Background

The ACP-EU Development Minerals Programme is a €13.1 million capacity building program that aims to build the profile, and improve the management, of Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and UNDP, and implemented by UNDP. The mining of Development Minerals has important implications for sustainable development, however, they have not to date received adequate attention for their potential to impact livelihoods and few development programmes have provided support for this mining sub-sector. Often referred to as Low Value Minerals and Materials (LVMM) due to their low price as a function of their weight, and their relatively low value to international commodity markets, Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of domestic development.

Programme implementation and management

The ACP-EU Development Minerals Programme will build the capacity of key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, intermediaries, transportation and logistics service providers, construction companies; business development stakeholders such as mining and quarrying associations, chambers of mines, training centres, universities, consulting companies; and social stakeholders such as civil society organizations and community groups.

The programme is under implementation at both regional and country levels. Regional level activities such as training will involve forty (40) countries from the 6 ACP regions; while in-depth support at country level will be provided for 6 countries namely: Cameroon, Fiji, Guinea (Conakry), Jamaica, Uganda and Zambia. Training and support will be provided in the following thematic areas of importance to the sector: 1) mine and quarry management; 2) environment, health and safety; 3) entrepreneurship skills; 4) market analysis and investment promotion; 5) geo-data and maps design; 6) community relations and addressing grievances.

Scope of Knowledge Management & Post-training follow-up tasks

The programme is seeking a skilled consultant to lead the implementation of the ACP-EU Development Mineral’s knowledge sharing and virtual collaboration platform that seeks to enhance the exchange of knowledge and experiences through South-South learning and cooperation informed by the project document’s outcome and output indicators. The consultant will also undertake follow-up on the implementation of Return-to-Work (RTW) plans by training participants as part of the programme’s post-training support for both professional and personal development; support web-based updates as well as implementation of the social media strategy. (S)he will take part in weekly review meetings to provide updates on the implementation of activities related to the knowledge sharing and virtual collaboration platform; the trends in response rates of implementation of participant Return-to-Work (RTW) plans as well as implementation of the social media strategy.

Duties and Responsibilities of the Consultant – Knowledge Management & Post-training follow-up

The Knowledge Management & Post-training follow-up consultant will work under the overall supervision of the Programme Manager and the direct supervision of the Programme Specialist while collaborating with the Monitoring & Evaluation consultant and the Technical Specialist.

The Knowledge Management & Post-training follow-up consultant will undertake the following functions:

Lead the implementation of knowledge sharing and virtual collaboration platform hosted by the EC’s Capacity4Development. This will include the following:

  • Inviting training beneficiaries to join the knowledge portal and supporting their navigation of the site;
  • Uploading participant Return to Work plans and the progress reports from trainings and workshops onto the knowledge platform;
  • Leading and moderating discussions of the community of practice;
  • Compiling and disseminating weekly digests of news and events;
  • Web-based task management; sharing bookmarks, events, pictures, and other relevant content;
  • Establishing a repository/library of Return to Work plans and the progress reports as well as of themed publications; and links to RSS feeds of quality-checked websites;
  • Acting as group administrator for the knowledge portal;
  • Liaising and collaborating with the Capacity4Development focal point on features and updates on the knowledge portal;
  • Preparing a detailed calendar of knowledge sharing and virtual collaboration activities;
  • Prepare progress reports resulting from the implementation of knowledge sharing and virtual collaboration activities highlighting potential bottlenecks in programme implementation and recommending actions to address the bottlenecks.

Post-training follow-up. This involves the following tasks:

  • Drafting and leading the implementation of a Protocol on the follow-up of participants’ Return to Work plans;
  • Liaising with training participants on submission of Return to Work plans following the guiding template. For regional level trainings, undertake direct follow-up with the participants; For country-level trainings, collaborate with the Country Coordinators in undertaking the follow-up;
  • Liaising with training participants on submission of the Progress Reports following implementation of Return to Work plans as per the guiding template. For regional level trainings, undertake direct follow-up with the participants; For country-level trainings, collaborate with the Country Coordinators in undertaking the follow-up;
  • Preparing a database of all submitted Return to Work plans and their subsequent progress reports from both regional and country-level trainings in collaboration with the programme implementation team and the Country Coordinators;
  • Liaising with and supporting the Monitoring & Evaluation Consultant to extract outcomes data and results from the Return to Work plans and corresponding Progress reports submitted by training participants;
  • Liaising with and supporting the Communications & media outreach consultant and the programme implementation team to identify training participants to be profiled as a result of the implementation of their Return to Work plans;

 

Web-based updates. This involves the following tasks:

  • Drafting and uploading programme implementation updates on the programme’s website;
  • Liaising with Country Coordinators on the country-level updates and uploading them onto the Focus country pages  of the website;
  • Liaising with the web-developer to ensure that the updates are uploaded as required.
  • Collate data & information on implementation progress for drafting the programme’s bulletin.
  • Support the implementation of the programme’s social media strategy as well as the documentation of impact trends.
  • Participate in weekly review meetings to provide updates of the evolution of tasks assigned.
  • Any other tasks assigned by the Programme Manager.

Deliverables:

  • Development and implementation of a detailed calendar of knowledge sharing and virtual collaboration activities for the programme through the Capacity4Development portal;
  • Development of a database of Return to Work plans and Progress reports for regional and country level trainings;
  • Development of a Protocol for the follow-up of implementation of Return to Work plans;
  • Documentation of program results and impacts through uploading of programme implementation updates on the programme’s website;
  • Documentation of impact trends in the implementation of the programme’s social media strategy.

Intellectual Property:

All information pertaining to this programme as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

Required Skills and Experience

Education

  • Bachelors’ degree in International Development, Sustainable Development, Natural Resource Management, Economics or related disciplines.

Experience

  • At least 2 years' experience in Knowledge Management and Social media functions for a wide range of clients (corporate, UN, NGOs) is required;
  • In-depth knowledge and skills in planning and implementation of knowledge sharing and virtual collaboration through Capacity4 Development knowledge portal;
  • Excellent understanding of capacity development approaches that involve support for personal and professional development through implementation of Return to Work plans;
  • In-depth skills and knowledge of web-hosting;
  • Excellent understanding of data and trend analysis skills for social media;
  • Advanced computer and technical oriented skills
  • Demonstrated ability to work well both independently and within a multicultural team;
  • Excellent verbal and communication skills.

Language

  • Fluency in English and French (both oral and written) is required;
  • Knowledge of Spanish an asset.

The proposals should be sent via email with the following subject heading: Financial Proposal/LVMM- Consultant – Knowledge Management & Post-training follow-up consultant by latest August 31st, 2017. Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. The currency of the fee could be submitted in USD and EUR.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 2 years' experience in Knowledge Management and Social media functions for a wide range of clients (corporate, UN, NGOs) is required; – 20 points;
  • In-depth knowledge and skills in planning and implementation of knowledge sharing and virtual collaboration through Capacity4 Development knowledge portal – 20 points;
  • Excellent understanding of capacity development approaches that involve support for personal and professional development through implementation of Return to Work plans;– 20 points;
  • In-depth skills and knowledge of web-hosting; - 15 points;
  • Interview inclusive of sample of previous social media trend analysis report drafted by the candidate – 15 points
  • English and French language proficiency (with Spanish proficiency an asset) – 10 points

Financial Criteria - 30% of total evaluation

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
