. Inception report/desk review: September 10th;
  2. Initial draft of SN: September 15th;
  3. Final draft of SN: September 20th;
  4. Editing of SN based on initial feedback: October 15th;
  5. Final SN: November 15th.

Education (10):

  • Master`s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies.

Experience (50):

  • Minimum of 7 years of relevant national/international working experience in international development with substantive experience in the area of development and or gender equality and women’s empowerment issues;
  • Experience in drafting strategic documents, results framework, and gender analysis:
  • Experience in the United Nations, UN Women and/or other multilateral organization, field work experience, are highly desirable;
  • Good knowledge of internal management systems including RMS, DAMS, LEADS, ATLAS considered an asset.

Language (10):

  • Fluency in English is required;
  • Excellent English writing skills required;
  • Knowledge of French and/or Arabic is an asset.
