Background

In 2016 the Iraqi Government has established the Economic Reform Unit under the leadership of the Prime Minister’s office to steer and oversee the implementation of the reform agenda that was launched by the Prime Minister in late 2015. The reform agenda constituted of many pillars with the aim to diversify the Economy, increase revenue collection, combat corruption and improve management of national assets. The ERU is also tasked to oversee and support particular economic reform initiatives to meet loan conditionalities agreed with the international financial lending institutions such as IMF and WB. Consequently, UNDP has established the Funding Facility for Economic Reform (FFER-Federal) to support the Iraqi federal government in its efforts to undertake economic reforms. FFER-Federal is positioned to be the financing instrument that is used to channel high-caliber international or national expertise and support into top priority reform initiatives. Since the establishment of ERU, UNDP has been working with ERU to support the implementation of different reform initiatives through carrying out in-depth assessment for targeted areas within defined sectors to be covered by reform programmes, followed by developing action plans with milestones based on findings and recommendations generated through the assessment phase.  Finally support the ERU and respective government institutions to operationalize the developed action plans.

The main objectives of the work of the Communication and Reporting Specialist are to support the project management and the ERU on all reporting and communication work related to the activities undertaken by ERU, and ensure effective communications, visibility and knowledge management. This would include collecting information on the progress made by concerned Iraqi entities towards the implementation of loan requirements as per the performance criteria   articulated in the loan agreements with the international lending institutions. The Expert will work with ERU’s embedded international team at the PMO, and report the Project Manager.

Duties and Responsibilities

The consultant will be required to engage closely with the all relevant government counterparts and a range of international partners on a regular basis. The consultant is expected to deliver the following:

  • Under the direct supervision of the Project Manager, the incumbent will perform the following tasks:
  • Coordinate reporting activities; 
  • Provide technical support, training and clarification on reporting policies; 
  • Gather and analyze information about donor policies, trends and preferences; 
  • Prepare donor appeals and reports including the Standard Project Report for the Annual Reporting Exercise, in conjunction with Programme and Logistics Officers; 
  • Ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner;
  • Ensure effective communications, visibility and knowledge management;
  • Develop, implement and monitor a project communication and visibility plan, facilitate better understanding among partners about programme progress, and adhere to UNDP and development partner guidelines on communications and visibility;
  • Undertake field visits and liaise with line ministries involved in the reform programmes to gather the information and results related to the programme;
  • Assist the all components of the programme in producing and documenting all kinds of programme related reports including visibility material;
  • Establish and maintain fully operational state-of-art programme documentation unit;
  • With input from the national monitoring and evaluation officer, produce high quality quarterly, six-monthly and annual programme progress reports;
  • Provide high quality editing and formatting for all programme related documents;
  • Support programme staff in organizing and managing seminars, workshops, press conferences and field visits as required;
  • Prepare and edit press releases, programme related progress reports and documents;
  • Provide relevant expert services to the project management unit, programme components and implementing partners on reporting and communications and act as a facilitator or trainer;
  • Provide through progress reporting continuous analysis of the achievements, facilitate project review, evaluation and audits;
  • Ensure the maintenance of sound filing system and appropriate use and recording of all project experience, activities and results;
  • Implement all reporting and communication work of the programme.
  • Perform any other duties assigned by the project management and ERU leadership as per need of the programme.

The consultant will be submitting weekly progress reports to project manager in form and substance satisfactory to UNDP.

Required Skills and Experience

A. Education:

Master’s degree in Mass communications, social sciences international relations or related areas.  

B. Work Experience

  • Five years relevant working experience.
  • Excellent writing, editing, and oral communication skills in English and Arabic.
  • S/he should have an extensive experience in communication and diffusion strategies and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to conservation and development fields.
  • S/he should be well versed in the latest electronic publishing and graphics methods.
  • Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
