Background

The Capacity for Disaster Reduction Initiative (CADRI) is a global partnership composed of 14 UN and non-UN organizations: FAO, OCHA, UNDP, UNICEF, WFP, and WHO as Executive Partners, and IFRC, IOM, UNESCO, UNITAR, UNOPS, WMO, OECD and WB/GFDRR as Observers.

The Partnership was established in 2007 with a view to increase the capacity of the UN System to support countries to implement the Hyogo Framework for Action (2005-2015). Since its creation, it has significantly evolved from a training programme to a broad capacity development facility geared towards supporting countries development of a coherent framework to prevent, manage and recover from the impact of disasters in line with the Sendai Framework for Disaster Risk Reduction (2015-2030).

The CADRI Partnership developed the “Capacity Assessment and Planning” tool which is composed of 10 modules with tailored question groups that need to be developed into an interactive web application in order to make it freely accessible on the internet. The question groups are currently accessible under: www.cadri.net/cadri . The web tool is expected to include the following features:

  • The website must be compatible with the most popular browsers (IE, Safari, Chrome, Firefox) and its correct behavior has to be guaranteed on the latest and the two previous versions of the navigators mentioned above;
  • A section dedicated to the free public access hosting material which is not subject to confidentiality restrictions and a section dedicated to the use of authenticated users who will be able to contribute with inputs leading to the creation of Capacity Assessment reports;
  • An administration section should be included in the web tool in order to control user registrations and password management. Roles should be able to be assigned to the authenticated users which will define them as contributors or report administrators. The number of users should be unlimited;
  • The website must be multilingual and secured with a SSL certificate;
  • The web tool should be complemented with an offline version which will allow contributors to input data while they are not online and have that data pushed to the online website once the employed device is connected to internet again. The offline version of the web tool must be compatible with Windows and macOS platforms while compatibility with the iOS and Android mobile platforms is highly desirable also;
  • The web tool content should be easy to maintain by personnel with low-middle IT knowledge level.

The CADRI Partnership is seeking a highly professional company or individuals with proven experience that will commit to accomplish the implementation of the assessment tool according to the specific requirements of CADRI and to ensure its maintenance (security updates, content entry or revision support).

Duties and Responsibilities

The consultant will support the CADRI Partnership to develop and maintain the web application functioning and secure. It will also provide necessary updates and technical improvements. This shall include the following:

  • Define a detailed requirements inventory that will make possible to find the correct technologies/platforms to be employed in order to fulfil the CADRI expectancies related to the final product. This step will clarify the hosting requirements for the future tool;
  • Build a mockup site or provide sketches that will allow CADRI to validate the final graphic design and site structure before incurring in major software/graphic development efforts;
  • Development and set-up of the first version of the web application based on the accepted proposal of technology\design combination;
  • Find bugs on the pre-production versions of the product by means of a test protocol. Correct discovered bugs. Perform minor modifications or improvements to the product based on tests. Validate production version;
  • Manage the migration of the production version of the product to the chosen hosting facility;
  • Provide training on the use of the web tool to the CADRI personnel;
  • Maintenance: Hotline and ticketing services, content entry support, security updates, etc;
  • Able to provide technical support by email or telephone between the hours of 9am and 5pm Monday to Friday for the diagnosis and remediation of defects;
  • Provide content entry support.

Scope of work

In implementing this assignment, the consultant is expected to work closely with the CADRI team and UNDP IT support staff. The consultant will provide the following support services:

         Security

  • Security patches to be installed within 30 days of their release. Only updates deemed relevant will be installed;
  • The consultant company will use reasonable endeavors to respond to technical support enquiries within 24 hours. If the remediation takes any longer than 1 week the consultant company will give an estimate in writing.

         Technical Support

  • Address browser compatibility issues with the Website;
  • Ensure current functionality of the web application is stable and working properly.

         Content Management

  • The consultant to assist with the uploading of the materials made available by the CADRI Partnership and with the management of content on the web application. This shall not include the creation or development of new content.

         Training

  • The consultant to provide training to the CADRI Team relevant to content management;
  • Unless agreed otherwise in writing, training shall be carried out over the phone/ Skype using screen sharing software.

         Final product

  • Optimized, secured and updated web application;
  • CADRI staff supported in managing the website content;
  • Website content and structure is owned by UNDP on behalf of the CADRI Partnership.

Other informations:

  • The assignment is home based;
  • The consultancy is for 45 working days during a period of 3 months i.e. 11 Sep - 11 Dec 2017;
  • The consultant will be paid upon satisfactory delivery of the service and submission of a formal invoice;
  • The consultant shall inform CADRI on a regular basis about the use of its time and the remaining days available. It is the responsibility of the consultant/company to make sure the agreed number of days are strictly respected and no additional fees will be disbursed by CADRI for any additional days.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Computer Science, Web Design or a field related to the Terms of Reference is required. Relevant experience and a Bachelor’s Degree can substitute for a Master’s degree.

Experience:

  • Minimum 5 years of demonstrated experience in managing edition and publishing of web content, including technical aspects;
  • Minimum 5 years of demonstrated experience in online programming, development, design and architecture of modern web publishing platforms/technologies;
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions and to prepare well-written reports in a timely manner;
  • Capacity to work in consultation with multiple stakeholders as well in an independent way.

Language:

  • Fluency in written and spoken English is required for this consultancy.

Criteria for Selection of the Best Offer

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  • Relevance of education to the consultancy (Max: 10 points);
  • Demonstrated experience in managing edition and publishing of web content, including technical aspects (Max: 30 points);
  • Demonstrated experience in online programming, development, design and architecture of modern web publishing platforms/technologies (Max: 30 points);

Criteria for financial evaluation (30 points maximum):

The following formula will be used to evaluate financial proposal: p = y (µ/z)

  • Where p=points for the financial proposal being evaluated;
  • y=maximum number of points for the financial proposal;
  • µ=price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
