Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The consultant will follow closely the UN debate on data revolution, the establishment and compliance with gender indicators for the Sustainable Development Goals (SDG), the national mechanisms to promote women equality in the Americas and Caribbean region along with regional and national processes geared towards the development and utilization of gender statistics.

The consultant will be up-to-date on issues and events in the area keeping the Deputy Regional Director, the Regional Office and Country Representatives informed of relevant issues and events and providing technical assistance and support to relevant processes led by Country Offices and counterparts.  

General Objetive 

To undertake and systematize gender analysis and research in the Americas and the Caribbean Region providing technical assistance for the High Level Political Forum 2017. 

Specific Objectives

  • To undertake gender analysis and research on UN Women’s priority areas and produce credible well-grounded statistical analyses and related reports.
  • To engage proactively in advocacy, knowlege management and promotion of gender statistics
  • To plan and manage UN Women programme in strategic areas related with the topic of Gender Statistics, including SDGs and interagecy initiatives. 

Duties and Responsibilities

The main activities/function of this consultancy include: 

  • To undertake policy research and prepare quantitative and qualitative studies, utilizing statistical methodologies, and knowledge of database applications for statistical analysis.
  • To elaborate knowledge products on Gender Statistics within the framework of the SDGs and 2030 Agenda
  • To revise assure quality and coordinate publication of the “Diagnostics on Gender Statistics Capacities” paper.
  • To develop and maintain partnerships with government counterparts, UN agencies, donors, and NGO partners.
  • To lead formulation, implementation, monitoring and evaluation of development programmes and projects on gender statistics during the consultancy period.
  • To assist the RO in identifying further specialized statistics technical assistance and support countries in developing Terms of Reference
  • Support the activities and products derived from the participation of UN Women in the Working Group on Gender Statistics of the Statistical Conference of the Americas (Aguascalientes).
  • To develop and support indicators in areas of UN Women mandate. 

Preparation work:

This consultancy requires the presentation of a technical proposal including a work to achieve the objectives mentioned in section II and the Expected Outputs mentioned on Section IV. In addition, it should define the material and logistical support to be provided by the Regional Office of UN Women. The proposal will be submitted to the supervisor and will be adjusted according to the observations and contributions received.

  • To undertake Policy Research, develop policy briefs, contribute to gender innovations.

Knowledge Management      

  • To elaborate knowledge management material on Gender Statistics within the framework of the 2030 Agenda.
  • To organize and develop webinars with the Gender Statistics Communities of Practice.
  • To develop Knowledge Products (publications).
  • To support and expand the initiative to develop a Gender Atlas, following Mexico experience.

Technical Assistance              -

  • Technical assistance processes and its corresponding reports (Costa Rica – Policy for Gender Statistics.
  • Technical assistance to Argentina in the revision and update of a system of gender indicators and its validation with civil society.

Publications                            

  • To revise, assure quality and coordinate publication of the “Diagnostics on Gender Statistics Capacities”.
  • Implementation of gender statistics database in alliance with SEGIB and Corte Suprema de Justicia Iberoaméricana. 

Consultant Responsibilities: 

  • Compliance with the activities plan and presentation of products within the defined estimated periods as set out in the subsection of "Expected Outputs".
  • The consultant will maintain permanent coordination with the supervisor for an effective implementation and development of products required by the consultancy service, as well as to provide information as requested under the terms of reference.

Reporting line:

  • Supervision of the consultancy will be conducted by the Deputy Regional Director.

Duration:

  • The consultancy will have an estimated duration of (6) months; with possibility of extension for new products.

Consulting Fees:

  • The fees will be paid against the delivery of expected products and outputs.

Required Skills and Experience

Education:

Completed Master’s Degree in Research, Statistics, Demography, Econometrics or closely related field, with specialization in gender and/or human rights or closely related field.

Experience:

Minimum 5 years of experience at the national or international level in development, working on the research, design, implementation, monitoring, and evaluation of development projects, preferably in the field of gender and human rights of women.

Minimum 3 years of experience in carrying out research and preparing quantitative studies, utilizing statistical methodologies, and requiring a thorough knowledge of database applications for statistical analysis.

Prior experience in the UN System and the Americas and Caribbean region will be an asset.

Language Requirements:

Fluency in English and Spanish is required.

Fluency in French or Portuguese is an asset.

Working knowledge of other UN official language is an asset.
